Es por ello que, en esta \u00faltima edici\u00f3n del 2006, bUSiness CHILE convers\u00f3 en esta entrevista con Baz\u00e1n, no s\u00f3lo sobre el \u00faltimo a\u00f1o, sino tambi\u00e9n sobre c\u00f3mo ve a la C\u00e1mara tras casi una d\u00e9cada como su gerente general.<\/p>\n<p><B>Entonces, \u00bffue el 2006 un buen a\u00f1o para AmCham?<\/B><\/p>\n<p>Definitivamente. La C\u00e1mara ha crecido y vamos a terminar el a\u00f1o con cerca de 700 socios. Adem\u00e1s fuimos elegidos para organizar la Conferencia Business Future of the Americas (BFA), que se desarrollar\u00e1 en junio pr\u00f3ximo. \u00c9sa ser\u00e1 una reuni\u00f3n muy importante y una tremenda oportunidad no s\u00f3lo para promover a la C\u00e1mara sino tambi\u00e9n, esperamos, para incrementar el conocimiento internacional de Chile y las oportunidades que ofrece.<\/p>\n<p>Tradicionalmente, estas reuniones de AACCLA -la Asociaci\u00f3n Americana de C\u00e1maras de Comercio en Latinoam\u00e9rica- han reunido a directores de las distintas AmChams de la regi\u00f3n, pero este a\u00f1o queremos incluir a un espectro m\u00e1s amplio de empresarios de Am\u00e9rica Latina -que no necesariamente est\u00e9n relacionados con AmCham- y de Estados Unidos.<\/p>\n<p>En febrero, viajar\u00e9 a Miami para asistir a una reuni\u00f3n del programa TradeRoots, a trav\u00e9s del cual AACCLA y la C\u00e1mara de Comercio de Estados Unidos buscan informar a las c\u00e1maras locales en Estados Unidos sobre las oportunidades de comercio internacional. Una de las cosas que har\u00e9 ser\u00e1 promover la conferencia BFA.<\/p>\n<p><B>La conferencia debe significar mucho trabajo&#8230;<\/B><\/p>\n<p>S\u00ed y tambi\u00e9n estamos tratando de asegurar un s\u00f3lido grupo de oradores internacionales. Ello implica convencerlos de hacer una presentaci\u00f3n, lograr que comprometan su participaci\u00f3n y asegurarse de que \u00a1sigan comprometidos! Hasta ahora, Jos\u00e9 Miguel Insulza, secretario general de la OEA; Pedro Pablo Kuczynski, ex primer ministro y titular de Econom\u00eda y Finanzas de Per\u00fa; y Thomas J. Donohue, presidente y gerente general de la C\u00e1mara de Comercio de Estados Unidos, han aceptado la invitaci\u00f3n. Adem\u00e1s de manera posterior a la propia conferencia, queremos ofrecer a los asistentes la posibilidad de tomar un tour comercial para que conozcan un sector de la econom\u00eda chilena -como la miner\u00eda, producci\u00f3n de celulosa, elaboraci\u00f3n de vinos o producci\u00f3n de frutas- en mayor profundidad y para que eval\u00faen oportunidades de nuevos negocios.<\/p>\n<p><B>Usted estuvo en el servicio diplom\u00e1tico por un largo tiempo; \u00bfc\u00f3mo se uni\u00f3 a AmCham?<\/B><\/p>\n<p>A trav\u00e9s de un head hunter. Eso fue en julio de 1997. Estuve en el servicio diplom\u00e1tico por 22 a\u00f1os y, como familia, decidimos que hab\u00edamos viajado suficiente y que quer\u00edamos quedarnos en Chile.<\/p>\n<p><B>Un cambio de trabajo bastante radical&#8230;<\/B><\/p>\n<p>S\u00ed, es cierto. Algunos de los temas eran similares, pero era un cambio bastante grande respecto de la administraci\u00f3n p\u00fablica. Hab\u00eda \u00e1reas que eran nuevas para m\u00ed, como la contabilidad, la administraci\u00f3n y los recursos humanos, pero me encontr\u00e9 con un directorio que me entreg\u00f3 mucho respaldo. Fue una experiencia muy enriquecedora encontrar gente muy ocupada con importantes responsabilidades en sus propias empresas que estuvieran dispuestas a dedicar tiempo de esa forma para facilitar mi integraci\u00f3n. Los altos ejecutivos a menudo son percibidos como fr\u00edos y concentrados en sus propios fines, pero vi su lado humano y su generosidad.<\/p>\n<p><B>\u00bfQu\u00e9 identifica como el principal logro de AmCham durante la \u00faltima d\u00e9cada?<\/B><\/p>\n<p>Sin lugar a dudas, la suscripci\u00f3n del Tratado de Libre Comercio entre Chile y Estados Unidos, en el cual -junto a varias otras personas- pusimos mucho esfuerzo en hacer lobby. Aparte de todos los dem\u00e1s beneficios, ello dio a la C\u00e1mara una mayor visibilidad e impuls\u00f3 su crecimiento. Antes del TLC, nunca tuvimos m\u00e1s de 500 miembros; ahora, como dije, vamos a llegar a los 700.<\/p>\n<p><B>Tras un enorme esfuerzo como el lobby por el TLC, puede ser dif\u00edcil para una organizaci\u00f3n volver a concentrarse. \u00bfObserv\u00f3 que ello ocurriera en AmCham?<\/B><\/p>\n<p>El mismo TLC nos oblig\u00f3 a reconcentrarnos, porque ten\u00edamos que asegurar que funcionara. Una de nuestras prioridades ahora es entregar informaci\u00f3n sobre las nuevas oportunidades comerciales que ha generado. Y ello podr\u00eda ayudar a explicar por qu\u00e9 la cantidad de miembros ha aumentado. Lo que hacemos ahora es algo que sirve a nuestros miembros m\u00e1s directamente, mientras que durante las negociaciones del TLC, nuestros objetivos eran m\u00e1s macro.<\/p>\n<p>Este a\u00f1o, hemos consolidado el Departamento de Investigaci\u00f3n de la C\u00e1mara y creamos un nuevo Departamento de Proyectos Especiales. Una de las cosas que est\u00e1 haciendo es establecer un Centro de Pymes, parta proporcionar a las peque\u00f1as y medianas empresas informaci\u00f3n sobre c\u00f3mo hacer negocios con Estados Unidos.<\/p>\n<p><B>A su juicio, \u00bfcu\u00e1l es el mayor desaf\u00edo para AmCham en el 2007?<\/B><\/p>\n<p>Creo que tenemos que ser m\u00e1s proactivos en la promoci\u00f3n de la inversi\u00f3n y el comercio bilateral. El comercio est\u00e1 creciendo, pero tenemos que consolidarlo. Chile ha suscrito TLC con muchos otros pa\u00edses de modo que mantener la participaci\u00f3n de mercado de Estados Unidos ser\u00e1 un desaf\u00edo. Chile tiene mucha m\u00e1s afinidad con Estados Unidos por razones culturales e idiom\u00e1ticas, formas de hacer negocios, etc., y tenemos que sacar el mejor partido a esa ventaja.<\/p>\n<p><B>\u00bfDe modo que piensa que no durar\u00e1 para siempre?<\/B><\/p>\n<p>Otros pa\u00edses tambi\u00e9n est\u00e1n mirando a Latinoam\u00e9rica y Chile es un buen punto de partida, de modo que ah\u00ed hay un desaf\u00edo.<\/p>\n<p>El otro desaf\u00edo es traer m\u00e1s inversi\u00f3n estadounidense a Chile. Se ha estancado y podemos ayudar mediante la identificaci\u00f3n de oportunidades espec\u00edficas en sectores determinados -tales como la construcci\u00f3n y la agricultura- en \u00e1reas en las que Estados Unidos puede aportar tecnolog\u00eda, por ejemplo. El TLC adem\u00e1s abri\u00f3 el mercado estadounidense de abastecimiento p\u00fablico a las empresas chilenas y no hemos aprovechado eso. Necesitamos aprender como asociarnos con firmas estadounidenses, a fin de poder penetrar ese mercado.<\/p>\n<p><B>Usted es un gran lector; tiene alguna recomendaci\u00f3n para los chilenos que quieran comprender Estados Unidos mejor?<\/B><\/p>\n<p>Recientemente, he estado leyendo mucho sobre terrorismo y las reacciones contra \u00e9l en Estados Unidos, particularmente en lo que respecta a Afganist\u00e1n e Irak. Por supuesto, \u00e9ste es un tema sobre el cual hay diferentes puntos de vista, pero mientras m\u00e1s uno lea sobre los motivos que tiene Estados Unidos para hacer lo que est\u00e1 haciendo en el mundo, m\u00e1s entiende las razones as\u00ed como los errores t\u00e1cticos. Me gusto particularmente uno de los primeros libros de Bob Woodward sobre este tema, Plan de Ataque, y ahora estoy leyendo State of Denial, que tambi\u00e9n es de \u00e9l.<\/p>\n<p><B>Y a nivel personal, \u00bfqu\u00e9 es lo que m\u00e1s satisfacciones le ha dado durante sus a\u00f1os en AmCham?<\/B><\/p>\n<p>Bueno, aparte del TLC, est\u00e1 la oportunidad de trabajar con un grupo extraordinario de personas: el directorio de la C\u00e1mara, su Consejo Consultivo y los propios socios que participan en los distintos Comit\u00e9s y que constantemente est\u00e1n aportando ideas, escribiendo informes y as\u00ed. Junto con el personal de AmCham, que es un equipo muy eficiente, est\u00e1 el trabajo voluntario de tantas personas con esp\u00edritu de servicio p\u00fablico -aunque forman parte del sector privado-; \u00e9sa es la fortaleza de la AmCham.<!--:--><!--:en--><br \/>\n<!--break--><br \/>\nJaime Baz\u00e1n could perhaps best be described as the anchor of AmCham. He is, after all, the person who remains while Chamber directors come and go. And, like an anchor, much of his work takes place below the busy surface of AmCham\u2019s activities. That is why, in this last issue of 2006, bUSiness CHILE asked Baz\u00e1n not only about the past year but also about how he sees the Chamber after almost a decade as its general manager.<\/p>\n<p><B>So has 2006 been a good year for AmCham?<\/B> <\/p>\n<p>Definitely. The Chamber has grown and we\u2019re going to end the year with 700 members. And we were selected to host the Business Future of the Americas (BFA) conference which will take place next June. That\u2019s going to be a very important meeting and a tremendous opportunity not only to promote the Chamber but also, we hope, to heighten international awareness of Chile and the opportunities it offers.  <\/p>\n<p>Traditionally, these meetings of AACCLA &#8211; the Association of American Chambers of Commerce in Latin America &#8211; have brought together directors of the region\u2019s different AmChams but, this year, we want to include a broader spectrum of businesspeople from Latin America, who are not necessarily related to an AmCham, and from the U.S. <\/p>\n<p>In February, I\u2019ll be traveling to Miami to attend a meeting of the TradeRoots program through which AACCLA and the U.S. Chamber of Commerce seek to inform local chambers in the U.S. about the opportunities of international trade. One of the things I\u2019ll be doing there is to promote the BFA conference.<\/p>\n<p><B>The conference must be a load of work&#8230;<\/B><\/p>\n<p>Yes, and we\u2019re also trying to ensure a strong line-up of international speakers. That means convincing them to speak, getting them to commit to participating &#8211; and making sure they stay committed! So far, Jos\u00e9 Miguel Insulza, secretary general of the OAS, Pedro Pablo Kuczynski, a former finance and prime minister of Peru, and Thomas J. Donohue, president and CEO of the U.S. Chamber of Commerce, have accepted. In addition, as a follow-up to the conference itself, we want to offer attendees the possibility of taking a business tour to get to know a sector of the Chilean economy &#8211; mining, wood pulp production, winemaking or fruit growing &#8211; in greater depth and assess opportunities for new business.   <\/p>\n<p><B>You were in the diplomatic service for a long time; how did you get to join AmCham?<\/B><\/p>\n<p>Through a head hunter. That was in July 1997. I\u2019d been in the diplomatic service for 22 years and, as a family, we\u2019d decided that we\u2019d done enough traveling and wanted to stay in Chile.  <\/p>\n<p><B>Quite a change of job&#8230;<\/B><\/p>\n<p>Yes, that\u2019s true. Some of the issues were similar, but it was quite a change from the public administration. There were areas that were new to me, like accounting, administration and human resources, but I found a board of directors that gave me a lot of support. It was a very enriching experience to find that busy people with important responsibilities in their own companies were willing to devote their time in that way to ease me in. Top executives are often perceived as cold and focused on their own ends, but I saw their human side and their generosity. <\/p>\n<p><B>What do you identify as AmCham\u2019s main achievement during the past decade?<\/B> <\/p>\n<p>Undoubtedly, the signing of the Chile-U.S. Free Trade Agreement into which we, along with many others, put a lot of lobbying effort. Apart from all its other benefits, that has given the Chamber greater visibility and boosted its growth. Before the FTA, we never got above 500 members; now, as I said, we\u2019re going to reach 700.  <\/p>\n<p><B>After a big effort like lobbying for the FTA, it can be difficult for an organization to refocus. Did you see that in AmCham?<\/B><\/p>\n<p>The FTA itself forced us to refocus because we have to ensure that it works. One of our priorities now is to produce information about the new business opportunities it has created. And that may help to explain why membership has increased. What we do now is something that serves our members more directly whereas, during the FTA negotiations, our objectives were more macro.<\/p>\n<p>This year, we\u2019ve consolidated the Chamber\u2019s Research Department and we\u2019ve created a new Special Projects Department. One of the things it\u2019s doing is to set up a PYME Center to provide small and mid-sized firms with information about how to do business with the U.S. <\/p>\n<p><B>What do you see as AmCham\u2019s main challenges in 2007?<\/B><\/p>\n<p>I think we have to be more proactive in promoting bilateral trade and investment. Trade is growing but we have to consolidate that. Chile has signed FTAs with many other countries so maintaining U.S. market share will be a challenge. Chile has much more affinity with the U.S. for cultural reasons and language, business styles and so on, and we have to put that advantage to best use. <\/p>\n<p><B>So you think it won\u2019t last for ever?<\/B><\/p>\n<p>Other countries are also looking at Latin America and Chile is a good stepping stone, so there\u2019s a challenge there.<\/p>\n<p>The other challenge is to bring more U.S. investment to Chile. That has stagnated and we can help by identifying specific opportunities in specific sectors &#8211; construction and agriculture, for example &#8211; in areas in which the U.S. can, for instance, contribute technology. The FTA also opened the U.S. public procurement market to Chilean companies and we haven\u2019t taken advantage of that. We need to learn how to associate with U.S. companies as a way of penetrating that market.<\/p>\n<p><B>You\u2019re a great reader; do you have any recommendations for Chileans who want to gain a better understanding of the United States?<\/B><\/p>\n<p>Recently, I\u2019ve been reading a lot about terrorism and reactions to it in the U.S., particularly as regards Afghanistan and Iraq. Of course, this is an issue on which there are different points of view, but the more one reads about the motives of the U.S. for what it\u2019s doing in the world, the more you understand the reasons as well as the tactical mistakes. I particularly liked one of Bob Woodward\u2019s first books on this topic, Plan of Attack, and now I\u2019m reading his State of Denial. <\/p>\n<p><B>And on a personal level, what has given you most satisfaction during your time at AmCham?<\/B><\/p>\n<p>Well, apart from the FTA, it\u2019s the opportunity to work with an extraordinary group of people &#8211; the Chamber\u2019s directors, its Advisory Council and the members themselves who participate in the different committees and are constantly contributing ideas, writing papers and so on.
