\nDos meses sin bUSiness CHILE y simplemente no s\u00e9 \u00a1c\u00f3mo sobrevivieron al verano! Bueno, volv\u00ed del Sur, las monta\u00f1as y los lagos, y tengo mucho en la cabeza, lo que es sorprendente por dos razones: me mantuve alejado de los diarios y la televisi\u00f3n, y porque muchos dudaban (probablemente con bastante raz\u00f3n) de mi capacidad cerebral. Pero sigamos con la columna, \u00a1lo que cobro por palabra es un despilfarro! <\/p>\n

Chile a\u00fan es un pa\u00eds en v\u00edas de desarrollo. Nos gusta pensar que no es as\u00ed, pero he hay tres razones por las que es as\u00ed.<\/p>\n

El acalorado debate sobre la \u201cp\u00edldora del d\u00eda despu\u00e9s\u201d. No quiero entrar en el tema \u00e9tico de si es o no abortiva, sino que simplemente decir que su distribuci\u00f3n \u201ca ni\u00f1as menores de 14 a\u00f1os sin el conocimiento de sus padres\u201d es admitir que las estructuras sociales han fallado. La educaci\u00f3n -sea \u00e9sta sexual o de otra \u00edndole- ha fallado. La responsabilidad familiar ha fallado. Cuando esto ocurre el \u201cgobierno\u201d tiene que intervenir y actuar de manera paternalista. <\/p>\n

Una pregunta: \u00bfPor qu\u00e9 no hay una mezcla qu\u00edmica (u homeop\u00e1tica) disponible para los hombres de m\u00e1s de 60 a\u00f1os? Esto podr\u00eda conseguir muchos votos ya que muchos hombres ir\u00edan desde el trabajo directo a sus hogares en lugar de quedarse para mandar correos electr\u00f3nicos irrelevantes y har\u00edan felices a muchas mujeres con muchas familias que ser\u00edan felices y m\u00e1s funcionales y, quiz\u00e1s, se necesitar\u00edan menos de las otras p\u00edldoras.<\/p>\n

Transantiago se ve\u00eda venir desde hace varios a\u00f1os. La idea es simple: hacer que la gente circule por Santiago con m\u00ednimas molestias y a un precio razonable. \u00a1Obvio! Sin embargo, el inicio oficial de este mosaico de buses alimentadores, buses troncales y el Metro a mediados de febrero estuvo lejos de ser un \u00e9xito. El Plan existe, los buses existen, los conductores existen, el sistema de pago \u201cinteligente\u201d existe. Entonces, \u00bfqu\u00e9 sali\u00f3 mal? Tenemos que cambiar nuestros h\u00e1bitos y eso es una maldici\u00f3n en un pa\u00eds en v\u00edas de desarrollo. Realmente tenemos que caminar al paradero correcto y saber qu\u00e9 bus tomar. <\/p>\n

Cambiar es un desaf\u00edo especialmente cuando el sistema \u201cantiguo\u201d -si se deja la contaminaci\u00f3n a un lado- funcionaba tan bien. El bus, si as\u00ed lo quisiera, parar\u00eda en cualquier parte y cubrir\u00eda el recorrido a una velocidad sin precedentes con el fin de alcanzar al pr\u00f3ximo grupo de pasajeros que est\u00e1 esperando. Llegabas al trabajo (o al colegio) r\u00e1pido, aunque no siempre c\u00f3modo. Adicionalmente, el sistema antiguo ten\u00eda controladores de circuito especializados en puntos estrat\u00e9gicos para decir a los conductores a cu\u00e1nta distancia iba su competencia y qu\u00e9 \u201cparada\u201d saltarse para maximizar su carga. \u00a1Aqu\u00ed funcionaban los verdaderos valores del libre mercado! <\/p>\n

La \u00faltima evidencia que muestra que Chile es un pa\u00eds en v\u00edas de desarrollo es muy pol\u00edtica: no nos gusta escuchar el punto de vista de la contraparte. El gobierno y los partidos de la \u201cConcentraci\u00f3n\u201d no creen que la oposici\u00f3n sea constructiva. Pero \u00bfpor qu\u00e9 deber\u00eda serlo? Es la oposici\u00f3n. La oposici\u00f3n usa a los medios de comunicaci\u00f3n para quejarse abiertamente de los errores y fracasos del gobierno, sin haber ocupado NUNCA esa posici\u00f3n de suprema responsabilidad. Los gobiernos elegidos democr\u00e1ticamente tienen el derecho a contar con nuestro respaldo, pero tienen el mismo derecho a una oposici\u00f3n constructiva, pero por favor usen el Congreso para el debate inteligente de los distintos temas. <\/p>\n

La democracia necesita una oposici\u00f3n fuerte, respetada; s\u00f3lo revise el per\u00edodo de consultas del Primer Ministro en la C\u00e1mara de los Comunes en Reino Unidos o un debate en la C\u00e1mara de Representantes de Estados Unidos. Por lo general se tratan asuntos, no se habla de individuos. Como dijo el gran Winston Churchill (y vaya que dijo cosas): \u201cLa democracia es el menos malo de los sistema de gobierno\u201d.<\/p>\n

Bueno, el pr\u00f3ximo verano est\u00e1 muy distante as\u00ed que sigan atentos a la p\u00edldora, tengan cuidado con el Transantiago y debatan en\u00e9rgicamente.<\/p>\n

Sigo sereno ante los desaf\u00edos que est\u00e1n por venir; los desaf\u00edos son oportunidades.

But on with the column, my word quota is a-wasting! <\/p>\n

Chile is still a developing country. We like to believe otherwise, but here are three reasons why this is so.<\/p>\n

The heated debate about the \u201cmorning-after pill\u201d. I don\u2019t want to get into the ethical issue of whether it\u2019s abortive or not, but simply to say that its distribution to \u201cteen girls over the age of 14 without the knowledge of their parents\u201d is an admission that social structures have failed. Education – of the sex type or other – has failed. Family responsibility has failed. When this happens \u201cGovernment\u201d has to step in, and it likes to play Big Daddy. <\/p>\n

One question: why isn\u2019t a pill of a different chemical (or homeopathic) mix available for all males over sixty? This could be a vote winner as many males would then go straight home from work, instead of lingering to send irrelevant e-mails, and make many women very happy – and happy, more functional families and, perhaps, less need for the other pill.<\/p>\n

Transantiago has been a-coming for several years. The idea is simple: get people around Santiago with minimum inconvenience and at a reasonable price. Obvious! However, the official start to this mosaic of feeder buses, trunk buses and the Metro (underground trains) in mid-February was less than a success. The Plan exists, the buses exist, the drivers exist, the \u201cintelligent\u201d payment system exists. So what\u2019s wrong? We have to change our habits and that is a curse in a developing country. We actually have to walk to the right bus stop and know which bus to catch. <\/p>\n

Change is challenging especially when the \u201cold\u201d system – pollution aside – worked so well. The bus, if inclined to do so, would stop anywhere and would cover ground at unprecedented speed in order to catch the next group of lingering clients. You got to work (or school) fast, if not always in comfort. Additionally, the old system had specialized circuit controllers at strategic points to tell drivers how far ahead the competition was and which \u201cstop\u201d to miss in order to maximize their load. True free market values at work here! <\/p>\n

The final piece of developing country evidence is very political: we don\u2019t like hearing the other side\u2019s point of view. The Government and \u201cConcentraci\u00f3n\u201d parties don\u2019t think the Opposition is constructive. But why should it be? It\u2019s in opposition. The Opposition uses the media to whine and dine on the errors and failures of the Government, NEVER having been in that position of supreme responsibility. Democratically-elected governments have the right to our support but an equal right to constructive opposition, but please use Congress for intelligent debate of the issues. <\/p>\n

Democracy needs a strong, respected opposition; just pay a visit to Prime Minister\u2019s Question Time in the UK House of Commons or a debate in the U.S. House of Deputies. It\u2019s generally about issues, not individuals. As the great Winston Churchill said (and he said many things): \u201cDemocracy is a very poor form of government but it is the best we have\u201d.<\/p>\n

Well, the next summer is a long way away so stay on the pill, transantiago carefully, and debate vigorously.<\/p>\n

I remain undaunted by the challenges ahead; challenges are opportunities.
