The growth of trade, of course, stands out but there is much more than trade to relations between Chile and the United States, writes U.S. Ambassador Craig A. Kelly as his posting in Santiago draws to a close.

The success of the U.S.-Chile Free Trade Agreement is a great story. In just its first three years, bilateral trade is up over 150% and last year was valued at more than US$16 billion. The U.S. is the main source of Chile’s imports and the largest recipient of Chilean exports. Without a doubt, those figures are impressive. More important, however, are the people, businesses and cultural ties behind the headlines.

Last year, over 2,000 Chilean companies exported to the U.S. almost 2,000 different products. From the U.S., nearly 12,000 U.S. companies exported almost 5,000 different products to Chile. We hope to add poultry and red meat to our trade this year. Our commercial relationship with Chile has grown rapidly and is amazingly diverse.

What strikes me is that our business ties reflect the depth, breadth and diversity of the overall U.S.-Chile relationship. From science to sports exchanges, we are constantly finding new avenues for our people to share experiences and perspectives. Much of this cooperation is all around us and integrated into our daily lives to such a degree that it can go almost unnoticed. This is a healthy sign of a mature friendship.

In September 2005, we opened the American Academy of Science and Technology in Santiago. It hosts a steady stream of events, with American visitors and Chilean hosts meeting, talking and supporting this country’s drive for increased innovation. Throughout Chile, there are 13 Binational Centers and five American Corners. All are venues for Americans and Chileans to interact.

We share Chile’s goal of improving educational systems. We have sent over 2,000 Chileans to the U.S. as Fulbright scholars. We are right now working with Chile to increase the number of scholarships for Chileans pursuing PhDs in the sciences at U.S. universities. At the Embassy, we have an officer whose sole function is to increase training and professional development opportunities for English language teachers. At the university level, there are more U.S. students studying Spanish in Santiago – over 2,000 – than in any other Latin American capital.

Our environmental cooperation has gone above and beyond our original vision in the FTA’s environmental chapter. One milestone was the recent signing of a Sister Park Partnership between Yosemite National Park in California and Torres del Paine. U.S. companies are also directly involved in fostering conservation in Chile. Goldman Sachs was recognized last year by Secretary Rice for setting aside 275,000 hectares (roughly the size of the state of Rhode Island) in Patagonia, helping to preserve unique flora and fauna and giving local Chileans a direct role in the conservation of this unique part of world heritage.

As Pacific countries, both the U.S. and Chile look naturally to Asia for economic and political ties. Chile is one of only three Latin American members of the Asia-Pacific Economic Cooperation (APEC) organization. We share with Chile the long-term goal of a Free Trade Area for the Asia-Pacific. We are proud to have supported Chile’s candidacy to accede to the Organization for Economic Cooperation and Development (OECD) and are now thrilled to see Chile being invited to join another significant economic group like the OECD. Membership in such organizations recognizes Chile’s economic achievements, political maturity, and well-earned reputation as a constructive, reliable partner. Chile is an exceptional example of how to integrate an economy successfully into a globalized world.

There is no doubt that growing trade initiated by the FTA has opened many doors. As we continue to open more, we look forward to working with Chile on shared challenges like energy, climate change and investment. Energy security will remain a priority for all, as we look to balance climate change with economic growth.

The U.S. is the largest investor in Chile, but I would like to see more. I would like to see greater investment flowing both ways, and a bilateral taxation treaty would be an important tool in achieving that goal.

As I look back over the first three years of the FTA and my three-year tour in Santiago, I leave knowing the U.S.-Chile relationship is stronger than ever on every possible level. While trade might grab headlines, there are thousands of ways in which Americans and Chileans cooperate, share and learn from each other every day. I have every confidence that both countries will continue to work together to enhance their citizens’ lives – and that my successor, too, will be able to say in three years that relations are better than ever.

Craig A. Kelly is U.S. Ambassador to Chile.

AmCham Chile Presents Prize to Ambassador Kelly

“It’s not easy to render an Irish American speechless,” confessed Craig Kelly. But that is what happened to the U.S. Ambassador to Chile when, at a gala dinner held during the Business Future of the Americas Conference, AmCham Chile presented him with a prize in recognition of his role in obtaining and implementing the two countries’ Free Trade Agreement and of his contribution to education and the overall development of bilateral relations.

Ambassador Kelly is “a great friend of Chile and AmCham,” said AmCham Chile president, Mateo Budinich. “With his charisma, optimism, energy and approachableness, he is capable of transcending the Embassy and, on Mondays, of going to play baseball – his favorite sport – with poor children.

” AmCham’s prize, added Budinich, was not only for the person who had done so much to position Chilean companies in trade fairs and other commercial events in the United States but also for the person who, with the same dedication, had harnessed his efforts to the task of improving English proficiency in Chile.

According to Ambassador Kelly, his work in Chile, together with his commercial team and in conjunction with AmCham Chile, has shown that democratic capitalism strengthens the free market. “And, today, I am very moved to receive this prize, thanks to my friends at AmCham,” he concluded.
