{"id":3785,"date":"2007-04-01T01:00:00","date_gmt":"2007-04-01T04:00:00","guid":{"rendered":""},"modified":"2015-01-29T12:50:18","modified_gmt":"2015-01-29T15:50:18","slug":"probable-recorte-de-tasas-con-crecimiento-bajo-expectativas","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/probable-recorte-de-tasas-con-crecimiento-bajo-expectativas\/","title":{"rendered":"<!--:es-->Probable Recorte de Tasas Con Crecimiento Bajo Expectativas<!--:--><!--:en-->Interests Rate Cuts Likely as Growth Underperforms<!--:-->"},"content":{"rendered":"<p><!--:es--><br \/>\n<!--break--><br \/>\n<B><I>Con la econom\u00eda recuper\u00e1ndose m\u00e1s lento de lo que muchos esperaban, el gobierno chileno anunci\u00f3 un nuevo paquete de medidas pro crecimiento y el Banco Central parece estar prepar\u00e1ndose para recortar nuevamente las tasas de inter\u00e9s.<\/B><\/I><\/p>\n<p>Tras una expansi\u00f3n interanual del 4,3% en el cuarto trimestre, el crecimiento del PIB de Chile en el 2006 alcanz\u00f3 un 4,0%, cifra inferior a una proyecci\u00f3n previa del 4,2%. Las expectativas para el 2007 tambi\u00e9n han ca\u00eddo y las proyecciones de consenso seg\u00fan una encuesta del Banco Central bajaron a un 5,0% en marzo, lo que se compara con el 5,3% de comienzos de a\u00f1o, ya que los indicadores de producci\u00f3n industrial y desempleo fueron levemente peores a lo esperado. <\/p>\n<p>Adem\u00e1s, los actuales problemas con la implementaci\u00f3n del sistema de transporte urbano Transantiago y los temores de una desaceleraci\u00f3n econ\u00f3mica mayor de la esperada en Estados Unidos podr\u00edan combinarse para reducir a\u00fan m\u00e1s las expectativas en los pr\u00f3ximos meses. El Banco Central reconoce parcialmente esto. En su \u00faltima declaraci\u00f3n, la autoridad monetaria sigui\u00f3 ofreciendo una visi\u00f3n optimista, destacando que la informaci\u00f3n disponible era coherente con una recuperaci\u00f3n gradual del dinamismo en la actividad interna y a\u00f1adiendo que las medidas recientemente anunciadas por el gobierno respaldaban este panorama. Sin embargo, tambi\u00e9n reconoci\u00f3 que el crecimiento del empleo asalariado se hab\u00eda desacelerado, aunque destac\u00f3 que las condiciones financieras internas se mostraban m\u00e1s favorables que en los \u00faltimos meses.<\/p>\n<p>Un repunte en la inversi\u00f3n es clave para una recuperaci\u00f3n en el crecimiento del PIB y, en medio de las menores expectativas de expansi\u00f3n de este indicador (que ver\u00eda el crecimiento del PIB de Chile rezagarse por segundo a\u00f1o consecutivo tras varios pa\u00edses latinoamericanos), el gobierno se ha apresurado a implementar pol\u00edticas y reformas pro inversi\u00f3n que, junto con el est\u00edmulo fiscal esperado para este a\u00f1o, podr\u00edan desencadenar una recuperaci\u00f3n. El \u00faltimo paquete econ\u00f3mico, el Plan Chile Invierte anunciado por la Presidenta Michelle Bachelet y el ministro de Hacienda, Andr\u00e9s Velasco, el 13 de marzo, contempla 27 medidas que van desde incentivos para ayudar a fomentar las inversiones planeadas (lideradas por la nueva normativa de depreciaci\u00f3n acelerada), anuncios sobre planes del sector energ\u00e9tico y la internacionalizaci\u00f3n del peso chileno, entre otros. Si bien estas medidas fueron menos integrales de lo que muchos habr\u00edan esperado, fue un paso en la direcci\u00f3n correcta y, en nuestra perspectiva, es posible que se observen medidas adicionales en el futuro, si la aceleraci\u00f3n del crecimiento econ\u00f3mico se mantiene lenta.<\/p>\n<p>En su reuni\u00f3n de pol\u00edtica monetaria de marzo, el Banco Central dej\u00f3 las tasas de inter\u00e9s sin cambios en un 5% por segundo mes consecutivo. Sin embargo, creemos que las menores expectativas de crecimiento del PIB, la inflaci\u00f3n benigna y la visi\u00f3n de la situaci\u00f3n econ\u00f3mica que el propio Banco Central ha manifestado, apuntan cada vez m\u00e1s a nuevos recortes de tasas en el corto plazo. En el comunicado que emiti\u00f3 tras la reuni\u00f3n de marzo, la autoridad monetaria apunt\u00f3 al potencial de futuros recortes, destacando que \u201cde atenuarse los riesgos inflacionarios y consolidarse el escenario central del \u00faltimo Informe de Pol\u00edtica Monetaria, en los meses siguientes podr\u00eda requerirse un impulso monetario algo mayor\u201d. <\/p>\n<p>El Banco Central cuenta aqu\u00ed con soporte de las menores expectativas de inflaci\u00f3n, que han ca\u00eddo a un 2,8% para el 2007, lo que se compara con el 3,0% previsto anteriormente en el a\u00f1o. La autoridad monetaria manifest\u00f3 que m\u00e1s all\u00e1 de los cambios asociados al nuevo sistema de transporte Transantiago, las mediciones de inflaci\u00f3n general y subyacente estaban evolucionando como se proyectaba, y que la inflaci\u00f3n subyacente adem\u00e1s se hab\u00eda moderado. Calific\u00f3 los costos laborales como contenidos, pero destac\u00f3 que algunos indicadores salariales hab\u00edan mostrado un aumento en su crecimiento. Significativamente, las declaraciones referidas a la dependencia de los indicadores que tienen las futuras decisiones de pol\u00edtica fueron excluidas de este comunicado de pol\u00edtica monetaria. En cambio, el Banco Central s\u00f3lo reiter\u00f3 su compromiso con la meta de inflaci\u00f3n de largo plazo de un 3%. Desde nuestra perspectiva, esto muestra que una inclinaci\u00f3n hacia la flexibilizaci\u00f3n se ha inyectado a la br\u00fajula de pol\u00edtica monetaria del banco y, con los riesgos de presiones inflacionarias externas a\u00fan bajos, parece preparado para usar la pol\u00edtica monetaria como una herramienta para activar una reaceleraci\u00f3n econ\u00f3mica m\u00e1s robusta.<!--:--><!--:en--><br \/>\n<!--break--><br \/>\n<B><I>With the economy not recovering as fast as many expected, the Chilean government has announced a new package of pro-growth measures and the Central Bank appears to be preparing to cut interest rates again.<\/B><\/I><\/p>\n<p>Following a year-on-year expansion of 4.3% in the fourth quarter, Chile\u2019s GDP growth in 2006 reached 4.0%, below an earlier projection of 4.2%. Expectations for 2007 have also been falling, with consensus forecasts as surveyed by the Central Bank dropping to 5.0% in March, down from 5.3% at the beginning of the year, as industrial production and unemployment data came in slightly worse than expected. <\/p>\n<p>In addition, ongoing problems with the implementation of the Transantiago urban transport system and fears of a greater than expected U.S. economic slowdown could combine to trim expectations further in coming months. The Central Bank is partially recognizing this. In its most recent statement, it continued to offer an optimistic view, noting that available data was consistent with a gradual recovery of dynamism in domestic activity and adding that the recently announced government measures supported this scenario. However, it also recognized that salaried employment growth had decelerated, although noting that domestic financial conditions looked more favorable than they had in recent months.<\/p>\n<p>A rebound in investment is key for a pickup in GDP growth and, amid falling GDP growth expectations (which would see Chilean GDP growth lagging behind many other Latin American countries for the second consecutive year), the government has been hurrying to implement investment-friendly reforms and policies that, when coupled with the fiscal stimulus expected for this year, could spark a recovery. The latest economic package, the Plan Chile Invierte (Chile Invests Plan) announced by President Michelle Bachelet and Finance Minister Andr\u00e9s Velasco on March 13 entailed 27 measures ranging from incentives to help trigger planned investments (led by new rules on accelerated depreciation), announcements about energy sector plans and the internationalization of the Chilean peso, among others. Whilst these measures were less comprehensive than many had hoped for, it was a step in the right direction and, in our view, further measures are likely to be seen in the future if the acceleration in economic growth remains slow.<\/p>\n<p>At its March monetary policy meeting, the Central Bank left interest rates unchanged at 5% for the second consecutive month. However, we think lower GDP growth expectations, benign inflation, and the Central Bank\u2019s own stated view of the economic situation, are increasingly pointing towards additional rate cuts in the short term. In its statement after the March meeting, the bank hinted at the potential for additional cuts going forward, noting that \u201cin case inflationary risks decline and the baseline scenario in the last Monetary Policy Report consolidates, a somewhat stronger monetary impulse might be required.\u201d <\/p>\n<p>The Bank has support here from lower inflation expectations, which have fallen to 2.8% for 2007, down from 3.0% earlier in the year. The Bank said that beyond changes associated with the new Transantiago transportation system, headline and core inflation measures were evolving as projected, and super core inflation had also moderated. It characterized labor costs as contained, but noted that some wage indicators had shown increased growth. Significantly, the language referring to the data dependency of future policy decisions was excluded from this policy statement. Instead, the Bank only reiterated its commitment to its long-term inflation target of 3%.
