\nUno de los cuatro pilares de la agenda del gobierno de Michelle Bachelet es la reforma al sistema de pensiones – una iniciativa de alto riesgo que, de ser exitosa, traer\u00e1 consigo importantes beneficios para el pa\u00eds en materias tanto econ\u00f3micas como sociales, pero que de fracasar, tendr\u00e1 implicaciones muy negativas no s\u00f3lo en el bien estar de los jubilados, sino que tambi\u00e9n, en la econom\u00eda en general. <\/p>\n
Si los riesgos son tan altos y el sistema est\u00e1 funcionando bien, \u00bfPor qu\u00e9 Chile est\u00e1 considerando dicha reforma?<\/p>\n
El gobierno de la presidenta Bachelet ha identificado bien las tres \u00e1reas importantes en las que se debe concentrar la reforma propuesta: una mayor cobertura, en especial para las mujeres y los trabajadores independientes; el fomento de la competencia para reducir los costos; y el financiamiento de las pensiones de los m\u00e1s pobres de Chile, muchos de los que actualmente, no cuentan un piso de apoyo. Estos temas son primordiales al momento de asegurar a todos los ciudadanos chilenos la legitimidad del sistema a largo plazo. <\/p>\n
Se espera que la reforma sea entregada al Congreso m\u00e1s adelante durante este a\u00f1o, bas\u00e1ndose en un informe preparado por una comisi\u00f3n de expertos designada por la Presidenta y dirigida por Mario Marcel, director de presupuesto durante el gobierno del ex Presidente Lagos. El panel fue elegido dentro de un amplio espectro pol\u00edtico y el informe, terminado en julio, ha recibido el apoyo de muchos debido a la calidad de sus recomendaciones t\u00e9cnicas.<\/p>\n
El pr\u00f3ximo paso es que el gobierno prepare un proyecto de ley. En esta fase, el desaf\u00edo ser\u00e1 que los pol\u00edticos traduzcan el estudio t\u00e9cnico en una proposici\u00f3n legislativa que logre los objetivos planteados por la presidenta Bachelet, Y, que mantenga la integridad del sistema. <\/p>\n
El sistema reformado debe seguir entregando una fuente de ahorros a largo plazo que ayude a proteger a Chile de los shocks externos. La econom\u00eda chilena se ha beneficiado bastante de la gran cantidad de ahorros asociados a su sistema de pensiones y que tiene como resultado el acceso a un capital dom\u00e9stico a largo plazo. <\/p>\n
M\u00e1s a\u00fan, el sistema debe ser reformado de tal manera que siga facilitando la administraci\u00f3n fiscal prudente. El super\u00e1vit estructural en las cuentas macro de Chile existe, en parte, debido a que con el tiempo se est\u00e1n reduciendo las obligaciones de las pensiones estatales\u2013 algo muy distinto a lo que sucede en los EE.UU. y Europa donde la presi\u00f3n ejercida sobre las cuentas fiscales para que respalden las pensiones cuyo precio se est\u00e1 incrementando artificialmente, est\u00e1 impactando o impactar\u00e1 eventualmente el crecimiento. <\/p>\n
El sistema de pensiones de Chile, en otras palabras, corresponde a la base de los \u00edndices de cr\u00e9dito internacional, el bajo costo de financiamiento y la competitividad global del pa\u00eds. Mantener estas ventajas es de gran importancia para su actual atractivo como destino de inversiones extranjeras, ya sea desde los Estados Unidos o desde sus muchos otros socios comerciales, y para el desarrollo total de su potencial como una plataforma regional de inversiones. <\/p>\n
No se lograr\u00e1 completar una reforma exitosa del sistema si s\u00f3lo se toman en cuenta las recomendaciones entregadas por la comisi\u00f3n de expertos. Con esta reforma, si se toma una mala decisi\u00f3n en s\u00f3lo un \u00e1rea, se causar\u00e1 un impacto que alcanzar\u00e1 no s\u00f3lo a casi todos los chilenos a trav\u00e9s de sus pensiones, sino que tambi\u00e9n a la econom\u00eda de todo el pa\u00eds en el largo plazo. El desaf\u00edo es que la clase pol\u00edtica de Chile pueda asegurarse de que el proyecto de ley tome en cuenta temas tanto econ\u00f3micos como sociales, para ayudar al \u00e9xito continuo del sistema y del pa\u00eds. Ese es el desaf\u00edo del gabinete de la Presidenta Bachelet, y del Parlamento. Si se hace bien, Chile ser\u00e1 un pa\u00eds incluso m\u00e1s fuerte- pol\u00edtica y socialmente. <\/p>\n
En AmCham apoyamos las metas que la Presidenta Bachelet ha fijado para el sistema de pensiones y respaldamos el proceso, que ha incluido a una gran parte de la comunidad chilena y que ha resultado en recomendaciones t\u00e9cnicas s\u00f3lidas. Estamos listos para apoyar la pr\u00f3xima fase de este proceso y haremos aportes para asegurarnos de que los importantes logros del sistema se mantengan, y de que las metas planteadas por la Presidenta Bachelet sean alcanzadas.<\/p>\n
A Chile le ha ido bien cuando, de manera inteligente, se ha arriesgado. Ahora es parte de un juego altamente riesgoso y esperamos que el pa\u00eds y su gente salgan triunfantes.

If the stakes are so high and the system is working well, why is Chile contemplating such a reform?<\/p>\n
President Bachelet’s government has correctly identified three very important areas of focus for the proposed reform: increased coverage, particularly for women and independent workers; promotion of competition to reduce costs; and financing of pensions for Chile’s poorest, some of whom currently have no safety net. These issues are critical to ensure the long-term legitimacy of the system for all Chilean citizens.<\/p>\n
The reform is expected to be submitted to Congress later this year based on a report prepared by a commission of experts appointed by the President and led by Mario Marcel, Chile’s budget director during the Lagos administration. The panel was drawn from a wide range of the political spectrum and the report, which was completed in July, has obtained broad support locally for the quality of its technical recommendations.<\/p>\n
The next step is for the government to prepare draft legislation. The challenge in this phase will be for the politicians to translate the technical study into a legislative proposal that achieves the objectives outlined by President Bachelet AND maintains the system\u2019s integrity. <\/p>\n
The system as reformed must continue to provide a long-term source of savings that helps to insulate Chile from external shocks. The Chilean economy has benefited greatly from the high savings associated with its pension system and the resulting access to long-term domestic capital. <\/p>\n
Moreover, the system must be reformed in such a way as to continue to facilitate prudent fiscal management. The structural surplus in Chile’s macro accounts exists in part because the state\u2019s pension obligations are being gradually reduced over time – a very different picture from the United States and Europe where increasing pressure on fiscal accounts to support ballooning pension obligations is impacting or may eventually impact growth. <\/p>\n
Chile\u2019s pension system is, in other words, at the foundation of its high international credit ratings, the low cost of its financing, and its global competitiveness. Maintaining these advantages is crucial for Chile\u2019s ongoing attractiveness as a destination for foreign investment, both from the United States and its many other trading partners, and for the full development of its potential as a regional investment platform. <\/p>\n
Successful reform of the system will not be completed by cherry picking of the recommendations supplied by the commission of experts. With this reform, a bad decision in one area will have a significant impact not only on nearly all Chileans through their pensions, but on the country\u2019s entire economy over the long term. The challenge for Chile’s political class will be to make sure the legislative proposal takes into account all the economic, as well as social, issues to help ensure the continued success of the system and of the country. This is a challenge for President Bachelet’s cabinet and for the Parliament. Getting it right will make Chile an even stronger country – both politically and socially.<\/p>\n
