\nChile recientemente acord\u00f3 unirse a la Comunidad Andina de Naciones (CAN) como miembro asociado. Esta decisi\u00f3n se tom\u00f3 en el marco de la pol\u00edtica exterior del gobierno de Bachelet, centrada en una mejor integraci\u00f3n regional.<\/p>\n
Pero \u00bfqu\u00e9 significa esto en realidad para el pa\u00eds y para las empresas que operan en \u00e9l?<\/p>\n
A primera vista, no mucho. El pacto no contempla ninguna reducci\u00f3n arancelaria inmediata o normas m\u00e1s claramente definidas para las empresas. Es simplemente un acuerdo para trabajar juntos, con miras a desarrollar una relaci\u00f3n m\u00e1s estrecha a futuro. Parece poco valioso, al menos superficialmente.<\/p>\n
Sin embargo, la estrategia tiene un significado mucho mayor. Pa\u00edses que forman parte de la CAN, como Colombia y Per\u00fa, son mercados importantes para Chile y ofrecen interesantes oportunidades de inversi\u00f3n para las empresas chilenas. Ambas naciones han elegido a sus gobiernos democr\u00e1ticamente y sus econom\u00edas han mejorado. M\u00e1s a\u00fan, tanto Colombia como Per\u00fa concluyeron recientemente las negociaciones de tratados de libre comercio con Estados Unidos, los que entrar\u00e1n en vigencia una vez que reciban las aprobaciones pertinentes. Junto con el tratado de libre comercio entre Chile y Estados Unidos, esto proporciona la base para una serie \u00fanica de normas que permitan la negociaci\u00f3n y el comercio dentro de este grupo de pa\u00edses. Estados Unidos es uno de los mercados m\u00e1s importantes para todos los pa\u00edses miembro de la CAN, lo que hace que este hecho sea a\u00fan m\u00e1s relevante. <\/p>\n
Todo lo anterior significa que hay importantes valores comunes entre la CAN y Chile, y que la CAN ofrece a Chile importantes v\u00ednculos estrat\u00e9gicos de largo plazo, tanto pol\u00edticos como econ\u00f3micos. El ser miembro asociado de la CAN es muy acorde con la estrategia del gobierno chileno de una mejorada integraci\u00f3n regional y es particularmente interesante, dado que ampl\u00eda el alcance de esta estrategia desde el Cono Sur de Sudam\u00e9rica a todo el continente. <\/p>\n
Tambi\u00e9n es importante ya que vincula a pa\u00edses de la costa Pac\u00edfico del continente, mejorando las posibilidades de una relaci\u00f3n m\u00e1s estrecha con la regi\u00f3n del Asia-Pac\u00edfico. Per\u00fa, tal como Chile, es miembro del Foro de Cooperaci\u00f3n Econ\u00f3mica Asia Pac\u00edfico (APEC) y los pa\u00edses de la CAN tienen un inter\u00e9s com\u00fan por desarrollar el intercambio comercial con Asia y por atraer inversiones de los pa\u00edses asi\u00e1ticos. <\/p>\n
Con el tiempo la capacidad de juntar todas estas piezas mejorar\u00e1 la competitividad global de Chile y la de los pa\u00edses de la CAN con Estados Unidos, mientras intentamos juntos, como un hemisferio, enfrentar el desaf\u00edo que representa China y Asia en general. Para Chile, proporciona una posible nueva dimensi\u00f3n como pa\u00eds plataforma en la regi\u00f3n. Es m\u00e1s, el exitoso modelo econ\u00f3mico de libre mercado de Chile podr\u00eda servir de ejemplo para otros pa\u00edses en el dise\u00f1o de sus futuros programas econ\u00f3micos.<\/p>\n
En resumidas cuentas, la participaci\u00f3n de Chile en la CAN -a medida que se consolida y toma una forma m\u00e1s concreta con el tiempo- implicar\u00e1 mayores inversiones e intercambio comercial, adem\u00e1s de un aumento en el crecimiento del pa\u00eds. Esto, a su vez, implica m\u00e1s oportunidades para el intercambio comercial y las inversiones entre Chile y Estados Unidos, y constituye un enfoque renovado respecto del crecimiento y el desarrollo en esa \u00e1rea.<\/p>\n
En AmCham, respaldamos plenamente esta iniciativa y esperamos contribuir activamente a ella para as\u00ed promover un hemisferio m\u00e1s integrado y competitivo, con mayor intercambio comercial y oportunidades de inversi\u00f3n. Esto representa otro paso adelante en la exitosa estrategia de Chile para abordar la globalizaci\u00f3n.

\nChile has recently agreed to join the Community of Andean Nations (CAN) as an associate member. This decision was taken in the context of the Bachelet administration’s foreign policy focus on improved regional integration.<\/p>\n
But what does this really mean for the country and for businesses that operate here?<\/p>\n
At first glance, not much. The agreement does not provide for any immediate tariff reductions or more clearly defined rules for business. It is simply an agreement to work together with the view of developing a closer relationship in the future. It appears to have little value – at least on the surface.<\/p>\n
However, the strategy has a much more far-reaching significance. Countries which are part of the CAN, such as Colombia and Peru, are important markets for Chile and offer interesting investment opportunities for Chilean companies. Both countries have democratically elected governments and improving economies. Moreover, both Colombia and Peru have recently completed negotiations for free trade agreements with the United States, which will go into effect after appropriate approvals have been obtained. Together with the Chile-U.S. free trade agreement, this provides the basis for a single set of rules of the game for trade and commerce within this group of countries. The United States is one of the most important markets for all of the CAN countries, making this fact even more relevant. <\/p>\n
All of the above means that there are important shared values between the CAN and Chile and that the CAN offers Chile important long-term strategic political and economic ties. Associate membership of the CAN is very much in line with the Chilean government’s strategy of enhanced regional integration and is particularly interesting as it widens the scope of this strategy from the Southern Cone of South America to the broader continent. <\/p>\n
It is also important as it ties together countries on the Pacific side of the continent, enhancing possibilities for a closer relationship with the Asia-Pacific region. Peru, like Chile, is a member of APEC and the CAN countries have a common interest in developing trade with Asia and attracting investment from Asian countries. <\/p>\n
The ability to bring all of these pieces together over time will enhance the global competitiveness of Chile and of the CAN countries together with the United States as we look together, as one hemisphere, to face the challenge of China and of Asia in general. For Chile, it provides a potential new dimension as a platform country in the region. Moreover, Chile’s successful free market economic model may serve as an example for other countries as they design their future economic programs.<\/p>\n
The bottom line is that Chile’s participation in the CAN, as it consolidates and takes a more concrete form over time, will mean increased trade and investment and increased growth for the country. This, in turn, means more opportunities for trade and investment between Chile and the United States and it means a renewed focus on growth and development for the area.<\/p>\n
