\nEs gracias al trabajo arduo y a la perseverancia que hoy Chile tiene una relaci\u00f3n de \u201cbeneficio mutuo\u201d con los Estados Unidos, pero esto no deber\u00eda ser una causa para la complacencia, advirti\u00f3 el Senador Eduardo Frei, el orador invitado al desayuno de julio de AmCham. \u201cLas amenazas existen y pueden… destruir lo que ha tomado a\u00f1os construir\u201d, le dijo a los miembros de la C\u00e1mara y sus invitados. <\/p>\n
Como presidente de Chile entre los a\u00f1os 1994 y 2000, el actual Senador fue parte del largo proceso de construcci\u00f3n de esta relaci\u00f3n de beneficio mutuo. En el a\u00f1o 1994, anunci\u00f3 junto al Presidente William J. Clinton el comienzo de las negociaciones para la entrada de Chile al North American Free Trade Agreement (NAFTA) formado por los EE.UU., Canad\u00e1 y M\u00e9xico. Pero ese plan fall\u00f3 ya el Presidente Clinton no logr\u00f3 fast-track del Congreso, y no fue sino hasta el a\u00f1o 2003 que ambos pa\u00edses finalmente firmaron su Tratado de Libre Comercio (TLC). <\/p>\n
El \u201cbeneficio\u201d para Chile es evidente, afirm\u00f3 Frei, quien actualmente preside el Senado. Desde que el TLC entr\u00f3 en vigencia el 1de Enero del a\u00f1o 2004, las exportaciones hacia los Estados Unidos han aumentado en m\u00e1s de un 30% cada a\u00f1o, se\u00f1al\u00f3. <\/p>\n
Pero \u201cbeneficio mutuo\u201d significa ganancias para ambas partes, y tambi\u00e9n es importante preguntarse c\u00faales son los beneficios para los Estados Unidos, continu\u00f3 el Senador. Sugiri\u00f3 que dichos beneficios podr\u00edan ser principalmente en t\u00e9rminos de las relaciones de los EE.UU. con el resto de la regi\u00f3n.<\/p>\n
\u201cA decir verdad, creo que Estados Unidos no ha sido consistente en Latinoam\u00e9rica y no parece considerarla como prioridad\u201d, dijo. En su opini\u00f3n, es ah\u00ed donde Chile puede ayudar. Su s\u00f3lida amistad con los Estados Unidos podr\u00eda ayudarle a este pa\u00eds de modelo para desarrollar sus relaciones con otros pa\u00edses a trav\u00e9s de la regi\u00f3n, sugiri\u00f3 el Senador. <\/p>\n
\u201cSe ha hablado mucho respecto a Chile como una plataforma de inversi\u00f3n para el resto de Latinoam\u00e9rica\u201d, agreg\u00f3 Frei, \u201c y… podr\u00eda proporcionarle a los EE.UU. una plataforma pol\u00edtica desde la cual reproducir este modelo con los otros pa\u00edses latinoamericanos\u201d. <\/p>\n
El Senador Frei tambi\u00e9n hizo observaciones sobre por qu\u00e9 Chile es tan atractivo como socio comercial. El s\u00f3lido crecimiento le ha dado uno de los ingresos per c\u00e1pita m\u00e1s altos de Latinoam\u00e9rica, mientras que la baja corrupci\u00f3n y un ambiente competitivo le dan una ventaja a\u00fan mayor, afirm\u00f3. \u201cY nuestra fortaleza fiscal ha alcanzado niveles inimaginables 20 a\u00f1os atr\u00e1s\u201d, a\u00f1adi\u00f3. <\/p>\n
Chile es un pa\u00eds peque\u00f1o, pero su integraci\u00f3n internacional ha impulsado un crecimiento liderado por las exportaciones. Eso no sucedi\u00f3 por casualidad \u2013 \u201clo que hemos logrado es el resultado de una visi\u00f3n estrat\u00e9gica forjada hace a\u00f1os\u201d, afirm\u00f3 Frei. \u201cSomos un pa\u00eds que ha sabido rescatar lo bueno de los m\u00e1s grandes y obviar lo malo\u201d, a\u00f1adi\u00f3. <\/p>\n
Sin embargo, Chile no puede permitirse dormir en sus laureles, insisti\u00f3, y enfrenta un sinn\u00famero de desaf\u00edos. Los est\u00e1ndares educacionales son uno de los m\u00e1s importantes, observ\u00f3, y con un quinto del presupuesto fiscal destinado a la educaci\u00f3n, el problema no son los recursos. \u201cEstamos educando a nuestro futuro, y si no realizamos mayores cambios en el sistema, la educaci\u00f3n en Chile fracasar\u00e1\u201d, advirti\u00f3. <\/p>\n
Pero, en otra \u00e1rea, los recursos s\u00ed son un problema. Chile no est\u00e1 gastando lo suficiente en investigaci\u00f3n y desarrollo, argument\u00f3 Frei. Es un pa\u00eds rico en recursos naturales, pero no hace mucho por incorporar valor agregado a sus exportaciones, se\u00f1al\u00f3. La innovaci\u00f3n y la tecnolog\u00eda son \u00e1reas en las cuales Estados Unidos podr\u00eda cooperar mucho m\u00e1s con Chile, les dijo a los asistentes al desayuno. <\/p>\n
Respondiendo a una pregunta respecto a los recortes en el suministro de gas natural argentino (que fue introducido durante su gobierno), el Senador Frei record\u00f3 que lo ve\u00eda como una fuente de energ\u00eda limpia y barata, y lament\u00f3 que Argentina no haya respetado sus obligaciones. \u201cEstoy muy conciente de que la base energ\u00e9tica de Chile debe ser el agua… no podemos depender de fuentes energ\u00e9ticas extranjeras\u201d, admiti\u00f3. <\/p>\n
El Senador Frei tambi\u00e9n se refiri\u00f3 al amplio panorama regional y su efecto en Chile. \u201cNo podemos ignorar el riesgo que se presenta debido a la aparici\u00f3n de populismos en la regi\u00f3n\u201d, afirm\u00f3. \u201cUn vecindario que se alimenta de promesas de riqueza f\u00e1cil y falsedades ut\u00f3picas no se encuentra dentro de los intereses de Chile\u201d, destac\u00f3. <\/p>\n
El rendimiento de Chile durante estos \u00faltimos a\u00f1os demuestra que el camino de la estabilidad pol\u00edtica y econ\u00f3mica es el correcto, dijo, y ese es el camino en el cual debemos mantenernos, para seguir formando tratados de beneficio mutuo con los pa\u00edses m\u00e1s grandes del mundo. \u201cPara crecer, las plantas necesitan buena tierra, agua y luz; la buena tierra de Chile se encuentra en los mercados del mundo,\u201d concluy\u00f3 el Senador Frei.

\nIt is thanks to hard work and perseverance that Chile today has a \u201cwin-win\u201d relationship with the United States, but that should not be a cause for complacency, warned Senator Eduardo Frei, the guest speaker at AmCham\u2019s July breakfast. \u201cThe threats are there and can\u2026destroy what it took years to build,\u201d he told Chamber members and their guests. <\/p>\n
As Chile\u2019s president between 1994 and 2000, Frei was himself part of the long process of building that win-win relationship. In 1994, he stood alongside President William J. Clinton to announce the launch of negotiations for Chile\u2019s entry into the North American Free Trade Agreement (NAFTA) formed by the U.S., Canada and Mexico. But that plan came adrift on President Clinton\u2019s failure to obtain fast track authority from Congress and it wasn\u2019t until 2003 that the two countries finally signed their Free Trade Agreement (FTA).<\/p>\n
The \u2018win\u2019 for Chile is evident, noted Frei, who today chairs the Senate. Since the FTA came into force on January 1, 2004, exports to the U.S. have grown at over 30% per year, he pointed out. <\/p>\n
But win-win means gains for both sides and it\u2019s also important to look at the benefits for the United States, continued Frei. These could, he suggested, be mostly in terms of U.S. relations with the rest of the region. <\/p>\n
\u201cTo be honest, I think the U.S. has not been consistent on Latin America and doesn\u2019t seem to consider it a priority,\u201d he said. That is where, in his view, Chile can help. Its solidly-grounded friendship with the U.S. could, he said, serve the latter as a model for developing its relations with other countries around the region. <\/p>\n
\u201cMuch has been said about Chile as an investment platform for the rest of Latin America,\u201d noted Frei, \u201cand\u2026it could provide the U.S. with a political platform from which to reproduce the model with the other Latin American countries.\u201d<\/p>\n
Senator Frei also looked at why Chile is such an attractive business partner. Strong growth has given it one of Latin America\u2019s highest per capita incomes, he noted, while low corruption and a competitive environment give it a further edge. \u201cAnd our fiscal strength has reached levels unimaginable just 20 years ago,\u201d he added.<\/p>\n
Chile is, of course, a small country, but set against that is the international integration that has driven its export-led growth. That didn\u2019t happen by chance – \u201cwhat we\u2019ve achieved is the result of a strategic vision forged years ago,\u201d noted Frei. \u201cAnd we\u2019ve managed to copy what\u2019s good in larger countries while avoiding what\u2019s bad,\u201d he added.<\/p>\n
But Chile cannot afford to rest on its laurels, he insisted, and must get to grips with a number of challenges. Educational standards are one of the most important, he observed, and with a fifth of the fiscal budget now going to education, the problem is not resources. \u201cWe are educating our future, and if we do not make major changes to the system, education in Chile will fail,\u201d he warned.<\/p>\n
But, in another area, resources are a problem. Chile is not spending enough on research and development, argued Frei. It is rich in natural resources, but does little to add value to its exports, he pointed out. Innovation and technology are an area in which the U.S. could cooperate much more with Chile, he told the breakfast. <\/p>\n
In answer to a question about restrictions on supply of Argentine natural gas (which was introduced during his presidency), Senator Frei recalled that he saw it as a cheap and clean source of energy and lamented that Argentina has failed to respect its obligations. \u201cI\u2019m very conscious that Chile\u2019s energy base must be water\u2026we cannot depend on foreign sources of energy,\u201d he admitted.<\/p>\n
Senator Frei also looked at the broader regional picture and its effect on Chile. \u201cWe cannot ignore the risk posed by the appearance of cases of regional populism,\u201d he said. A neighborhood fed on promises of easy riches and utopian falsehoods is not in Chile\u2019s interest, he noted. <\/p>\n
Chile\u2019s performance over the past years shows that the road of political and economic stability is the right one, he said, and this is the road along which it must persist, continuing to form mutually-beneficial agreements with the world\u2019s larger countries. \u201cIn order to grow, plants need good soil, water and light; the good earth of Chile is in the markets of the world,\u201d concluded Senator Frei.<\/p>\n","protected":false},"excerpt":{"rendered":"
