Si bien admite que el gobierno chileno quisiera que las inversiones estadounidenses en Chile se fortalecieran, describe al desarrollo del comercio bilateral como impresionante, y est\u00e1 optimista en relaci\u00f3n a las relaciones entre Estados Unidos y Latinoam\u00e9rica.  <\/p>\n<p><b>Desde su punto de vista, \u00bfcu\u00e1l es el resultado m\u00e1s importante del Tratado de Libre Comercio (TLC) entre Chile y Estados Unidos?<\/b><\/p>\n<p>El crecimiento del comercio de bienes claramente es lo que se destaca. Chile ahora es el 32o. mayor exportador a Estados Unidos. En otras palabras, est\u00e1 en el primer tercio y, para un pa\u00eds de 16 millones de habitantes, eso es impresionante. Y el acuerdo tambi\u00e9n fue bueno para Estados Unidos. Chile es el 28o mayor mercado de exportaci\u00f3n, por sobre pa\u00edses como Turqu\u00eda, Rusia, Sud\u00e1frica e Indonesia.<\/p>\n<p><b>Pero, en el caso de las exportaciones de Chile a Estados Unido., parte importante de esa cifra es un efecto de los altos precios del cobre.<\/b> <\/p>\n<p>El cobre representa el 40% de las ventas de Chile y, pese a los actuales niveles de precios, eso es menos que hace 10 a\u00f1os.  <\/p>\n<p><b>\u00bfQu\u00e9 \u00e1reas del TLC a\u00fan no han sido aprovechadas plenamente?<\/b><\/p>\n<p>Necesitamos hacer m\u00e1s en el mercado de abastecimiento del sector p\u00fablico. Eso no es f\u00e1cil, porque -en general- el 90% de las compras del gobierno corresponden a productos locales y ah\u00ed hay requisitos, como registrarse como empresa localmente, lo que dificulta abrir efectivamente el mercado.<\/p>\n<p><b>\u00bfQu\u00e9 ocurre con las peque\u00f1as empresas chilenas? \u00bfNo las intimida el enorme tama\u00f1o de Estados Unidos?<\/b><\/p>\n<p>El comercio internacional es dif\u00edcil para las peque\u00f1as empresas en cualquier parte del mundo, pero un n\u00famero de empresas chilenas de mediana envergadura en los sectores de fruta, vino y productos madereros est\u00e1n vendiendo a Estados Unidos. Y, como Embajada, estamos desarrollando una serie de iniciativas para ayudarlas.<\/p>\n<p>En febrero, organizamos un Mercado de Alimentos Chilenos en Washington para mostrar diferentes productos chilenos y, como resultado, Whole Foods -una importante firma minorista de alimentos naturales y org\u00e1nicos- ahora est\u00e1 comprando merqu\u00e9n y la carica chilena (papaya). El Mercado de Alimentos fue un experimento que ahora planeamos repetir en otras ciudades. <\/p>\n<p><b>Hay un plan para acelerar algunas de las reducciones arancelarias contempladas en el TLC\u2026<\/b><\/p>\n<p>Hemos tenido una serie de reuniones y estamos avanzando en ese frente.  <\/p>\n<p><b>La inversi\u00f3n de Estados Unidos en Chile ha tenido un desempe\u00f1o decepcionante. \u00bfC\u00f3mo explica eso?<\/b> <\/p>\n<p>S\u00ed, no est\u00e1 en el mejor momento y por varias razones. Aparte del factor que desempe\u00f1an China y Europa Oriental como destinos alternativos para la inversi\u00f3n estadounidense, tambi\u00e9n existe la percepci\u00f3n entre las empresas estadounidenses que Latinoam\u00e9rica no es muy estable, y como Chile es un pa\u00eds peque\u00f1o -no un continente en s\u00ed mismo como Brasil- tienden a identificarlo con el resto de la regi\u00f3n.<\/p>\n<p>Entonces, en Chile hay nuevos actores -pa\u00edses como Australia, Espa\u00f1a y Reino Unido- que han ingresado a sectores como la miner\u00eda, las telecomunicaciones y el sector sanitario, en los que Estados Unidos era anteriormente el principal inversionista. Est\u00e1n siendo m\u00e1s audaces que las empresas estadounidenses. Adem\u00e1s, algunos inversionistas extranjeros emplean el sistema financiero chileno para financiar sus proyectos, evitando el riesgo cambiario, y eso hace que las cifras de inversi\u00f3n luzcan m\u00e1s bajas.<\/p>\n<p><b>De modo que Chile no est\u00e1 muy preocupado por la inversi\u00f3n estadounidense\u2026<\/b><\/p>\n<p>Chile no est\u00e1 padeciendo una falta de inversi\u00f3n extranjera, pero Estados Unidos es la principal econom\u00eda del Hemisferio Occidental y Chile es su principal socio comercial, de modo que quisi\u00e9ramos ver que la inversi\u00f3n se mantenga alta. En el intento de atraer las miradas a las oportunidades que se dan en Chile, estamos organizando una serie de seminarios en diferentes ciudades estadounidenses sobre sectores como concesiones de obras p\u00fablicas, tecnolog\u00eda, bienes ra\u00edces y turismo.<\/p>\n<p><b>En un desayuno de la AmCham poco tiempo despu\u00e9s de su designaci\u00f3n en Washington, usted dijo que una de sus prioridades ser\u00eda fortalecer la imagen de Chile\u2026<\/b><\/p>\n<p>La imagen de Chile en Estados Unidos es muy buena. Lo que es dif\u00edcil es expandir la imagen m\u00e1s all\u00e1 del c\u00edrculo. El Mercado de Alimentos Chilenos y los seminarios para atraer inversiones apuntan en esa direcci\u00f3n, pero es un desaf\u00edo que necesita dinero y Chile es un pa\u00eds austero.<\/p>\n<p><b>Usted estuvo designado previamente en Londres, Madrid y Roma. \u00bfC\u00f3mo es trabajar en Estados Unidos en comparaci\u00f3n con Europa?<\/b><\/p>\n<p>Hay una diferencia muy interesante y que hace muy sencillo mi trabajo como embajador. Ac\u00e1, m\u00e1s gente toca a mi puerta con ideas y propuestas. En Europa, es m\u00e1s complejo, porque tienes que salir a los mercados y buscar una respuesta.  <\/p>\n<p><b>\u00bfQu\u00e9 efecto estima tendr\u00e1 el nuevo Congreso de Estados Unidos sobre las posibilidades de un mayor libre comercio en Latinoam\u00e9rica?<\/b><\/p>\n<p>No afecta a Chile y, en el caso de los propuestos TLC de Estados Unidos  con Per\u00fa, Colombia y Panam\u00e1, el gobierno chileno respalda de manera activa su aprobaci\u00f3n. La Presidenta Bachelet recientemente envi\u00f3 una carta a Nancy Pelosi, presidenta de la C\u00e1mara de Representantes, expres\u00e1ndole la posici\u00f3n del gobierno chileno.<\/p>\n<p>M\u00e1s all\u00e1 del tema espec\u00edfico de estos TLC, \u00e9ste es tambi\u00e9n un momento interesante para la redise\u00f1ar la pol\u00edtica estadounidense respecto de Am\u00e9rica Latina. Eso se ve reflejado en la creciente cantidad de visitas tales como la del Presidente Bush. El ambiente es de relaciones muy intensas y eso se nota.<!--:--><!--:en--><br \/>\n<!--break--><br \/>\nAppointed as Chile\u2019s ambassador to the United States in 2006, Mariano Fern\u00e1ndez reports that he is finding his posting to Washington both stimulating and enjoyable. Although he admits that the Chilean government would like U.S. investment in Chile to be stronger, he describes the development of bilateral trade as impressive and is upbeat about relations between the U.S. and Latin America.  <\/p>\n<p><b>From your point of view, what\u2019s the most important result of the Chile-U.S. Free Trade Agreement (FTA)?<\/b><\/p>\n<p>The growth of trade in goods is clearly what stands out. Chile is now the 32nd largest exporter to the United States. In other words, it\u2019s in the top third and, for a country of 16 million inhabitants, that\u2019s impressive. And the agreement has also been good for the United States. Chile is its 28th largest export market, ahead of countries like Turkey, Russia, South Africa and Indonesia.<\/p>\n<p><b>But, in the case of Chile\u2019s exports to the U.S., a lot of that is an effect of high copper prices.<\/b> <\/p>\n<p>Copper accounts for 40% of Chile\u2019s sales and, despite the present level of prices, that\u2019s less than ten years ago.  <\/p>\n<p><b>What areas of the FTA aren\u2019t being fully exploited yet?<\/b><\/p>\n<p>We need to do more in the public procurement market. That\u2019s not easy because, in general, 90% of government purchases are local products and there are requisites, like registering a company locally, that make it difficult to effectively open the market.<\/p>\n<p><b>What about small Chilean companies? Doesn\u2019t the sheer size of the U.S. market intimidate them?<\/b><\/p>\n<p>International trade is difficult for small companies anywhere in the world, but a number of mid-sized Chilean companies in the fruit, wine and wood products sectors are selling in the United States. And, as an Embassy, we\u2019re developing a number of initiatives to help them.<\/p>\n<p>In February, we held a Chilean Food Market in Washington to showcase different Chilean products and, as a result, Whole Foods, a leading retailer of natural and organic foods, is now buying merqu\u00e9n and the Chilean carica. The Food Market was an experiment that we now plan to repeat in other cities. <\/p>\n<p><b>There\u2019s a plan to accelerate some of the tariff reductions envisaged in the FTA\u2026<\/b><\/p>\n<p>We\u2019ve had a number of meetings and we\u2019re progressing on that front.  <\/p>\n<p><b>U.S. investment in Chile has performed disappointingly. How do you explain that?<\/b> <\/p>\n<p>Yes, it\u2019s not in good shape and for several reasons. Apart from the factor of China and East Europe as alternative destinations for U.S. investment, there\u2019s also a perception among U.S. companies that Latin America is not very stable and because Chile is a small country &#8211; not a continent in itself like Brazil &#8211; they tend to identify it with the rest of the region.<\/p>\n<p>Then, in Chile, there are \u2018new kids on the block\u2019 &#8211; countries like Australia, Spain and the UK &#8211; that have entered sectors, such as mining, telecommunications and water, in which the U.S. was previously the leading investor. They\u2019re being more audacious than U.S. companies. Also, some foreign investors are using the Chilean financial system to fund their projects, avoiding exchange-rate risk, and this makes the investment figures look lower.<\/p>\n<p><b>So Chile is not too worried about low U.S. investment\u2026<\/b><\/p>\n<p>Chile isn\u2019t suffering from a lack of foreign investment but the U.S. is the main economy in the western hemisphere and Chile\u2019s main trading partner, so we would like investment to remain high. In a bid to draw attention to opportunities in Chile, we are organizing a series of seminars in different U.S. cities on sectors like public works concessions, technology and real estate and tourism.<\/p>\n<p><b>At an AmCham breakfast shortly after your appointment to Washington, you said that one of your priorities would be to strengthen Chile\u2019s country image\u2026<\/b><\/p>\n<p>Chile\u2019s image in the United States is very good. What\u2019s difficult is to expand that image beyond the beltway. The Chilean Food Market and the investment attraction seminars point in this direction but it\u2019s a challenge that needs money and Chile is an austere country.<\/p>\n<p><b>You were previously posted in London, Madrid and Rome. What\u2019s it like working in the U.S. as compared to Europe?<\/b><\/p>\n<p>There\u2019s a very interesting difference and one that makes my work as ambassador very easy. Here, more people come knocking on my door with ideas and proposals. In Europe, it\u2019s more complex because you have to go out to markets and seek out a response.  <\/p>\n<p><b>What effect do you see the new U.S. Congress as having on the prospects for greater free trade in Latin America?<\/b><\/p>\n<p>It doesn\u2019t affect Chile and, in the case of the proposed U.S. FTAs with Peru, Colombia and Panama, the Chilean government is actively supporting their approval. President Bachelet recently sent a letter to Nancy Pelosi, speaker of the House of Representatives, expressing the Chilean government\u2019s position.<\/p>\n<p>Beyond the specific issue of these FTAs, this is also an interesting time for the reshaping of U.S. policy towards Latin America. That\u2019s reflected in an increasing number of visits such as that of President Bush.
