Confiamos en que los precios de los commodities se mantendr\u00e1n razonablemente s\u00f3lidos durante los pr\u00f3ximos dos a\u00f1os y, aunque prevemos que los precios del petr\u00f3leo y del cobre tendr\u00e1n un leve descenso, anticipamos que se mantendr\u00e1n muy por encima de la media hist\u00f3rica. Esto es corroborado en gran medida por lo que observamos ahora en los mercados de futuros para las entregas de mediados del 2008. Adem\u00e1s, con el crecimiento mundial razonablemente estable y una creciente demanda por los commodities en China e India, la demanda de estos \u00faltimos debiera seguir teniendo un buen soporte.<\/p>\n<p>Hablando en t\u00e9rminos amplios, si estas proyecciones para el contexto mundial resultan ser ciertas, pareciera que el ambiente externo de apoyo del que ha gozado Chile en los \u00faltimos a\u00f1os continuar\u00eda hasta el 2008. Si, adem\u00e1s de eso, consideramos que Chile ha estado \u201cvolando a una altitud razonablemente alta\u201d, sin acumular ni mucha presi\u00f3n inflacionaria ni desequilibrios externos (negativos), con el gobierno manteniendo s\u00f3lidas posiciones fiscales y el Banco Central contando con altas y crecientes reservas en moneda extranjera, debi\u00e9ramos tener razones para estar optimistas. <\/p>\n<p>Nuestras proyecciones para la econom\u00eda chilena en el 2008 giran alrededor de un ambiente con tendencia de crecimiento estable, que avanza gradualmente hacia un 5,5% a medida que contin\u00faa la reaceleraci\u00f3n desde la pronunciada disminuci\u00f3n registrada en el 2006. La recuperaci\u00f3n de la demanda por inversi\u00f3n, incorporadas en nuestras proyecciones para el 2007, parcialmente ayudada por el fuerte incremento del gasto fiscal, debiera consolidarse en el 2008 a medida que la econom\u00eda mundial comienza a repuntar. Nuestra proyecci\u00f3n supone que la administraci\u00f3n de Bachelet abordar\u00e1 exitosamente los temas energ\u00e9ticos que actualmente enfrenta. <\/p>\n<p>La historia del 2008 se apoya en la demanda interna, pero con un consumo privado desempe\u00f1a un papel de menor importancia que en el 2006 y en el 2007, al mismo tiempo que el crecimiento del empleo alcanza su m\u00e1ximo nivel y los incentivos monetarios siguen restringidos en el 2007. Creemos que el \u00edndice de precios al consumidor se mantendr\u00e1 controlado, pero el efecto rezagado de una pol\u00edtica monetaria restrictiva finalmente tendr\u00e1 un costo sobre la demanda de los consumidores en el 2008, momento en el cual, con los precios del petr\u00f3leo a la baja, llegando a USD 62 por barril, seg\u00fan las proyecciones (de UBS), el Banco Central comenzar\u00e1 a flexibilizar su pol\u00edtica monetaria. <\/p>\n<p>En el \u00e1mbito del exterior, esperamos que las exportaciones totales disminuyan levemente en el 2007 de manera acorde con el escenario de bajo crecimiento mundial, proyectado por UBS, pero los a\u00fan altos precios del cobre mantendr\u00e1n la balanza comercial con un amplio super\u00e1vit. De acuerdo al escenario mundial de \u201csuave despegue\u201d, que se contempla para el 2008, esperamos entonces que un cambio en el efecto cantidad ayude a compensar el deterioro de los t\u00e9rminos de intercambio, al tiempo que una expansi\u00f3n de otros sectores exportadores reciban apoyo del gran n\u00famero de tratados de libre comercio suscritos por Chile, el m\u00e1s reciente de ellos con China. Si bien se mantiene en territorio \u201csaludable\u201d, prevemos un deterioro de la cuenta corriente en el 2007 y una ligera recuperaci\u00f3n en el 2008, mientras que la balanza comercial seguir\u00e1 retrocediendo con respecto a su peak del 2006, mientras que los niveles de remesas de utilidades desde el exterior (como porcentaje del PIB) disminuir\u00e1n en magnitud.<!--:--><!--:en--><br \/>\n<!--break--><br \/>\nIn 2008, UBS expects world growth to pick up to 3.7%, following a mild trough to 3.4% in 2007, propelled mainly by the G-7 countries and, particularly, the U.S. We are confident that commodity prices will remain reasonably robust over the next two years and, although we expect crude oil and copper to decline somewhat, we anticipate that they will remain well above historical means. This view is to a large extent corroborated by what we now see in the futures markets for mid-2008 deliveries. Additionally, with global growth reasonably robust and commodity-hungry China and India growing well, demand for commodities should remain well-supported.<\/p>\n<p>Broadly speaking, if these projections for the global context prove true, it would appear that the supportive external environment enjoyed by Chile over the past few years would continue into 2008. If, on top of that, we consider that Chile has been cruising along at a reasonably high altitude, building neither much inflationary pressure nor external (negative) imbalances, with the government maintaining solid fiscal positions and the Central Bank enjoying a high and growing stock of foreign reserves, we should have some reasons to be upbeat. <\/p>\n<p>Our projections for the Chilean economy in 2008 revolve around an environment of steady trend-like growth, gradually moving toward the 5.5% handle as the re-acceleration from the sharp slowdown registered in 2006 continues. The recovery of investment demand, which our 2007 forecasts incorporate, partly aided by the sharp rise in fiscal spending, should consolidate into 2008 as the global economy begins to turn around. Our forecast assumes that the Bachelet administration will successfully tackle the energy issues it currently faces. <\/p>\n<p>The 2008 story remains one of domestic demand, but private consumption plays a lesser role than in 2006 and 2007 as employment growth peaks and monetary stimulus remains restrained in 2007. Aided by high bases of comparison, we believe the consumer inflation index will be kept in check, but the lagged effect of restrictive monetary policy will finally take a toll on consumer demand in 2008 at which point, with oil prices projected to decline to US$62\/barrel (UBS forecast), the Central Bank will begin to ease monetary policy. <\/p>\n<p>On the external front, we expect that total exports will decline slightly in 2007 in line with the below-trend global growth scenario forecast by UBS, but that still elevated copper prices will keep the trade balance at a wide surplus. In line with the \u201csoft take-off\u201d global scenario envisaged for 2008, we then expect a quantity-effect shift to make up for deteriorating terms of trade, while a pickup in growth from other export sectors receives support from the plethora of free trade agreements signed by Chile, most recently with China.
