\nReunidos en Santiago, representantes de las AmCham de la regi\u00f3n y l\u00edderes empresariales reafirmaron su compromiso con el desarrollo del comercio y la inversi\u00f3n al tiempo que exploraron nuevos cursos de acci\u00f3n para alcanzar este objetivo com\u00fan.<\/b><\/i> <\/p>\n
Desde el 16 hasta el 19 de junio, la Asociaci\u00f3n de C\u00e1maras Americanas de Comercio en Latinoam\u00e9rica y el Caribe (AACCLA), entidad que congrega a 23 AmCham de 21 pa\u00edses, se reuni\u00f3 en Santiago de Chile para su encuentro semestral. Los eventos internos de la reunion -incluida una conferencia de los gerentes generales de las AmCham, una reuni\u00f3n del directorio y una asamblea general- fueron sucedidos por la Conferencia Business Future of the Americas (BFA), donde el orador principal fue el ex gobernador de Florida Jeb Bush, quien hoy en d\u00eda sigue desempe\u00f1ando un rol clave en la regi\u00f3n como copresidente de la Comisi\u00f3n Interamericana de Etanol del Banco Interamericano de Desarrollo.<\/p>\n
Las reuniones fueron todo un \u00e9xito en un momento importante para el hemisferio. De cara a las 14 elecciones democr\u00e1ticas de la regi\u00f3n, fue un excelente momento para reevaluar los desaf\u00edos y oportunidades que todos enfrentamos. AACCLA es una organizaci\u00f3n \u00fanica que no existe en otras regiones del planeta y que nos entrega una poderosa capacidad para desarrollar metas comunes y trabajar juntos de una forma orientada a las acciones. <\/p>\n
Como grupo, hemos abogado por temas importantes y hemos peleado duras batallas, incluyendo la aprobaci\u00f3n del CAFTA-DR por parte del Congreso de Estados Unidos; el Tratado de Libre Comercio entre Chile y Estados Unidos; y la renovaci\u00f3n de las preferencias arancelarias andinas. Hemos provisto a los l\u00edderes regionales de un importante v\u00ednculo con el mercado estadounidense, as\u00ed como tambi\u00e9n con l\u00edderes pol\u00edticos y econ\u00f3micos de Estados Unidos. Hemos trabajado arduamente en la promoci\u00f3n de la facilitaci\u00f3n del comercio y de los derechos de propiedad intelectual, que son tan importantes para la competitividad mundial del hemisferio.<\/p>\n
La reuni\u00f3n tambi\u00e9n fue una excelente oportunidad para reevaluar nuestros pr\u00f3ximos pasos. El lema -\u201cLiberando el Esp\u00edritu Empresarial en Occidente\u201d- es particularmente oportuno. Si bien las 14 elecciones de la regi\u00f3n se realizaron pac\u00edficamente, hemos visto el aumento de l\u00edderes populistas en el continente: l\u00edderes que prometen mucho, pero con recetas antiguas que -tal como ha demostrado la historia- est\u00e1n condenadas al fracaso, l\u00edderes que no creen en la libre expresi\u00f3n y que amenazan las bases democr\u00e1ticas de nuestras naciones. <\/p>\n
Sin embargo, el atractivo de estos compromisos vac\u00edos trae a la palestra la urgente necesidad de abordar temas que est\u00e1n creando brechas a\u00fan m\u00e1s grandes entre ricos y pobres, entre los que tienen oportunidades y los que carecen de ellas. Fue una oportunidad para analizar nuevas ideas y para explorar nuevos cursos de acci\u00f3n.<\/p>\n
Por sobre todo, las reuniones y la conferencia fueron una oportunidad en la que pudimos reafirmar la excelencia continua y el poder de nuestra misi\u00f3n conjunta: promover el intercambio comercial y la inversi\u00f3n entre Estados Unidos y las naciones de Latinoam\u00e9rica y el Caribe. El creciente porcentaje de inversi\u00f3n de Estados Unidos \u2013incluyendo tecnolog\u00edas y buenas pr\u00e1cticas- que se est\u00e1 destinando a Asia y Europa implica que necesitamos trabajar a\u00fan m\u00e1s arduamente para desarrollar la competitividad de la regi\u00f3n. <\/p>\n
Nos complaci\u00f3 particularmente que nuestras reuniones sucedieran al exitoso Foro de Competitividad de las Am\u00e9ricas, celebrado una semana antes en Atlanta, Georgia, y cuyo anfitri\u00f3n fue el secretario de Comercio de Estados Unidos, Carlos Guti\u00e9rrez. Esto nos ayud\u00f3 a iniciar nuestro di\u00e1logo y a reforzar nuestras metas.<\/p>\n
Liberando y Facilitando el Comercio<\/b><\/p>\n
Hoy, m\u00e1s que nunca, el comercio m\u00e1s justo y m\u00e1s libre entre los pa\u00edses del hemisferio occidental es fundamental para nuestro \u00e9xito conjunto. Juntos ciertamente tendremos \u00e9xito en mejorar el bienestar de nuestra gente. Es por ello que estamos enfocados a obtener la aprobaci\u00f3n crucial para los acuerdos comerciales con Colombia, Panam\u00e1 y Per\u00fa por parte del Congreso de Estados Unidos.<\/p>\n
Una vez que esto se logre, m\u00e1s de dos tercios de la poblaci\u00f3n del hemisferio occidental se beneficiar\u00e1n de tratados de libre comercio con Estados Unidos. Los consumidores, los trabajadores y las empresas saldr\u00e1n ganando. No podemos fracasar; pues es una cuesti\u00f3n de beneficios econ\u00f3micos, pero tambi\u00e9n de securidad nacional. <\/p>\n
Sabemos que tenemos una dura batalla por delante: no s\u00f3lo para asegurarnos que estos acuerdos se aprueben e implementen, sino porque tambi\u00e9n debemos contribuir a que Estados Unidos comprenda los peligros que trae consigo el creciente proteccionismo. Esto significa tener una efectiva comunicaci\u00f3n de los beneficios mutuos que trae consigo el comercio; implica levantarse y que se cuente con nosotros para difundir el Tratado de Libre Comercio de Am\u00e9rica del Norte (TLCAN) como el programa altamente exitoso que es, y para cambiar el di\u00e1logo a menudo negativo y, francamente, ignorante que a veces caracteriza la conversaci\u00f3n.<\/p>\n
Tambi\u00e9n debemos continuar con el buen trabajo de hacer que los actuales acuerdos comerciales sean exitosos en todas las dimensiones. Esta tarea es particularmente crucial para las 20.000 empresas que representa la AACCLA. Los gobiernos pueden negociar y suscribir acuerdos, pero es responsabilidad de las empresas usarlos y hacerlos funcionar. \u00c9ste, es el trabajo diario de la red de AmCham a lo largo del hemisferio. <\/p>\n
Y ya sea que haya o no acuerdos comerciales, debemos trabajar para facilitar el comercio de bienes y servicios, para recortar los costos aduaneros y reducir la burocracia, as\u00ed como para hacer que el comercio sea f\u00e1cil y comprensible. Esto, es de especial importancia para respaldar el crecimiento y desarrollo de las peque\u00f1as y medianas empresas de nuestro hemisferio.<\/p>\n
Pero, \u00bfcu\u00e1les son las nuevas ideas en las que necesitamos concentrarnos a medida que avanzamos para abordar la amenaza impuesta por l\u00edderes populistas?<\/p>\n
Una palabra lo dice todo: oportunidad. Debemos trabajar en el desarrollo y la comunicaci\u00f3n de las oportunidades para toda la gente del hemisferio, no s\u00f3lo para algunos. Debemos trabajar para innovar y reducir la dependencia de los commodities y de sus ciclos de auge y debacle. <\/p>\n
Varios temas son clave para esta iniciativa, particularmente el desarrollo de m\u00e1s y mejor educaci\u00f3n. Esto es mayoritariamente responsabilidad de los gobiernos del hemisferio, pero -en muchos casos- estos cuentan con el respaldo del sector privado a trav\u00e9s de innovadores y exitosos programas educacionales que sirven de ejemplo.<\/p>\n
Pero, \u00bfcu\u00e1l es el rol del sector privado en la generaci\u00f3n de estas oportunidades?<\/p>\n
Ante todo, es la creaci\u00f3n de empleos y el establecimiento de mejores pr\u00e1cticas: en el desarrollo de recursos humanos, log\u00edsticos, est\u00e1ndares ambientales y en el desarrollo de procesos. Todo \u00e9stas, son cosas que cada empresa hace en su propio negocio como se resume en el proyecto \u201cContribuci\u00f3n de los Estados Unidos a la Prosperidad Econ\u00f3mica en el Hemisferio Occidental\u201d, una iniciativa conjunta de la AACCLA y el Departamento de Comercio de Estados Unidos.<\/p>\n
Nurtrir el Emprendimiento<\/b><\/p>\n
Pero, \u00bfc\u00f3mo podemos ir m\u00e1s all\u00e1? \u00c9sa fue la pregunta que hicimos en la reuni\u00f3n de la BFA. <\/p>\n
Una conclusi\u00f3n clara es que necesitamos respaldar la creaci\u00f3n de m\u00e1s y mejores empresas a lo largo de la regi\u00f3n mediante la liberaci\u00f3n del esp\u00edritu empresarial en Occidente. Tenemos algunas oportunidades maravillosas, tales como el desarrollo de nuevas tecnolog\u00edas para mejorar la seguridad energ\u00e9tica, un tema en el que Brasil es un l\u00edder mundial y donde nuestro orador principal, Jeb Bush, est\u00e1 dedicado a convertir ese sue\u00f1o en realidad.<\/p>\n
\u00c9stas son oportunidades para las peque\u00f1as y medianas empresas, peque\u00f1as y medianas empresas que esperamos sean las firmas globales del futuro. Estas compa\u00f1\u00edas crear\u00e1n empleos y ser\u00e1n la base para la innovaci\u00f3n en nuestras econom\u00edas. <\/p>\n
La nueva generaci\u00f3n de emprendedores de nuestra regi\u00f3n necesitan ser nuestros h\u00e9roes y para ello necesitan de nuestro apoyo para reducir la burocracia, las barreras comerciales y para ayudar a identificar y respaldar las pol\u00edticas p\u00fablicas que facilitan y hacen m\u00e1s rentable el hacer negocios. <\/p>\n
Nosotros, todas las organizaciones comerciales, podemos destacar nuevos modelos y motivar a otros a tomar el riesgo de iniciar su propio negocio. Podemos ser mentores de nuevos empresarios. Podemos promover redes y podemos ayudar a mostrar que el fracaso no es el fin del camino, sino que algo inevitable que necesita manejarse en el camino hacia el \u00e9xito.<\/p>\n
\u00c9stos son nuestros nuevos desaf\u00edos, los que comenzamos a tratar en la reuni\u00f3n de la AACCLA que celebramos el mes pasado en Santiago. \u00a1Y ya iniciamos el camino hacia el \u00e9xito! <\/p>\n
Durante los \u00faltimos d\u00edas, varias AmCham y participantes de la conferencia me han dicho que \u00e9sta fue la reuni\u00f3n donde se cerraron la mayor cantidad de negocios concretos. Esos acuerdos, son oportunidades reales, empleos reales, comercio e inversi\u00f3n reales entre Estados Unidos, Latinoam\u00e9rica y el Caribe.<\/p>\n
Son innovaciones de un tipo que no habr\u00eda sucedido sin la red de la AACCLA y nuestro programa de trabajo. Estas nuevas oportunidades comerciales son las semillas de nuevas ideas que representan el brillante futuro de nuestro hemisferio.<\/p>\n
Como presidenta de la AACCLA, quisiera finalizar con palabras de agradecimiento para nuestros miembros del C\u00edrculo de Liderazgo: Caterpillar, General Motors, KPMG, FedEx y Merck; para los auspiciadores de la Conferencia; para las 23 AmCham que participaron en la conferencia; para los excelentes oradores que compartieron sus ideas con nosotros y que estimularon el di\u00e1logo; adem\u00e1s de para todos los participantes y al maravilloso equipo que forma la Secretar\u00eda de la AACCLA en Washington, DC. Ustedes son quienes hacen un \u00e9xito de la AACCLA y quienes nos dan el poder para continuar construyendo el hemisferio.<\/p>\n
Finalmente, quisiera agradecer de manera especial a AmCham Chile; su presidente, Mateo Budinich; y su gerente general, Jaime Baz\u00e1n; as\u00ed como a todo su personal por organizar un evento tan exitoso y ameno. \nGathered in Santiago, representatives of AmChams from around the region and business leaders reaffirmed their commitment to the development of trade and investment and explored new avenues of action for achieving this common goal.<\/b><\/i> <\/p>\n
From June 16 to 19, the Association of American Chambers of Commerce in Latin America and the Caribbean (AACCLA), which brings together 23 AmChams from 21 countries, gathered in Santiago, Chile for its mid-year meeting. The meeting\u2019s internal events – including a conference of AmCham CEOs, a board meeting and a general assembly – were followed by the Business Future of the Americas Conference (BFA) where the principal keynote speaker was former Florida Governor Jeb Bush who, today, continues to play a key role in the region as co-chair of the Inter-American Development Bank\u2019s Interamerican Ethanol Commission.<\/p>\n
The meetings were a great success at an important time for the hemisphere. In the wake of 14 democratic elections around the region, it was an excellent moment to reassess the challenges and opportunities which face us all. AACCLA is a unique organization which does not exist for other regions across the globe and one which gives us a powerful capacity to develop common goals and work together in an action-oriented manner. <\/p>\n
We, as a group, have advocated important issues and fought tough battles including approval of the CAFTA-DR by the U.S. Congress, the U.S.-Chile Free Trade Agreement and the renewal of Andean trade preferences. We have provided an important link for regional leaders to the U.S. market, as well as to U.S. political and economic leaders. We have done the hard work of promoting trade facilitation and intellectual property rights which are so important to the global competitiveness of the hemisphere.<\/p>\n
The meeting was also an excellent moment to reassess our next moves forward. The theme – \u201cUnleashing Entrepreneurship in the Western Hemisphere\u201d – is particularly apropos. While the region\u2019s 14 elections were completed peacefully, we have seen the rise of populist leaders on the continent – leaders who promise much but with old recipes that history has shown are doomed to failure, leaders who do not believe in free speech and who threaten the democratic foundations of our nations. <\/p>\n
The appeal of these empty commitments, however, brings to the forefront the urgent need to address issues which are creating even wider gaps between the rich and the poor – between those with opportunities and those with none. It was a time to discuss new ideas and explore new avenues of action.<\/p>\n
Above all, the meetings and conference were a time when we were able to reaffirm the continued relevance and power of our joint mission – to promote trade and investment between the United States and Latin America and the Caribbean. The increasing percentage of U.S. investment – including technologies and best practices – which is going to Asia and Europe means we need to work even harder to develop competitiveness for the region. <\/p>\n
We were particularly pleased that our meetings followed the successful American Competitiveness Forum hosted by U.S. Secretary of Commerce Carlos Gutierrez in Atlanta, Georgia the previous week. This helped us to kick start our dialogue and to reinforce our goals.<\/p>\n
Freeing and facilitating trade<\/b><\/p>\n
More than ever, freer and fairer trade between the countries of the western hemisphere is fundamental to our joint success. Together we will surely succeed in enhancing wellbeing for our people. That is why our focus to obtain U.S. Congressional approval of the Colombian, Panamanian and Peruvian trade agreements is so crucial. <\/p>\n
Once this is achieved, over two-thirds of the peoples in the western hemisphere will benefit from free trade agreements with the United States. Consumers, workers and companies will be better off. We cannot fail; it is a matter of economic benefit but also one of national security. <\/p>\n
We know that we have a tough battle ahead – not just to make sure these agreements are approved and implemented, but to make our contribution to ensuring that the United States understands the dangers of increased protectionism. It means effective communications of the mutual benefits of trade; it means standing up and being counted on to spread the word on the North American Free Trade Agreement (NAFTA) as the highly successful program it is and changing the often negative and, frankly, ignorant dialogue that at times characterizes the conversation.<\/p>\n
We also must continue the good work of making existing trade agreements successful in all dimensions. This task is particularly crucial for the 20,000 businesses which AACCLA represents. Governments can negotiate and sign agreements, but it is the responsibility of business to use them and make them work. This is the day-to-day good work of the AmCham network across the hemisphere. <\/p>\n
And where there are and where there are not trade agreements, we must work to facilitate trade in goods and services, to cut customs costs and reduce bureaucracy, and to make trade easy and understandable. This is particularly important to support the growth and development of small and medium-size businesses in our hemisphere.<\/p>\n
But what are the new ideas we need to focus on as we move forward to address the threat posed by populist leaders?<\/p>\n
One word says it all – opportunity. We must work to develop and to communicate opportunities for all people in the hemisphere – not just for some. We must work to innovate and to reduce dependence on commodities and their boom-bust economic cycles. <\/p>\n
Several issues are key to this effort, particularly the development of more and better education. This is largely the responsibility of the governments of the hemisphere but, in many cases, they are supported by the private sector through innovative and successful education programs – programs which serve as examples.<\/p>\n
But what is the role of the private sector in generating these opportunities?<\/p>\n
First and foremost, it is the creation of jobs and the establishment of best practices – in human resource development, in logistics, in environmental standards, and in process development. It is all the things that each company does in its own business as summarized in the \u201cU.S. Contribution to Economic Prosperity\u201d, a joint project of AACCLA and the U.S. Department of Commerce.<\/p>\n
Nurturing entrepreneurship<\/b><\/p>\n
But how can we go further? That was the question we asked at the BFA meeting. <\/p>\n
One clear conclusion is that we need to support the creation of more and better businesses throughout the region – by unleashing entrepreneurship in the western hemisphere. We have some wonderful opportunities such as the development of new technologies to enhance energy security – a subject where Brazil is a global leader and where our keynote speaker, Jeb Bush, is dedicated to making the dream a reality. <\/p>\n
These are opportunities for small and medium-sized businesses – small and medium-sized enterprises which we hope will be the global enterprises of the future. These companies will create jobs and provide the basis for innovation in our economies. <\/p>\n
The new generation of entrepreneurs in our region need to be our heroes and they need our support – support to reduce bureaucracy, reduce trade barriers, and to help identify and support public policies that make doing business easier and more cost-effective. <\/p>\n
We, all business organizations, can highlight successful new role models and motivate others to take the risk of starting their own business. We can mentor new businesspeople. We can promote networks and we can help to show that failure is not the end of the road, but rather an inevitability that needs to be managed on the road to success.<\/p>\n
These are our new challenges – the ones we began to address at AACCLA\u2019s meeting held in Santiago last month. And we have already started down the path to success! <\/p>\n
Over the last few days, several AmChams and conference participants have told me that this was the meeting where the most concrete business deals were completed. Those deals are real opportunities, real jobs, real trade and investment between the U.S. and Latin America and the Caribbean. <\/p>\n
They are innovations of a type that would not have happened without the AACCLA network and our program of work. These new business opportunities are the seeds of the new ideas that represent the bright future for our hemisphere.<\/p>\n
As chair of AACCLA, I would like to close with a word of thanks to our Leadership Circle members – Caterpillar, General Motors, KPMG, FedEx and Merck; to the Conference sponsors; to the 23 AmChams which participated in the Conference; to the fine speakers who shared their ideas with us and who stimulated dialogue; as well as to all the participants and to the wonderful team which forms the AACCLA Secretariat in Washington, DC. You all are what makes AACCLA a success and what gives us the power to continue building the hemisphere.<\/p>\n

As I mentioned in my opening remarks at the Conference, we always do our best work while we are having fun.
