Este a\u00f1o, su elecci\u00f3n fue un\u00e1nime para quien fuera presidente de Chile entre el 2000 y el 2006, Ricardo Lagos, bajo cuyo mandato se firm\u00f3 y entr\u00f3 en vigencia el Tratado de Libre Comercio entre Chile y los Estados  Unidos.<\/p>\n<p>El premio -la mayor distinci\u00f3n entregada por la AACCLA-, ha sido otorgado previamente a personas de alto reconocimiento mundial tales como David Rockefeller, por su papel en la creaci\u00f3n de la AACCLA y el Consejo de las Am\u00e9ricas a fines de la d\u00e9cada de los 60; Thomas F. \u201cMack\u201d McLarty III, el primer enviado especial para Am\u00e9rica del presidente Clinton; as\u00ed como al ex secretario de Comercio de Estados Unidos Ronald H. Brown. <\/p>\n<p>Ricardo Lagos recibi\u00f3 el galard\u00f3n en una cena cuya anfitriona fue la propia presidenta de AACCLA, Kathleen Barclay. \u201cPresidente Lagos, su decidido compromiso y liderazgo para abrir la econom\u00eda chilena, as\u00ed como su determinaci\u00f3n para defender el libre comercio han influido de manera realmente importante en el hemisferio\u201d, mencion\u00f3 Barclay durante la presentaci\u00f3n. <\/p>\n<p>La presidenta de la AACCLA destac\u00f3 que, mirando hacia atr\u00e1s, puede parecer algo sencillo haber respaldado un acuerdo entre Chile y Estados Unidos, pero que en ese entonces, la decisi\u00f3n de iniciar las negociaciones -con una saliente administraci\u00f3n en Estados Unidos y, m\u00e1s a\u00fan, sin una autoridad con las  facultades especiales de fast-track para negociar acuerdos- requiri\u00f3 de coraje pol\u00edtico. Esa decisi\u00f3n no s\u00f3lo benefici\u00f3 a Chile, coloc\u00e1ndolo en un camino de mayor desarrollo econ\u00f3mico, sino que tambi\u00e9n sirvi\u00f3 como \u201cuna luz de esperanza e inspiraci\u00f3n para la regi\u00f3n\u201d, sostuvo Barclay.<\/p>\n<p>Pero, seg\u00fan el ex presidente Lagos, la distinci\u00f3n debe entenderse como un reconocimiento a Chile, m\u00e1s que a su gobierno. \u201cLos tratados de libre comercio son un paso necesario para un pa\u00eds peque\u00f1o y, como sociedad, decidimos que \u00e9sta es la \u00fanica forma de vivir en el siglo XXI\u201d, afirm\u00f3.<\/p>\n<p>Esos acuerdos, tuvieron un efecto en el desarrollo de Chile que va mucho m\u00e1s all\u00e1 del comercio, a\u00f1adi\u00f3, recordando la experiencia de los exportadores de berries en el sur de Chile. Al principio, se dieron cuenta de que un quinto de sus env\u00edos eran rechazados en Estados Unidos, porque llegaban machucados. \u00bfLa causa? Los caminos sin pavimentar desde los campos.<\/p>\n<p>En ese sentido, un tratado de libre comercio es un \u201csello de excelencia\u201d, asever\u00f3 Lagos, pero que tambi\u00e9n requiere de preparaci\u00f3n. Por ello, no s\u00f3lo el estado de las carreteras para los productores de berries, sino que tambi\u00e9n la calidad del agua para todos los exportadores agr\u00edcolas, se convirtieron en temas importantes para enfrentar los requisitos de mercados internacionales exigentes. <\/p>\n<p>Pero tambi\u00e9n hay otro aspecto por el que el acuerdo entre Chile y Estados Unidos no  s\u00f3lo se basa en el comercio, a\u00f1adi\u00f3. \u201c\u00c9ste tratado re\u00fane a pa\u00edses que tienen valores similares y que creen en la democracia y en el estado de derecho\u201d, afirm\u00f3 el ex presidente Ricardo Lagos. <\/p>\n<p><b><i>Entrevista con Ricardo Lagos<\/b><\/i><\/p>\n<p><b><i><font size=\"3\">LIBRE COMERCIO EN LAS AM\u00c9RICAS<\/b><\/i><\/font><\/p>\n<p>En esta entrevista con <b>bUSiness CHILE<\/b>, Ricardo Lagos, ex presidente de Chile, rememora la negociaci\u00f3n del Tratado de Libre Comercio (TLC) con Estados Unidos y analiza tanto el futuro del libre comercio en la regi\u00f3n, as\u00ed como las implicancias del cambio clim\u00e1tico. <\/p>\n<p><b>Despu\u00e9s de tres a\u00f1os y medio desde su implementaci\u00f3n, \u00bfcu\u00e1l es su evaluaci\u00f3n del TLC Chile-EE.UU.?<\/b><\/p>\n<p>Es necesario mirar el acuerdo bajo la perspectiva de consenso en Chile de que, para un pa\u00eds peque\u00f1o, una econom\u00eda abierta es la mejor manera de crecer. Hoy en d\u00eda, el comercio internacional corresponde a m\u00e1s del 70% del PIB de Chile y pr\u00e1cticamente un 70% de ese intercambio comercial se desarrolla bajo un TLC. El \u00e9xito del TLC entre Chile y EE.UU. se ve reflejado en el crecimiento del comercio bilateral. A\u00fan puede mejorarse y, a lo mejor, podr\u00edamos haber obtenido algo m\u00e1s en el acuerdo, pero eso es lo que pasa en cualquier negociaci\u00f3n. <\/p>\n<p><b>\u00bfCu\u00e1les fueron los temas m\u00e1s dif\u00edciles?<\/b> <\/p>\n<p>Bueno, estaba la legislaci\u00f3n anti-dumping de Estados  Unidos, que estim\u00e1bamos era inapropiada. Pero sab\u00edamos que ser\u00eda dif\u00edcil cambiarla de modo que acordamos dejarla para las negociaciones multilaterales. Creo que fue un acuerdo razonable.<\/p>\n<p><b>Y la protecci\u00f3n a la propiedad intelectual\u2026<\/b><\/p>\n<p>Hay algunas discrepancias ah\u00ed y, a mi juicio, uno de los temas centrales es desde cu\u00e1ndo empiezas a contar. No creo que sea correcto que cuando una patente vence en Estados Unidos, una empresa pueda registrarla de nuevo en Chile. <\/p>\n<p><b>\u00bfC\u00f3mo prospecta el libre comercio en Am\u00e9rica Latina?<\/b> <\/p>\n<p>Tenemos que aceptar que no todos somos iguales y tomar en cuenta las distintas caracter\u00edsticas de los pa\u00edses y en c\u00f3mo se ven afectados por los TLC, de acuerdo al impacto de su tama\u00f1o. Los grandes pa\u00edses, con un gran mercado interno, se inclinan m\u00e1s a proteger sus econom\u00edas, mientras que en el caso de las naciones peque\u00f1as, el tema de c\u00f3mo las reducciones arancelarias afectar\u00e1n el ingreso fiscal, est\u00e1 presente. Dudo que la Oficina de Presupuestos estadounidense haya notado si quiera, que Estados Unidos tiene un TLC con Chile, pero \u00bfqu\u00e9 ocurre en el caso de los pa\u00edses del Caribe, donde los aranceles representan el 40% o el 50% del ingreso fiscal? <\/p>\n<p>El problema de los acuerdos de libre comercio a un nivel m\u00e1s colectivo es que se necesita de la variable geom\u00e9trica para que cada pa\u00eds se pueda ajustar. Mi opini\u00f3n es que el objetivo debiera ser la obtenci\u00f3n de un acuerdo m\u00ednimo al que vayamos a\u00f1adiendo etapas.<\/p>\n<p><b>Recientemente Ud. fue designado como enviado especial de Naciones Unidas para el cambio clim\u00e1tico. Hay distintas visiones respecto de si el calentamiento global representa una amenaza para Am\u00e9rica Latina o una oportunidad en t\u00e9rminos de bonos de carbono y biocombustibles\u2026<\/b><\/p>\n<p>El cambio clim\u00e1tico va a convertirse en una preocupaci\u00f3n para la regi\u00f3n. Las normas de producci\u00f3n limpia, los l\u00edmites a las emisiones, entre otras instancias, pueden ser barreras para el comercio. Pero creo que el balance es positivo. La buena noticia es que el \u00faltimo informe de la ONU sugiere que el costo de estabilizar el nivel de los gases de efecto invernadero es relativamente peque\u00f1o -cercano al 1% de la producci\u00f3n mundial- y que ello podr\u00eda lograrse mediante una mayor eficiencia energ\u00e9tica y el uso de energ\u00edas renovables. <\/p>\n<p>Pero tenemos que ser creativos. Hoy en d\u00eda, las compa\u00f1\u00edas de los pa\u00edses industrializados pueden comprar bonos de carbono a empresas en Am\u00e9rica Latina, pero ese sistema podr\u00eda ampliarse a\u00fan m\u00e1s. En lugar de estar limitado a transacciones inter-empresas, el dinero tambi\u00e9n podr\u00eda emplearse, por ejemplo, para subsidiar el desarrollo de energ\u00edas alternativas en pa\u00edses en v\u00edas de desarrollo. El desaf\u00edo clave radica en encontrar soluciones imaginativas, creativas.<!--:--><!--:en--><br \/>\n<!--break--><br \/>\n<b><i>At a dinner on June 17, Chile\u2019s former president, Ricardo Lagos, received AACCLA\u2019s Eagle of the Americas Award for his contribution to hemispheric free trade.<\/b><\/i> <\/p>\n<p>Each year, the AmChams of Latin America and the Caribbean are invited to submit nominations for the Eagle of the Americas Award, presented by the Association of American Chambers of Commerce in Latin America (AACCLA) to individuals who have made an outstanding contribution to the advancement of trade and investment in the Americas. This year, their unanimous choice was Chile\u2019s president from 2000 to 2006, Ricardo Lagos, under whose government the Chile-U.S. Free Trade Agreement was signed and came into force.<\/p>\n<p>The award &#8211; the highest honor presented by AACCLA &#8211; has previously been received by people who include David Rockefeller for his role in the creation of AACCLA and the Council of the Americas in the late 1960s, to Thomas F. \u201cMack\u201d McLarty III, President Clinton\u2019s first Special Envoy for the Americas, and to the late U.S. Secretary of Commerce Ronald H. Brown. <\/p>\n<p>Ricardo Lagos received the award at a dinner hosted by AACCLA chair, Kathleen Barclay. \u201cPresident Lagos, your unfaltering commitment and leadership to an open Chilean economy and your determination to champion free trade have had a truly important influence in the hemisphere,\u201d said Barclay during the presentation. <\/p>\n<p>She pointed out that, in retrospect, it may seem an easy matter to have supported an agreement between Chile and the United States but, at the time, the decision to start talks &#8211; with an outgoing U.S. administration and, moreover, in the absence of fast-track negotiating authority &#8211; required political courage. That decision, she said, has not only benefited Chile, putting it on a path of greater economic development, but has also served as \u201ca beacon of hope and inspiration for the region.\u201d<\/p>\n<p>But, according to ex-President Lagos, the award should be understood as a tribute to Chile, rather than his government. \u201cFree trade agreements are a necessary step for a small country and, as a society, we decided that this is the only way to live in the twenty-first century,\u201d he said.<\/p>\n<p>And those agreements have had an effect on Chile\u2019s development that goes far beyond trade, he added, recalling the experience of berry exporters in the south of Chile. Initially, they found that a fifth of their shipments were being rejected in the U.S. because they were arriving bruised. The cause? Unpaved roads from the farms.<\/p>\n<p>A free trade agreement is a \u201cseal of excellence\u201d, said Lagos, but also requires preparation. Not only the state of the roads for berry producers but also the quality of water for all agricultural exporters become important in the face of the requirements of demanding international markets. <\/p>\n<p>And, he added, there is also another sense in which the Chile-U.S. agreement is not just about trade. \u201cIt brings together countries that have similar values and believe in democracy and the rule of law,\u201d he said. <\/p>\n<p><b><i>Interview with Ricardo Lagos<\/b><\/i>\t\t<\/p>\n<p><b><i><font size=\"3\">FREE TRADE IN THE AMERICAS<\/b><\/i><\/font><\/p>\n<p>In this interview with <b>bUSiness CHILE<\/b>, Ricardo Lagos, Chile\u2019s former president, looks back at the negotiation of the country\u2019s Free Trade Agreement (FTA) with the United States and forward to the future of free trade in the region and the implications of climate change. <\/p>\n<p><b>Three and a half years after its implementation, what\u2019s your assessment of the Chile-U.S. FTA?<\/b><\/p>\n<p>The agreement needs to be viewed in the context of a consensus in Chile that, for a small country, an open economy is the best way to grow. Today, international trade accounts for more than 70% of Chile\u2019s GDP and practically 70% of that trade takes place under an FTA. The success of the Chile-U.S. FTA is reflected in the growth of bilateral trade. It can still be improved and, perhaps, we could have obtained a little more in the agreement &#8211; but that\u2019s always the case in any negotiation. <\/p>\n<p><b>What were the most difficult issues?<\/b><\/p>\n<p>Well, there was U.S. anti-dumping legislation, which we saw as inappropriate. But we knew it would be difficult to change it so we agreed to leave it for multilateral negotiations. I think that was a reasonable agreement.<\/p>\n<p><b>And intellectual property protection\u2026<\/b><\/p>\n<p>There are some discrepancies there and, in my view, one of the central issues is when you start counting. I don\u2019t think it\u2019s right that when a patent expires in the U.S., a company can register it again in Chile. <\/p>\n<p><b>How do you see the prospects for free trade around Latin America?<\/b> <\/p>\n<p>We have to accept that one size doesn\u2019t fit all and take account of the different characteristics of countries and of the impact of their size on how they are affected by FTAs. Large countries, with a big domestic market, are more inclined to protect their economies while, in the case of small countries, there\u2019s the issue of how tariff reductions will affect fiscal income. I doubt whether the U.S. Budget Office has even noticed that the United States has an FTA with Chile, but what about Caribbean countries where tariffs account for 40% or 50% of fiscal revenues? <\/p>\n<p>The problem with free trade agreements at a more collective level is that they need variable geometry so each country can adjust. My view is that the objective should be a minimum agreement to which we go on adding steps.<\/p>\n<p><b>You\u2019ve recently been appointed as a UN Special Envoy for climate change. There are different views on whether global warming represents a threat to Latin America or an opportunity in terms of carbon credits and biofuels\u2026<\/b><\/p>\n<p>Climate change is going to become a concern for the region. Clean production norms, limits on emissions and so on can be barriers to trade. But I think the balance is positive. The good news is that the latest UN report suggests that the cost of stabilizing the level of greenhouse gases is relatively small &#8211; around 1% of global output &#8211; and could be achieved through increased energy efficiency and use of renewable energies. <\/p>\n<p>But we need to be creative. Today, companies in industrialized countries can buy carbon credits from companies in Latin America but that system could be expanded. Instead of being confined to company-to-company transactions, the money could also be used, for example, to subsidize the development of alternative energies in developing countries.
