Apenas dos meses despu\u00e9s, los estudiantes secundarios de Chile pusieron a prueba sus dichos, tom\u00e1ndose las calles en demanda de una mejor educaci\u00f3n p\u00fablica y montando las mayores manifestaciones civiles vistas en Chile, desde la reinstauraci\u00f3n de la democracia en 1990.<\/p>\n<p>De modo que \u00bfd\u00f3nde debiera trazar la l\u00ednea el nuevo gobierno entre participaci\u00f3n ciudadana y libertad de expresi\u00f3n, por una parte, y orden p\u00fablico, por otra? Esa labor recay\u00f3 sobre Belisario Velasco, quien fue nombrado ministro del Interior el 14 de julio, como resultado de las protestas estudiantiles. <\/p>\n<p>El ministro Velasco tiene mucha experiencia. Despu\u00e9s de todo, fue subsecretario del interior durante nueve a\u00f1os entre 1990 y 1999. A\u00fan as\u00ed su misi\u00f3n no ha sido f\u00e1cil, especialmente en septiembre, cuando un grupo de manifestantes lanzaron una bomba molotov por una ventana en La Moneda, el palacio de gobierno. El da\u00f1o fue menor, pero para muchos chilenos ver llamas saliendo de La Moneda trajo alarmantemente a la memoria las im\u00e1genes del golpe de 1973 y del desorden p\u00fablico que lo precedi\u00f3.  <\/p>\n<p><B>\u00bfCu\u00e1n preocupado est\u00e1 el gobierno respecto del orden en las calles?<\/B><\/p>\n<p>Es un tema central para cualquier gobierno. Si un pa\u00eds quiere alcanzar el desarrollo real, necesita dos pilares b\u00e1sicos: crecimiento econ\u00f3mico y seguridad. La gente necesita un pa\u00eds tranquilo para ocuparse de su vida diaria y los empresarios requieren seguridad para invertir.<\/p>\n<p>En los a\u00f1os 90, cuando fui subsecretario del interior, los posibles inversionistas extranjeros que visitaban Chile part\u00edan por llamar al Banco Central y al Comit\u00e9 de Inversiones Extranjeras, pero su pr\u00f3xima parada siempre era mi oficina para conocer sobre la situaci\u00f3n de seguridad. Recuerde que a principios de los \u201890, los grupos terroristas segu\u00edan activos y hab\u00eda cerca de 200 asaltos bancarios por a\u00f1o, mientras que en la actualidad casi no hay.  <\/p>\n<p><B>Pero, \u00bfdir\u00eda usted que este a\u00f1o ha habido un deterioro en materia de orden p\u00fablico?<\/B><\/p>\n<p>Bueno, hubo algunos problemas en mayo y junio, cuando salieron los escolares y de nuevo a mediados de septiembre. Eso refleja un problema en educaci\u00f3n que no comenz\u00f3 este a\u00f1o, sino que se ha ido gestando durante 10 a\u00f1os. El deber del gobierno es educar y lo que los estudiantes est\u00e1n exigiendo es una educaci\u00f3n de mejor calidad. A decir verdad, si tuviera su edad, yo tambi\u00e9n hubiera salido a las calles. <\/p>\n<p>Las protestas de mayo y junio fueron inusuales pero, dicho esto, mi opini\u00f3n es que la situaci\u00f3n del orden p\u00fablico en Chile es muy buena. Nuestra coalici\u00f3n, la Concertaci\u00f3n, ha dado a Chile gobernabilidad durante los \u00faltimos 16 a\u00f1os y seguir\u00e1 haci\u00e9ndolo.<\/p>\n<p><B>\u00bfLe preocupa que el aumento de las manifestaciones callejeras pueda afectar la imagen internacional de Chile?<\/B><\/p>\n<p>Pr\u00e1cticamente no hay ning\u00fan pa\u00eds del mundo donde la gente no tenga un motivo para protestar en las calles y, en algunos pa\u00edses, son bastante m\u00e1s masivas que en Chile. Mire la reciente marcha de inmigrantes latinos en Estados Unidos o las violentas protestas ah\u00ed contra la globalizaci\u00f3n o lo que ocurri\u00f3 recientemente en Francia, cuando miles de manifestantes destruyeron autos y todo lo que hallaron a su paso. S\u00f3lo en los pocos pa\u00edses del mundo donde persisten los sistemas totalitarios reina la paz de los cementerios.   <\/p>\n<p><B>La estrategia del gobierno en materia de orden p\u00fablico parece haber cambiado desde su designaci\u00f3n, \u00bfes eso as\u00ed?<\/B><\/p>\n<p>S\u00ed, pero preferir\u00eda no entrar en mayores detalles al respecto. Hay algunas medidas de seguridad que no se anuncian, se aplican.  <\/p>\n<p><B>Usted atribuy\u00f3 el incidente de la bomba molotov a v\u00e1ndalos y anarquistas; \u00bfqui\u00e9nes son?<\/B><\/p>\n<p>Hay grupos minoritarios que aparecieron por primera vez en las reuniones de la APEC, celebradas en Chile durante el 2004. Est\u00e1n contra el sistema -contra todo, en realidad- y son en su mayor\u00eda gente joven, cuyas edades fluct\u00faan entre los 16 y los 35 a\u00f1os, muchos de los cuales est\u00e1n claramente identificados. <\/p>\n<p><B>Hay cierta confusi\u00f3n respecto de a qui\u00e9n corresponde exactamente la responsabilidad de controlar las manifestaciones: al Ministerio del Interior, la Intendencia de la respectiva regi\u00f3n o la polic\u00eda que responde al Ministerio de Defensa?<\/B><\/p>\n<p>En virtud de la Constituci\u00f3n, la polic\u00eda responde a la presidenta en materias relativas al orden p\u00fablico y este Ministerio est\u00e1 a cargo de las Intendencias, de modo que es el Ministerio del Interior el que define la estrategia general.<\/p>\n<p><B>La polic\u00eda tiene suficiente capacitaci\u00f3n en t\u00e1cticas para enfrentar las protestas?<\/B> <\/p>\n<p>Ciertamente. La fuerza policial de Chile es reconocida dentro de Latinoam\u00e9rica y, de hecho, proporciona entrenamiento a sus pares de otros pa\u00edses. Estoy satisfecho con su trabajo y le dir\u00e9 m\u00e1s, los comandantes de la polic\u00eda que tenemos ahora son los mejores que he visto en todos mis a\u00f1os de servicio p\u00fablico. <\/p>\n<p><B>Pero en las protestas de mayo y junio, hubo algunos hechos de abuso policial&#8230;<\/B><\/p>\n<p>Eso se debi\u00f3 a que no ten\u00edan \u00f3rdenes claras y se vieron sobrepasados por la situaci\u00f3n. Ah\u00ed es cuando aparece el miedo y la gente puede reaccionar de manera incorrecta. Pero hemos tomado medidas para que ello no se vuelva a repetir, estableciendo nuevos procedimientos, y cuando hablo con los comandantes de la polic\u00eda, encuentro una excelente respuesta.  <\/p>\n<p><B>Entonces \u00bfd\u00f3nde exactamente el gobierno encuentra el equilibrio entre manifestaci\u00f3n y orden p\u00fablico?<\/B><\/p>\n<p>En democracia, la gente puede y debe poder expresarse libremente, y tiene el leg\u00edtimo derecho a protestar. En Chile, ese derecho est\u00e1 garantizado por la Constituci\u00f3n. Pero ese derecho termina cuando afecta el derecho de otros a transitar libremente por las calles, sin miedo, y cuando causa da\u00f1o a la propiedad de otras personas. No se trata de que el gobierno sea demasiado duro o blando, sino de ser justos y eso significa aplicar la ley. <\/p>\n<p><B>\u00bfEs compatible hablar de un gobierno ciudadano y luego prohibir que las marchas lleguen a La Moneda, que es, despu\u00e9s de todo, la sede de gobierno? Uno de los actos simb\u00f3licos del gobierno anterior fue abrir La Moneda al p\u00fablico.<\/B><\/p>\n<p>Primero que todo, La Moneda sigue abierta al p\u00fablico; mire la gente que circula por aqu\u00ed ahora. Eso no ha cambiado. Todo lo que hemos hecho es prohibir que las marchas lleguen hasta ac\u00e1. Eso es algo que muchos gobiernos hacen; tampoco est\u00e1 autorizado que las marchas lleguen a la Casa Blanca. El incidente de la molotov fue importante, porque La Moneda es un s\u00edmbolo y el gobierno tienen el deber de proteger los s\u00edmbolos de la vida nacional.<!--:--><!--:en--><br \/>\n<!--break--><br \/>\nWhen Michelle Bachelet took office as Chile\u2019s president on March 11, she promised \u201ca citizens\u2019 government\u2026[and] dialogue based on frankness and participation\u201d. Just two months later, Chile\u2019s schoolchildren tested her word, taking to the streets in demand for better state education and mounting the largest civil protest seen in Chile since the restoration of democracy in 1990.<\/p>\n<p>So where should the new government draw the line between citizen participation and freedom of expression and, on the other hand, public order? That task has fallen to Belisario Velasco, who was appointed as interior minister on July 14 in the aftermath of the student protests. <\/p>\n<p>Minister Velasco has plenty of experience. He was, after all, undersecretary of the interior for nine years between 1990 and 1999. But his task has still not been easy, especially in September when demonstrators threw a Molotov bomb through a window of the Moneda presidential palace. The damage was slight but, for many Chileans, the sight of flames issuing from La Moneda unnervingly conjured up images of the 1973 coup and the public disorder that preceded it.  <\/p>\n<p><B>How worried is the government about order on the streets?<\/B><\/p>\n<p>It\u2019s a central issue for any government. If a country is to achieve real development, it needs two basic pillars: economic growth and security. People need a peaceful country in which to go about their daily lives and businesspeople need security in order to invest.<\/p>\n<p>In the 1990s, when I was undersecretary of the interior, potential foreigner investors visiting Chile would start by calling on the Central Bank and the Foreign Investment Committee, but their next stop would always be my office to ask about the security situation. Remember that in the early 1990s, terrorist groups were still active and there were around 200 bank hold-ups a year whereas now there are virtually none.  <\/p>\n<p><B>But would you say there\u2019s been a deterioration in public order this year?<\/B><\/p>\n<p>Well, there were some problems in May and June, when the schoolchildren came out, and again in mid-September. That reflects a problem in education that didn\u2019t start this year; it\u2019s been building up for ten years. The duty of a government is to educate and what the students are demanding is better-quality education. To tell you the truth, if I\u2019d been their age, I\u2019d have been out on the streets as well. <\/p>\n<p>The May and June protests were unusual but, that said, my view is that the state of public of order in Chile is very good. Our coalition, the Concertaci\u00f3n, has provided Chile with governability for the past 16 years, and it will continue to do so.<\/p>\n<p><B>Are you concerned that the increase in street demonstrations could affect Chile\u2019s international image?<\/B><\/p>\n<p>There\u2019s practically no country in the world where people don\u2019t have some reason for street protests and, in some countries, they\u2019re far more massive than in Chile. Look at the recent march of Latin immigrants in the United States or the violent protests there against globalization or what happened recently in France when thousands of demonstrators destroyed cars and everything else in their path. It\u2019s only in the world\u2019s few remaining totalitarian countries that the peace of the cemetery reigns.   <\/p>\n<p><B>The government\u2019s strategy on public order appears to have changed since you were appointed; is that so?<\/B><\/p>\n<p>Yes, but I\u2019d prefer not to go into too much detail. There are some security measures you don\u2019t announce, you apply them.  <\/p>\n<p><B>You attributed the Molotov bomb incident to vandals and anarchists; who are they?<\/B>   <\/p>\n<p>They\u2019re minority groups that first appeared during the APEC meetings in Chile in 2004. They\u2019re against the system &#8211; against everything, in fact &#8211; and they\u2019re mostly young people between the ages of 16 and 35, many of whom we have clearly identified. <\/p>\n<p><B>There\u2019s some confusion as to who exactly is responsible for controlling demonstrations &#8211; the Ministry of the Interior, the Intendency of the respective region or the police who answer to the Defense Ministry?<\/B><\/p>\n<p>Under the constitution, the police are responsible to the president on matters relating to public order and this Ministry is in charge of the Intendencies, so it\u2019s the Interior Ministry that defines the overall strategy.<\/p>\n<p><B>Do the police have sufficient training in tactics for dealing with demonstrations?<\/B><\/p>\n<p>Certainly. Chile\u2019s police force is renowned within Latin America and, in fact, provides training for police forces from other countries. I\u2019m satisfied with their work and I\u2019d go further &#8211; the police commanders we have now are the best I\u2019ve seen in all my years of public service. <\/p>\n<p><B>But in the May and June demonstrations there were some incidents of police brutality&#8230;<\/B><\/p>\n<p>That was because they didn\u2019t have clear orders and were overwhelmed by the situation. That\u2019s when fear kicks in and people can react incorrectly. But we\u2019ve taken measures to see it doesn\u2019t happen again, establishing new procedures, and when I\u2019ve talked to police commanders, I\u2019ve met with an excellent response.  <\/p>\n<p><B>So where exactly does the government strike the balance between public expression and public order?<\/B><\/p>\n<p>In democracy, people can and must be able to express themselves freely and they have a legitimate right to protest. In Chile, that right is guaranteed by the constitution. But this right ends where it impinges on the right of others to move freely around the streets without fear and when it causes damage to other people\u2019s property. It\u2019s not a case of the government being either tough or soft but of being fair and that means applying the law. <\/p>\n<p><B>Is it compatible to talk about a citizens\u2019 government and then to ban marches from reaching La Moneda which is, after all, the seat of government? One of the symbolic acts of the previous government was to open La Moneda to the public.<\/B><\/p>\n<p>First of all, La Moneda is still open to the public; look at the people walking round now. That hasn\u2019t changed. All we\u2019ve done is to ban marches from getting here. That\u2019s something many governments do &#8211; marches aren\u2019t allowed to reach the White House either.
