\nVecinos en un mundo en el cual ya no es necesario estar geogr\u00e1ficamente cerca para ser vecinos, as\u00ed es c\u00f3mo el Embajador de Estados Unidos en Chile describe la relaci\u00f3n entre ambas naciones. Nuestros dos pa\u00edses son \u201cvecinos en valores\u201d, mencion\u00f3.<\/p>\n
\u201cCompartimos muchos valores importantes\u2026 instituciones democr\u00e1ticas, mercados libres, una relaci\u00f3n que es abierta al mundo, instituciones transparentes y responsables, y un compromiso responsable con la rendici\u00f3n de cuentas (accountability)\u201d, afirm\u00f3 el Embajador Kelly en el desayuno, organizado por AmCham, que marc\u00f3 el fin de su designaci\u00f3n de tres a\u00f1os en Santiago.<\/p>\n
Adem\u00e1s de sentirse como en casa en Chile, el Embajador Kelly dijo que tambi\u00e9n se hab\u00eda sentido muy c\u00f3modo con la AmCham. \u201cTrabajar con ustedes ha sido uno de los mayores deleites de mi estad\u00eda aqu\u00ed\u2026 Estoy muy orgulloso de la cooperaci\u00f3n entre la Embajada, nuestra secci\u00f3n de comercio y la AmCham\u201d, manifest\u00f3. <\/p>\n
\u201cHa sido muy fruct\u00edfera, pero tambi\u00e9n muy agradable a nivel personal\u201d, a\u00f1adi\u00f3. \u201cY esto constituye gran parte del \u00e9xito alcanzado en nuestras relaciones bilaterales\u201d.<\/p>\n
Esa visi\u00f3n fue compartida por el presidente de la AmCham, Mateo Budinich quien mencion\u00f3 que \u201cel Embajador Kelly ha sido un amigo muy importante de la AmCham\u2026 y ha desempe\u00f1ado un papel vital en la concreci\u00f3n de los beneficios de nuestro Tratado de Libre Comercio\u201d.<\/p>\n
Pero no todo ha sido trabajo. El Embajador tambi\u00e9n ha practicado deportes, en particular el b\u00e9isbol, su favorito. \u201cLa \u00fanica vez que el equipo de la AmCham gan\u00f3 fue cuando jug\u00f3 para nosotros\u201d, record\u00f3 Budinich con pesar. <\/p>\n
Durante el desayuno de AmCham y dirigi\u00e9ndose a los presentes, el Embajador Kelly comenz\u00f3 por referirse al comercio y la inversi\u00f3n con una cifra: \u201c154 es un n\u00famero muy importante aqu\u00ed\u201d, indic\u00f3. <\/p>\n
Y es que \u00e9se es el porcentaje en que se ha incrementado el comercio bilateral durante los \u00faltimos tres a\u00f1os, cifra que desaf\u00eda los pron\u00f3sticos de los expertos que predec\u00edan un incremento del 50%. \u201c\u00c9se es un motivo de orgullo para ambos pa\u00edses\u201d, se\u00f1al\u00f3 el embajador. <\/p>\n
Aunque en materia de inversi\u00f3n bilateral no ha crecido tanto, admiti\u00f3 Kelly, no obstante hoy, una serie de empresas estadounidenses -incluidas Monsanto, Chicago Bridge and Iron Company y Icicle Seafoods- est\u00e1n desarrollando nuevos proyectos en Chile. \u201cA\u00fan tenemos mucho por hacer, pero junto con el crecimiento del comercio, la inversi\u00f3n tambi\u00e9n debiera expandirse\u201d, destac\u00f3. <\/p>\n
En respuesta a una pregunta por parte de los asistentes, referida a las posibilidades de un tratado bilateral para evitar la doble tributaci\u00f3n, el Embajador Kelly manifest\u00f3 que el secreto bancario en Chile -la principal barrera para un acuerdo- era un tema que el secretario del Tesoro de Estados Unidos, Henry Paulson, hab\u00eda abordado junto a funcionarios del gobierno chileno durante una reciente visita a Santiago. Y si bien declin\u00f3 establecer una fecha para sellar el acuerdo, Kelly sugiri\u00f3 que las negociaciones de Chile para unirse a la OCDE podr\u00edan facilitar el proceso y que, en este nuevo escenario, el gobierno de Estados Unidos est\u00e1 trabajando con su contraparte chilena con un compromiso renovado. <\/p>\n
Adem\u00e1s del constante contacto entre los gobiernos de ambas naciones y de sus l\u00edderes corporativos, el Embajador Kelly tambi\u00e9n enfatiz\u00f3 el vasto intercambio que existe en otros niveles. \u201cA menudo digo a mi equipo que no s\u00f3lo representamos al gobierno de Estados Unidos, sino que tambi\u00e9n a nuestro pa\u00eds… y a todos sus ciudadanos\u201d, dijo. <\/p>\n
Es por ello que, recurrentemente, hay aproximadamente unos 2.000 a 3.000 alumnos estadounidenses estudiando en Chile -la mayor presencia en la regi\u00f3n, despu\u00e9s de M\u00e9xico-, mientras que muchos voluntarios estadounidenses trabajan en Chile ense\u00f1ando ingl\u00e9s o ayudando en parques nacionales. Asimismo, en este intercambio est\u00e1 el Programa de J\u00f3venes Embajadores, gracias al cual j\u00f3venes chilenos, que nunca han viajado al extranjero, pueden visitar Estados Unidos. <\/p>\n
Pero la cooperaci\u00f3n entre Chile y Estados Unidos tambi\u00e9n se extiende a \u00e1reas tan diversas como los deportes, la defensa y la lucha contra el lavado de dinero, destac\u00f3 Kelly. \u201cS\u00f3lo nombren un aspecto y hablamos sobre eso; no hay ning\u00fan sector en donde no tengamos una conversaci\u00f3n fruct\u00edfera\u201d, sostuvo. <\/p>\n
\u201cTenemos el lujo de contar con una relaci\u00f3n normal\u201d, insisti\u00f3. \u201cEn muchos pa\u00edses, tenemos una relaci\u00f3n muy concentrada en la crisis del momento, mientras que en Chile hablamos de miles de cosas cada d\u00eda\u201d. <\/p>\n
Adem\u00e1s de desarrollar las relaciones bilaterales en el presente, la labor de una embajada tambi\u00e9n consiste en crear la base para relaciones m\u00e1s estrechas a futuro, sostuvo Kelly. En este sentido, Chile y Estados Unidos est\u00e1n colaborando en nuevas \u00e1reas tales como la ciencia y la tecnolog\u00eda, innovaci\u00f3n y energ\u00eda, aspecto que resulta un tema muy importante para ambas naciones, enfatiz\u00f3 el Embajador Kelly. Al mismo tiempo, Estados Unidos tambi\u00e9n est\u00e1 trabajando para desarrollar la cooperaci\u00f3n y las relaciones entre los pa\u00edses de la Cuenca del Pac\u00edfico que ya cuentan -o que pronto contar\u00e1n- con un TLC con Estados Unidos. <\/p>\n
En esta nueva fase, Estados Unidos quiere ser \u201cun socio y un amigo\u201d de Chile, se\u00f1al\u00f3 el Embajador Kelly. Y, pese a que deja Santiago, \u00e9ste es un proceso en el que estar\u00e1 estrechamente involucrado desde Washington en su nueva designaci\u00f3n como subsecretario adjunto para el Hemisferio Occidental del Departamento de Estado de Estados Unidos o, como \u00e9l mismo traduce su largo cargo, el gerente de operaciones del gobierno de Estados Unidos para la regi\u00f3n.

\nNeighbors in a world in which it is no longer necessary to be geographically close in order to be neighbors – that is how U.S. Ambassador Craig A. Kelly views Chile and the United States. Our two countries are \u201cneighbors in values\u201d, he says. <\/p>\n
\u201cWe share many important values\u2026 democratic institutions, free markets, a relation that is open to the world, transparent and responsible institutions and a commitment to accountability,\u201d said Ambassador Kelly at an AmCham breakfast to mark the completion of his three-year posting to Santiago. <\/p>\n
As well as feeling very much at home in Chile, Ambassador Kelly also reported having felt very much at home with AmCham. \u201cWorking with you has been one of the greatest pleasures of my stay here\u2026 I\u2019m very proud of the cooperation between the embassy, our commercial section and AmCham,\u201d he said. <\/p>\n
\u201cIt\u2019s been very fruitful but also very pleasant at a personal level,\u201d he added. \u201cAnd it\u2019s a large part of the success of our bilateral relations.\u201d<\/p>\n
That view was echoed by AmCham president Mateo Budinich. \u201cAmbassador Kelly has been a very important friend to AmCham\u2026 and has played a vital role in realizing the benefits of our Free Trade Agreement,\u201d he said.<\/p>\n
And it has not all been work. There has also been play – particularly baseball, Ambassador Kelly\u2019s favorite sport. \u201cThe only time the AmCham team won was when he played for us,\u201d ruefully recalled Budinich. <\/p>\n
Addressing the AmCham breakfast, Ambassador Kelly started by talking about trade and investment. \u201c154 is a very important number here,\u201d he said. <\/p>\n
That is the percentage in which bilateral trade has increased over the past three years, defying experts who predicted a 50% increase. \u201cThat is a source of pride for both countries,\u201d he said. <\/p>\n
Bilateral investment hasn\u2019t grown much, admitted Kelly, but a number of U.S. companies – including Monsanto, Chicago Bridge and Iron Company, and Icicle Seafoods – are now developing new projects in Chile. \u201cWe still have a way to go but, with the growth of trade, investment should also increase,\u201d he pointed out. <\/p>\n
In reply to a question from the floor about the prospects for a bilateral double tax avoidance treaty, Ambassador Kelly reported that bank secrecy in Chile – the main barrier to an agreement – was an issue that U.S. Treasury Secretary, Henry Paulson, discussed with Chilean government officials during a recent visit to Santiago. Although declining to set a date for sealing an agreement, Kelly suggested that Chile\u2019s negotiations to join the OECD could facilitate the process and that, in this new scenario, the U.S. government is working with the Chilean government with renewed commitment. <\/p>\n
As well as constant contact between the two countries\u2019 governments and their corporate leaders, Ambassador Kelly also emphasized the rich exchange that exists at other levels. \u201cI often tell my staff that we not only represent the U.S. government, but also our country… and all its citizens,\u201d he said. <\/p>\n
At any given moment, some 2,000-3,000 U.S. students are studying in Chile – the highest figure in the region after Mexico – while many U.S. volunteers work in Chile in areas such as teaching English and helping in national parks. And then there is the Youth Ambassadors Program under which Chilean young people, who have never traveled abroad, can visit the United States. <\/p>\n
Cooperation between Chile and the U.S. also extends to areas as diverse as sports, defense and the combat of money laundering, pointed out Kelly. \u201cYou name it, we talk about it; there isn\u2019t a sector where we don\u2019t have a fruitful conversation,\u201d he said. <\/p>\n
\u201cWe have the luxury of a normal relation,\u201d he insisted. \u201cIn many countries, we have a relation very focalized on the crisis of the moment whereas, in Chile, we talk about a thousand things every day.\u201d <\/p>\n
But, as well as developing bilateral relations in the present, an embassy\u2019s job is also to create the basis for closer relations in the future, said Kelly. To that end, Chile and the U.S. are collaborating in new areas such as science and technology, innovation and energy – a very important issue for both countries, noted Ambassador Kelly. And, at the same time, the U.S. is working to develop cooperation and relations between the countries in the Pacific Basin that already have – or may soon have – an FTA with the U.S. <\/p>\n
In this new phase, the U.S. wants to be \u201ca partner and friend\u201d of Chile, said Ambassador Kelly. And, despite leaving Santiago, this is a process in which he will still be closely involved from Washington in his new posting as principal deputy assistant secretary of state for the western hemisphere – or, as he translated this long title, the U.S. government\u2019s chief operating officer for the region.<\/p>\n","protected":false},"excerpt":{"rendered":"
