{"id":3876,"date":"2007-10-01T01:00:00","date_gmt":"2007-10-01T04:00:00","guid":{"rendered":""},"modified":"2015-01-28T17:52:11","modified_gmt":"2015-01-28T20:52:11","slug":"envejeciendo","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/envejeciendo\/","title":{"rendered":"<!--:es-->Envejeciendo<!--:--><!--:en-->Turning Grey<!--:-->"},"content":{"rendered":"<p><!--:es--><br \/>\n<!--break--><br \/>\n<b><i>Adem\u00e1s de nuevas oportunidades de mercado, el r\u00e1pido envejecimiento de la poblaci\u00f3n de Chile representa un importante desaf\u00edo para las pol\u00edticas p\u00fablicas. \u00bfEl pa\u00eds se dirige a un resplandeciente ocaso o a un gris\u00e1ceo crep\u00fasculo?<\/b><\/i> <\/p>\n<p>Seg\u00fan las nuevas cifras publicadas recientemente por el Instituto Nacional de Estad\u00edsticas (INE), la cantidad de adultos mayores de Chile supera ahora la marca de los dos millones de personas, o sea un 12% de la poblaci\u00f3n. Esto representa un incremento respecto de los apenas 1,6 millones, o un 10% de la poblaci\u00f3n, de comienzos de la d\u00e9cada.<\/p>\n<p>Esas cifras surgen tras un informe publicado este a\u00f1o por la Comisi\u00f3n Econ\u00f3mica para Am\u00e9rica Latina y el Caribe (Cepal) de las Naciones Unidas, que concluy\u00f3 que Chile es por mucho el pa\u00eds sudamericano que est\u00e1 envejeciendo m\u00e1s r\u00e1pidamente. La proporci\u00f3n de personas sobre los 60 a\u00f1os ya es superior al promedio regional, destaca el informe, que proyecta que dicha cifra llegar\u00e1 al 28% para el 2050. <\/p>\n<p>Esto refleja tanto una fuerte disminuci\u00f3n de la tasa de nacimientos como un incremento de la expectativa de vida que, seg\u00fan el Programa de las Naciones Unidas para el Desarrollo (PNUD), ahora asciende a los 78 a\u00f1os, similar a la tasa que ostenta Estados Unidos. En t\u00e9rminos del porcentaje de la poblaci\u00f3n que se espera supere los 60 para el 2050, Chile es seguido por Uruguay, Brasil y Argentina.  <\/p>\n<p>Por cierto, el envejecimiento no es nada nuevo en los pa\u00edses industrializados. Pero hay una diferencia clave en Am\u00e9rica Latina: est\u00e1 ocurriendo a una tasa mucho m\u00e1s r\u00e1pida y a un nivel de ingresos mucho menor que cuando se dio en el mundo desarrollado, lo que da a los gobiernos menos tiempo para prepararse y menores recursos con los cuales hacerlo.<\/p>\n<p>Tambi\u00e9n implica que el denominado dividendo demogr\u00e1fico -el per\u00edodo en que la proporci\u00f3n de adultos en edad de trabajar alcanza su m\u00e1ximo nivel antes de comenzar a envejecer- ser\u00e1 m\u00e1s breve en Am\u00e9rica Latina. Y esto es importante para el desempe\u00f1o econ\u00f3mico a largo plazo de la regi\u00f3n, porque es el per\u00edodo en que, con las pol\u00edticas adecuadas, las naciones pueden lograr los m\u00e1s r\u00e1pidos aumentos en el ingreso per capita.<\/p>\n<p>\u00c9ste es un desaf\u00edo al que Chile reci\u00e9n est\u00e1 comenzando a enfrentarse, admite Mar\u00eda Eugenia Arenas del Servicio Nacional del Adulto Mayor (SENAMA) del gobierno. &#8220;Mientras los pa\u00edses desarrollados tuvieron d\u00e9cadas para prepararse para el crecimiento de su poblaci\u00f3n mayor, nosotros hemos tenido mucho tiempo para hacer lo mismo\u201d, destaca.<\/p>\n<p>Gracias a su sistema de pensiones basado en el ahorro privado, que se introdujo a comienzos de los a\u00f1os 80, Chile no se enfrenta a la bomba de tiempo fiscal de pa\u00edses que cuentan con sistemas de beneficio definido de reparto (o pay-as-you-go). Una reforma al sistema de pensiones que actualmente se encuentra en el Congreso tambi\u00e9n mejorar\u00eda significativamente las pensiones financiadas por el Estado para los ancianos pobres, que se financian en parte a trav\u00e9s de un fondo en el que el gobierno est\u00e1 ahorrando parte de los excedentes que recibe como resultado de los precios r\u00e9cord del cobre, la principal exportaci\u00f3n del pa\u00eds. <\/p>\n<p>Pero en otras \u00e1reas, las provisiones para el fuerte aumento de los ciudadanos mayores y sus necesidades a\u00fan est\u00e1n \u201cen pa\u00f1ales\u201d. Un \u00e1rea clave de preocupaci\u00f3n es el cuidado a largo plazo de quienes ya no son capaces de cuidarse por s\u00ed solos.<\/p>\n<p>Cerca del 3% de las personas de m\u00e1s de 60 a\u00f1os de Chile, o unas 70.000 personas, est\u00e1n catalogadas como dependientes, se\u00f1ala Alicia Villalobos, quien est\u00e1 a cargo de las pol\u00edticas para el adulto mayor del Ministerio de Salud. De ellos, s\u00f3lo cerca de un tercio reciben atenci\u00f3n en hogares privados o de beneficencia y, si bien la cifra se ha mantenido estable en los \u00faltimos a\u00f1os, es posible que aumente fuertemente a medida que las familias, y las casas que habitan, se reduzcan.  <\/p>\n<p><b><font size=\"2\">Hospedaje para Adultos Mayores<\/b><\/font> <\/p>\n<p>Aparte del aporte anual del Consejo Nacional de Protecci\u00f3n a la Ancianidad (Conapran), una organizaci\u00f3n sin fines de lucro que administra hogares y centros abiertos, actualmente el Gobierno central no provee fondos para el cuidado residencial de los adultos mayores. \u00c9ste es ofrecido principalmente por instituciones de beneficencia, tales como el Hogar de Cristo y el Ej\u00e9rcito de Salvaci\u00f3n, o por hogares privados que apuntan a los grupos de m\u00e1s altos ingresos.<\/p>\n<p>Cerca de 600 de estos hogares cuentas con permisos oficiales, se\u00f1ala Villalobos, y tienden a ser peque\u00f1os, con un 60% de ellos atendiendo entre 12 y 25 residentes. La Casa de mis Pap\u00e1s en La Reina, una comuna de clase media de Santiago, es un ejemplo t\u00edpico. <\/p>\n<p>Fundada -tal como sugiere su nombre- para cuidar a los parientes ancianos de los due\u00f1os, se especializa en residentes que, si no est\u00e1n postrados, requieren de considerable ayuda. Con un arancel mensual de 600.000 pesos (cerca de US$1.150), sus precios son superiores al promedio, se\u00f1ala la due\u00f1a Luisa Mar\u00eda Guzm\u00e1n, pero tienen lista de espera y se est\u00e1n ampliando de 14 a 18 habitaciones individuales.<\/p>\n<p>Si bien la mayor\u00eda de los hogares tienden a ser negocios familiares de peque\u00f1a envergadura, la \u00faltima d\u00e9cada ha sido testigo de inversiones en residencias de lujo. Senior Suites, por ejemplo, administra dos hogares residenciales en la zona oriente de Santiago, ofreciendo departamentos con servicio de alimentaci\u00f3n adem\u00e1s de otras actividades y comodidades. <\/p>\n<p>No obstante, el precio a menudo no sirve como gu\u00eda sobre la calidad de la atenci\u00f3n, se\u00f1ala Guzm\u00e1n. &#8220;Hay algunos hogares muy modestos donde se muestra mucho amor hacia los residentes y hay otros donde se puede pagar mucho dinero y estar abandonado&#8221;, afirma.<\/p>\n<p>Las regulaciones gubernamentales establecen est\u00e1ndares m\u00ednimos de infraestructura y atenci\u00f3n, seg\u00fan los cuales los encargados de entregar las autorizaciones y realizar las inspecciones son las autoridades locales de salud. Sin embargo, los est\u00e1ndares se han vuelto un tema de preocupaci\u00f3n p\u00fablica, en especial cuando, en el 2004, un canal de televisi\u00f3n capt\u00f3 im\u00e1genes del impactante maltrato a los residentes de una serie de hogares.<\/p>\n<p>&#8220;Sabemos a partir de historias o quejas ante el SENAMA que existen hogares no autorizados, pero no sabemos cu\u00e1ntos\u201d, se\u00f1ala Arenas. El gobierno tambi\u00e9n podr\u00eda hacer m\u00e1s por garantizar que los hogares autorizados satisfagan los est\u00e1ndares m\u00ednimos, admite, destacando que \u00e9stos a menudo est\u00e1n al final de la lista entre las muchas responsabilidades que tienen las autoridades de salud. <\/p>\n<p>Si bien las autoridades tienden a ser rigurosas sobre el otorgamiento de nuevas certificaciones, las inspecciones una vez que los hogares est\u00e1n funcionando pueden ser poco frecuentes. &#8220;Nos tom\u00f3 m\u00e1s de un a\u00f1o conseguir la autorizaci\u00f3n, pero desde entonces s\u00f3lo nos han visitado dos veces [en tres a\u00f1os], en ambos casos cuando los invitamos a inspeccionar las nuevas habitaciones&#8221;, comenta Guzm\u00e1n.<\/p>\n<p>Pero cuando los hogares no cumplen con los est\u00e1ndares, ponerlos en l\u00ednea puede ser delicado. &#8220;Debi\u00e9ramos cerrarlos, pero no podemos echar a los residentes a la calle&#8221;, destaca Villalobos. <\/p>\n<p>Con la mayor\u00eda de los hogares operados como negocios familiares, los recursos para las inversiones necesarias en rampas para sillas de rueda o personal adicional a menudo son escasos. De modo que, partiendo con un programa piloto el pr\u00f3ximo a\u00f1o, SENAMA y el Ministerio de Salud planean proveer un subsidio \u00fanico para ayudar a que los hogares mejoren su infraestructura. <\/p>\n<p><b><font size=\"2\">Oportunidades Econ\u00f3micas<\/b><\/font><\/p>\n<p>Sin embargo, la creciente expectativa de vida y la mejor salud tambi\u00e9n implican que los chilenos est\u00e1n viviendo de manera m\u00e1s activa m\u00e1s all\u00e1 de la jubilaci\u00f3n. En una apuesta por convertir esta situaci\u00f3n en una ventaja econ\u00f3mica, el Servicio Nacional de Turismo (SERNATUR) ha estado organizando desde el 2001 programas de vacaciones en temporada baja para los adultos mayores.<\/p>\n<p>Este a\u00f1o, unos 32.000 adultos mayores usar\u00e1n el programa, lo que se compara con los 27.000  del 2006, informa \u00c1lvaro Lizama de SERNATUR. Desde el 2005, el programa tambi\u00e9n se ha estado ampliando para atender a m\u00e1s ancianos enfermos, con alrededor de 9.000 beneficiados este a\u00f1o.<\/p>\n<p>Al reunir a empresas que est\u00e1n dispuestas a entregar descuentos sobre la capacidad ociosa fuera de temporada con un aporte del gobierno, que actualmente financia un 40% del costo, el programa tambi\u00e9n ha ayudado a la industria tur\u00edstica a operar fuera de la tradicional temporada de verano, impulsando la actividad econ\u00f3mica y el empleo en populares destinos. De hecho, \u00e9se era su principal objetivo, comenta Lizama. <\/p>\n<p>Y su \u00e9xito ha ayudado a alertar a la industria sobre las oportunidades comerciales ofrecidas por este nuevo nicho de mercado. &#8220;Hoy en d\u00eda, estamos viendo mucha m\u00e1s publicidad dirigida a este segmento y no s\u00f3lo a un grupo muy peque\u00f1o en el extremo superior de la escala de ingresos, sino que a gente de todos los niveles&#8221;, sostiene. <\/p>\n<p>En los \u00faltimos a\u00f1os, tambi\u00e9n han aparecido cursos y talleres para adultos mayores, ofrecidos por municipios, universidades y otras organizaciones. Por ejemplo, la Pontificia Universidad Cat\u00f3lica en Santiago ofrece actividades que van desde programas de ejercicio hasta clases de teolog\u00eda y tambi\u00e9n entrega cursos para ayudar a los adultos mayores a formar sus propios negocios. <\/p>\n<p>De hecho, la experiencia en pa\u00edses desarrollados muestra que a medida que la expectativa de vida aumenta, m\u00e1s y m\u00e1s gente no ve una raz\u00f3n para dejar de trabajar s\u00f3lo porque llegaron a la edad de jubilar. Ello tambi\u00e9n agrada a los gobiernos, porque aligera la carga en seguridad social. <\/p>\n<p>De hecho, hay una creciente visi\u00f3n en los pa\u00edses industrializados de que ha llegado el tiempo de elevar la edad de jubilaci\u00f3n obligatoria. En Chile, tambi\u00e9n se sugiri\u00f3 -si bien la Presidenta Michelle Bachelet descart\u00f3 la idea- que la edad de jubilaci\u00f3n de las mujeres se elevara a los 65 a\u00f1os, la misma que la de los hombres. <\/p>\n<p>No obstante, adem\u00e1s del impacto fiscal del envejecimiento de la poblaci\u00f3n, los pa\u00edses en v\u00edas de desarrollo tambi\u00e9n necesitan resguardarse en contra de su impacto sobre el crecimiento econ\u00f3mico. Con ingresos per capita a\u00fan bajos, no pueden darse el lujo de ver una desaceleraci\u00f3n del crecimiento, pero -a medida que el dividendo demogr\u00e1fico se contrae r\u00e1pidamente- eso es ciertamente lo que ocurrir\u00e1 a menos que tomen las medidas apropiadas. <\/p>\n<p>Seg\u00fan la Cepal, una de las medidas que pueden tomar para contrarrestar esta tendencia es promover los empleos dise\u00f1ados para las necesidades y preferencias de los trabajadores m\u00e1s viejos. En los pa\u00edses industrializados, organizaciones como al American Association of Retired Persons hacen esto precisamente y a menudo tambi\u00e9n ofrecen servicios de colocaci\u00f3n.<\/p>\n<p>Pero Latinoam\u00e9rica, donde la edad con frecuencia es sin\u00f3nimo de obsolescencia m\u00e1s que de experiencia, a\u00fan tiene un largo camino que recorrer si pretende unir a los adultos mayores al crecimiento econ\u00f3mico. Seg\u00fan las encuestas de opini\u00f3n, hasta el 70% de la poblaci\u00f3n en algunos pa\u00edses cree que la gente mayor es discriminada.  <\/p>\n<p>Para sociedades con muchos otros problemas apremiantes, es f\u00e1cil ver a la gente mayor como otro problema m\u00e1s, en lugar de verlos como una oportunidad. Sin embargo, y en especial en un pa\u00eds que est\u00e1 envejeciendo tan r\u00e1pidamente como Chile, lo har\u00e1n no s\u00f3lo a riesgo de sus adultos mayores, sino que tambi\u00e9n al de sus posibilidades de crecimiento econ\u00f3mico sostenido. <\/p>\n<p><b>Tom Azzopardi<\/b> trabaja como periodista freelance en Santiago.<!--:--><!--:en--><br \/>\n<!--break--><br \/>\n<b><i>According to new figures published recently by the National Statistics Institute (INE), the number of senior citizens in Chile has now breached the two million mark, or 12% of the population. That represents an increase from just 1.6 million, or 10% of the population, at the start of the decade.<\/b><\/i><\/p>\n<p>These figures follow a report released by the UN Economic Commission for Latin America and the Caribbean (ECLAC) earlier this year, which found that Chile is by far South America\u2019s most rapidly ageing country. Already, the proportion of over-60s is above the regional average, the report noted, forecasting that it will reach 28% by 2050. <\/p>\n<p>This reflects both a sharp drop in the birth rate and an increase in life expectancy which, according to the UN Development Programme (UNDP), is now running at 78 years, similar to that in the United States. In terms of the proportion of the population expected to be over-60 by 2050, Chile is followed by Uruguay, Brazil and Argentina.  <\/p>\n<p>Ageing is, of course, nothing new in industrialized countries. But there is a key difference in Latin America &#8211; it is happening much faster and at a lower level of income than occurred in the developed world, giving governments less time to prepare and fewer resources with which to do so.<\/p>\n<p>It also means that the so-called demographic dividend &#8211; the period in the proportion of working-age adults peaks before they start to grow old &#8211; will be shorter in Latin America. And that is important for the region\u2019s long-term economic performance because it is the period in which, with the right policies, countries can achieve the fastest gains in per capita income.<\/p>\n<p>This is a challenge that Chile is only just beginning to come to terms with, admits Mar\u00eda Eugenia Arenas at the government&#8217;s National Service for Senior Citizens (SENAMA). &#8220;While developed countries had decades to prepare for the growth of their elderly population, we have had much less time to do the same,\u201d she notes.<\/p>\n<p>Thanks to its private savings-based pension system, introduced in the early 1980s, Chile does not face the fiscal time-bomb of countries with pay-as-you-go systems. A pension reform currently before Congress would also significantly improve state-funded pensions for poor senior citizens, partly financed through a fund in which the government is saving some of the windfall income it is receiving as a result of record prices for copper, the country\u2019s main export. <\/p>\n<p>But in other areas, provision for the surge in senior citizens and their needs is still in its infancy. One key area of concern is long-term care for those no longer able to look after themselves.<\/p>\n<p>Around 3% of Chile&#8217;s over-60s, or some 70,000 people, are classed as dependent, says Alicia Villalobos, who is in charges of policies for the elderly at the Health Ministry. Of those, only around a third are cared for in private homes or by charities and, although the figure has remained steady in recent years, it is likely to rise sharply as families, and the homes they inhabit, get smaller.  <\/p>\n<p><b><font size=\"2\">Accommodating senior citizens<\/b><\/font><\/p>\n<p>Apart from an annual contribution to the National Council for the Protection of the Elderly (CONAPRAN), a non-profit organization that operates homes and day centers, the central government currently provides no funds for residential care for the elderly. This is offered mainly by charities, such as the Hogar de Cristo and the Salvation Army, or by privately-run homes that target higher income groups.<\/p>\n<p>Around 600 such homes have official permits, reports Villalobos, and they tend to be small, with 60% caring for between 12 and 25 residents. La Casa de mis Pap\u00e1s in La Reina, a middle-class district of Santiago, is a typical example. <\/p>\n<p>Founded &#8211; as the name suggests &#8211; to care for the owners\u2019 ageing relatives, it specializes in residents who, if not bed-bound, require considerable help. Charging a monthly fee of 600,000 pesos (around US$1,150), its prices are above average, says owner Luisa Mar\u00eda Guzm\u00e1n, but it has a waiting list and is currently expanding from 14 to 18 individual rooms.<\/p>\n<p>Although most homes tend to be small-scale family businesses, the last decade has seen investments in up-market sheltered accommodation. Senior Suites, for example, runs two residential homes in eastern Santiago, offering apartments with a meal service as well as other activities and amenities. <\/p>\n<p>Price, however, is often no guide to the quality of care, says Guzm\u00e1n. &#8220;There are some very modest homes where a lot of love is shown towards residents and others where you can be pay a lot of money and be abandoned,&#8221; she argues.<\/p>\n<p>Government regulations set down minimum standards of infrastructure and care, with the local health authorities responsible for authorizing and inspecting homes. However, standards have become an issue of public concern, especially when, in 2004, one television channel captured images of shocking mistreatment of residents at a number of homes.<\/p>\n<p>&#8220;We know from anecdotes or complaints to SENAMA that unauthorized homes exist but we don\u2019t know how many,\u201d says Arenas. The government could also do more to ensure that authorized homes meet minimum standards, she admits, noting that they are often bottom of the list of health authorities\u2019 many responsibilities. <\/p>\n<p>While authorities tend to be rigorous about granting new certifications, inspections once the homes are operating can be infrequent. &#8220;It took us more than a year to obtain authorization but since then they have visited us just twice [in three years], in both cases when we invited them to inspect new rooms,&#8221; reports Guzm\u00e1n.<\/p>\n<p>But when homes are found to fall short, bringing them into line can be tricky. &#8220;We should close them but we can\u2019t throw the residents out on to the street,&#8221; points out Villalobos. <\/p>\n<p>With most homes run as family businesses, resources for the necessary investments in wheelchair ramps or extra staff are often scarce. So, starting with a pilot program next year, SENAMA and the Health Ministry are planning to provide one-off grants to help homes improve infrastructure. <\/p>\n<p><b><font size=\"2\">Economic opportunities<\/b><\/font><\/p>\n<p>However, increasing lifespans and better health also mean that Chileans are living more active lives beyond retirement. In a bid to turn this to economic advantage, the National Tourist Service (SERNATUR) has been organizing off-peak vacation programs for senior citizens since 2001.<\/p>\n<p>This year, the scheme will be used by some 32,000 pensioners, up from 27,000 in 2006, reports SERNATUR\u2019s Alvaro Lizama. Since 2005, it has also been expanding to cater for more infirm pensioners, with around 9,000 benefiting this year.<\/p>\n<p>By bringing together companies that are willing to provide discounts on idle out-of-season capacity with a contribution from the government, which currently finances 40% of the cost, the scheme has also helped the tourist industry to operate outside the traditional summer season, boosting employment and economic activity in popular destinations. Indeed, that was its main aim, says Lizama. <\/p>\n<p>And its success has helped to alert the industry to the business opportunities offered by this new niche market. &#8220;Today, we are seeing a lot more advertising directed at this segment, and not just at a very small group at the top end of the income scale but people from all levels,&#8221; he says. <\/p>\n<p>In recent years, courses and workshops for senior citizens have also burgeoned, offered by municipalities, universities and other organizations. The Catholic University in Santiago, for example, offers activities that range from exercise programs to theology classes and also provides courses to help senior citizens set up their own businesses. <\/p>\n<p>Indeed, experience in developed countries shows that as life expectancy increases, more and more people see no reason to stop work just because they have reached retirement age. Governments like that too, because it lightens the social security burden. <\/p>\n<p>There is, indeed, a growing view in industrialized countries that the time has come to raise the statutory retirement age. In Chile, it was also suggested &#8211; although President Michelle Bachelet dismissed the idea &#8211; that the retirement age for women should be raised to 65, the same as for men. <\/p>\n<p>But, as well as the fiscal impact of an ageing population, developing countries also need to guard against its impact on economic growth. With still low per capita incomes, they cannot afford to see growth slow but, as their demographic dividend rapidly shrinks, that is surely what will happen unless they take appropriate action. <\/p>\n<p>One of the measures they can take to counter this trend, according to ECLAC, is to promote jobs tailored to the needs and preferences of older workers. In industrialized countries, organizations such as the American Association of Retired Persons do precisely this, also often providing placement services.<\/p>\n<p>But Latin America, where age is often equated with obsolescence rather than experience, still has a long road ahead if it is to harness its senior citizens to economic growth. According to opinion polls, up to 70% of the population in some countries believes that old people suffer discrimination.  <\/p>\n<p>For societies with so many other pressing problems, it is easy to view old people as just another problem, rather than an opportunity.
