\nTal como destac\u00f3 el presidente de la AmCham, Mateo Budinich, al presentar al orador invitado del desayuno que organiz\u00f3 la C\u00e1mara en septiembre, no es f\u00e1cil clasificar a Sebasti\u00e1n Pi\u00f1era. Compatibilizando muchas \u00e1reas de inter\u00e9s distintas, Pi\u00f1era es un exitoso empresario que tambi\u00e9n se hizo el tiempo para desarrollar una carrera pol\u00edtica que lo llev\u00f3 a ser candidato presidencial en el 2005, y que cre\u00f3 Fundaci\u00f3n Futuro, entidad cuyas actividades incluyen proyectos de conservaci\u00f3n y educaci\u00f3n. <\/p>\n
Pi\u00f1era -quien se espera ampliamente compita nuevamente en la carrera presidencial del 2009, en representaci\u00f3n de su partido Renovaci\u00f3n Nacional y, posiblemente, como candidato conjunto de la coalici\u00f3n opositora- no esconde su ambici\u00f3n por liderar Chile. Y claramente asisti\u00f3 al desayuno de la AmCham como candidato a la presidencia. Un conquistador de oportunidades, tambi\u00e9n quisiera ver a Chile conquistando \u201cla mejor oportunidad de su historia para dar un enorme salto hacia adelante\u201d, dijo.<\/p>\n
El mundo ha cambiado para mejor en el \u00faltimo siglo no s\u00f3lo debido a la ca\u00edda de la Cortina de Hierro, sino que tambi\u00e9n debido a que la globalizaci\u00f3n ha contribuido a demoler las barreras que alguna vez existieron entre los pa\u00edses desarrollados y los pa\u00edses en desarrollo, subray\u00f3 Pi\u00f1era. Y Chile, gracias a sus acuerdos de libre comercio con tantos pa\u00edses, est\u00e1 plenamente integrado en este nuevo mundo.<\/p>\n
\u201cM\u00e1s a\u00fan, este nuevo mundo est\u00e1 experimentando el m\u00e1s r\u00e1pido crecimiento y desarrollo de su historia\u201d, sostuvo Pi\u00f1era, \u201cpero, en Chile, no estamos aprovechando esta magn\u00edfica oportunidad\u2026 porque no estamos construyendo los pilares que nos permitir\u00e1n dar ese salto hacia adelante\u201d. De hecho, argument\u00f3, Chile ha estado retrocediendo en lugar de avanzando hacia el pleno desarrollo. <\/p>\n
Si Chile hubiera mantenido su tasa de crecimiento de principios de los 90, habr\u00eda duplicado su ingreso per capita y habr\u00eda tenido una buena posibilidad de alcanzar el desarrollo para el bicentenario de su independencia en el 2010, destac\u00f3. En lugar de ello, ha ca\u00eddo en las clasificaciones de crecimiento internacional, descendiendo incluso m\u00e1s abajo que el promedio de Am\u00e9rica Latina y, en consecuencia, a\u00fan necesita duplicar sus ingresos con el fin de unirse a los niveles de los pa\u00edses desarrollados. <\/p>\n
Lograr el desarrollo no es una tarea sencilla, admiti\u00f3 Pi\u00f1era, y la experiencia internacional sugiere que ello requiere a lo menos 20 a\u00f1os de esfuerzo constante. Hay muchos pa\u00edses con ingresos sobre los US$20.000 per capita y muchos bajo los US$10.000, pero entre unos y otros -\u201cuna especie de Tri\u00e1ngulo de las Bermudas\u201d- hay muy pocos, not\u00f3. \u201cLa impresi\u00f3n es que la mayor\u00eda de los pa\u00edses que intentan cruzar este tri\u00e1ngulo fracasan en el intento\u2026 la gravedad inevitablemente los devuelve al lugar donde comenzaron\u201d.<\/p>\n
Entonces, \u00bfqu\u00e9 debiera estar haciendo Chile? En primer lugar, argument\u00f3 Pi\u00f1era, tiene que reconocer que \u201cla inercia y m\u00e1s de lo mismo\u201d no ser\u00e1n suficientes. \u201cTenemos que compensar el tiempo perdido\u201d, insisti\u00f3.<\/p>\n
Y eso requiere un s\u00f3lido liderazgo: \u201cLos grandes cambios\u2026 implican enfrentar a los grupos de poder, los grupos de inter\u00e9s, la ignorancia y la demagogia\u201d, subray\u00f3. Y, m\u00e1s espec\u00edficamente, requiere fortalecer los cinco pilares clave que se necesitan para sustentar la transformaci\u00f3n de Chile en un pa\u00eds desarrollado: capital humano, investigaci\u00f3n y desarrollo, emprendimiento, flexibilidad y modernizaci\u00f3n del Estado, sostuvo.<\/p>\n
Pese al \u201cenorme incremento del gasto p\u00fablico\u201d, los est\u00e1ndares educacionales a\u00fan son muy deficientes y se perpet\u00faan las inequidades sociales, indic\u00f3, a\u00f1adiendo que todav\u00eda la capacitaci\u00f3n a\u00fan es demasiado escasa. El trabajador promedio chileno se capacita s\u00f3lo una vez cada 12 a\u00f1os, mientras que la inversi\u00f3n en investigaci\u00f3n y desarrollo se ha estancado, coment\u00f3 en el desayuno. <\/p>\n
\u201cUna sociedad que est\u00e1 cambiando a la velocidad del luz y un pa\u00eds con acuerdos de libre comercio\u2026 tambi\u00e9n tienen que tener la flexibilidad para adaptarse a los cambios\u201d, a\u00f1adi\u00f3. \u201cY, hoy en d\u00eda, Chile es m\u00e1s r\u00edgido de lo que era\u201d. <\/p>\n
No avanzar en estas \u00e1reas no implica una cat\u00e1strofe, se\u00f1al\u00f3 Pi\u00f1era. \u201cPero s\u00ed implica que no tendremos el pa\u00eds que quisi\u00e9ramos tener\u2026 un pa\u00eds que sea m\u00e1s libre, m\u00e1s grande, m\u00e1s pr\u00f3spero y m\u00e1s justo\u201d, concluy\u00f3.

Widely expected to run again in the 2009 presidential race, representing his own National Renewal Party and, possibly, as the joint candidate of the opposition coalition, Pi\u00f1era makes no bones about his ambition to lead Chile. And it was clearly as a contender for the presidency that he addressed the AmCham breakfast. A seizer of opportunities himself, he would, he said, also like to see Chile seize \u201cthe best opportunity of its history to take a giant leap forward\u201d.<\/p>\n
The world has changed for the better in the last century not only because of the fall of the Iron Curtain but also because globalization has helped to demolish the barriers that once existed between developed and developing countries, noted Pi\u00f1era. And Chile, thanks to its free trade agreements with so many countries, is fully integrated into this new world.<\/p>\n
\u201cAnd, moreover, this new world is experiencing the fastest growth and development of its history,\u201d said Pi\u00f1era, \u201cbut, in Chile, we\u2019re not taking advantage of this magnificent opportunity\u2026 because we\u2019re not building the pillars that would enable us to take that leap forward.\u201d Indeed, he argued, Chile has been slipping back, rather than advancing towards full development. <\/p>\n
Had Chile maintained its growth rate of the early 1990s, it would have doubled its per capita income and have had a good chance of attaining development by the bicentenary of its independence in 2010, he pointed out. Instead, it has slipped in international growth rankings, dropping even below the average for Latin America, and, as a result, still needs to double its income in order to join the ranks of the developed countries. <\/p>\n
Achieving development is not easy, admitted Pi\u00f1era, and international experience suggests that it requires at least 20 years of constant effort. There are, he pointed out, many countries with incomes above US$20,000 per capita and many below US$10,000, but in between – \u201cin a sort of Bermuda Triangle\u201d – there are very few. \u201cThe impression is that most countries that try to cross this triangle fail in the attempt\u2026 gravity inevitably takes them back to where they started.\u201d<\/p>\n
So what should Chile be doing? In the first place, argued Pi\u00f1era, it has to recognize that \u201cinertia and more of the same\u201d won\u2019t suffice. \u201cWe have to make up lost time,\u201d he insisted.<\/p>\n
And that requires strong leadership – \u201cgreat changes\u2026involve facing down power groups, interest groups, ignorance and demagoguery,\u201d he noted. And more specifically, it requires strengthening the five key pillars that, he argued, are needed to underpin Chile\u2019s transformation into a developed country: human capital, research and development, entrepreneurship, flexibility, and the modernization of the state.<\/p>\n
Despite an \u201cenormous increase in public expenditure\u201d, educational standards are still very bad and perpetuate social inequalities, he said, and training is far too scarce. The average Chilean worker receives training only once every 12 years, he told the breakfast, while investment in research and development has stagnated. <\/p>\n
\u201cA society that is changing at the speed of lightening and a country with free trade agreements\u2026 also has to have the flexibility to adapt to changes,\u201d he added. \u201cAnd, today, Chile is more rigid than it was.\u201d <\/p>\n
Failing to advance in these areas doesn\u2019t spell catastrophe, said Pi\u00f1era. \u201cBut it does mean that we [won\u2019t] have the country we\u2019d like to have\u2026 a country that is freer, larger, more prosperous and more just,\u201d he concluded.<\/p>\n","protected":false},"excerpt":{"rendered":"
