\nEn un desayuno en el Hotel Sheraton de Santiago el 28 de junio, los miembros de la AmCham y sus invitados se reunieron con Mariano Fern\u00e1ndez, el nuevo embajador de Chile en Estados Unidos. Designado anteriormente en Londres, Fern\u00e1ndez sucede al embajador Andr\u00e9s Bianchi, a quien elogi\u00f3 especialmente. \u201cEl embajador Bianchi ha desempe\u00f1ado un rol notable\u2026 y es importante que su buena labor sea reconocida en Chile\u201d, se\u00f1al\u00f3.<\/p>\n
Fern\u00e1ndez continu\u00f3 diciendo que, en su nueva destinaci\u00f3n, tiene una misi\u00f3n muy clara. \u201cDesde 1990, las relaciones con Estados Unidos han sido de la m\u00e1s alta prioridad para el gobierno chileno y vamos a hacer todo lo que sea necesario para ampliar, diversificar y profundizar esa relaci\u00f3n\u201d, prometi\u00f3. <\/p>\n
Eso incluye no s\u00f3lo el comercio, indic\u00f3, sino tambi\u00e9n los aspectos pol\u00edticos de la relaci\u00f3n. Por supuesto, los tratados de libre comercio -como el que Chile tiene con Estados Unidos- tienen principalmente objetivos econ\u00f3micos, se\u00f1al\u00f3, pero tambi\u00e9n reflejan una creencia compartida en la libertad, la democracia, el respeto a los derechos humanos y la libertad econ\u00f3mica. \u201cEn el mundo posterior a la Guerra Fr\u00eda\u2026 tan marcado por la incertidumbre, Chile necesita anclarse a pa\u00edses que comparten nuestro valores\u201d, afirm\u00f3. <\/p>\n
Hay temas en la relaci\u00f3n entre Chile y Estados Unidos que son complejos, reconoce. \u00c9stos son principalmente la pr\u00f3xima elecci\u00f3n de un pa\u00eds latinoamericano que ocupe un puesto no permanente en el Consejo de Seguridad de la ONU, el plan de Chile de aceptar la jurisdicci\u00f3n de la Corte Criminal Internacional y la protecci\u00f3n de los derechos de propiedad intelectual, sostuvo el embajador Fern\u00e1ndez. <\/p>\n
Pero dichos temas, que est\u00e1n presentes en cualquier relaci\u00f3n, no impiden a los dos pa\u00edses profundizar su relaci\u00f3n, dijo Fern\u00e1ndez. \u201cY ello es especialmente as\u00ed cuando tenemos una c\u00e1mara activa como la AmCham\u201d, a\u00f1adi\u00f3. <\/p>\n
Destacando el r\u00e1pido crecimiento del comercio de bienes entre Chile y Estados Unidos, destac\u00f3 que -medido per capita- Chile es un mercado m\u00e1s importante para Estados Unidos que Espa\u00f1a o Italia. Y la mitad de esas exportaciones provienen de Texas y Florida, lo que convierte a Chile en un mercado muy importante para estos mercados. <\/p>\n
Sin embargo, al atraer la atenci\u00f3n de las empresas estadounidenses, Chile tiene un desaf\u00edo en lo que respecta a la inversi\u00f3n. Durante los \u00faltimos dos a\u00f1os, Estados Unidos baj\u00f3 de su tradicional primer lugar al quinto como fuente de inversi\u00f3n extranjera directa, destac\u00f3 el embajador Fern\u00e1ndez. \u201cEs verdad, las cifras anuales var\u00edan mucho dependiendo de unos pocos proyectos grandes\u2026 pero hay una misi\u00f3n ah\u00ed para el gobierno chileno y la AmCham\u201d, insisti\u00f3. <\/p>\n
Seg\u00fan Fern\u00e1ndez, tambi\u00e9n hay \u00e1reas en las que Chile podr\u00eda aprovechar mejor su TLC con Estados Unidos. En virtud del acuerdo, hay 1.400 visas disponibles cada a\u00f1o para que profesionales chilenos viajen a Estados Unidos, pero de ellas s\u00f3lo 73 se usaron el a\u00f1o pasado y, en lo que va del a\u00f1o en curso, el total llega apenas a 89, indic\u00f3. \u201cPor supuesto, no estamos obligados a usarlas todas, pero hay una oportunidad ah\u00ed\u2026 que no estamos usando\u201d. <\/p>\n
Como embajador de Chile en Washington, manifest\u00f3 que uno de sus primeros objetivos ser\u00eda fortalecer la imagen pa\u00eds de Chile. El vino chileno tiene un rol que desempe\u00f1ar en este sentido, sostuvo. \u201cEs el producto emblem\u00e1tico de Chile, el que tiene identidad\u2026 es lo que es un Mercedes Benz para Alemania\u201d. Sin embargo, otras industrias, como la salmonicultora o la frut\u00edcola, tambi\u00e9n podr\u00edan hacer m\u00e1s por posicionar sus productos como \u201checho en Chile\u201d, m\u00e1s que como bienes b\u00e1sicos, argument\u00f3. <\/p>\n
En respuesta a una pregunta sobre la posible expansi\u00f3n del TLC Chile-Estados Unidos, el embajador Fern\u00e1ndez dijo que, sobre este punto, las instrucciones que le entreg\u00f3 el canciller Alejandro Foxley se refieren a acortar el per\u00edodo para las reducciones arancelarias sobre ciertos productos, profundizar el libre comercio en materia de servicios e incorporar a nuevos sectores. \u201cBas\u00e1ndose en los resultados que el tratado ha tenido hasta ahora, el inter\u00e9s de Chile claramente apunta a profundizar y diversificar el TLC\u201d, sentenci\u00f3.

Fern\u00e1ndez went on to say that, in his new posting, he has a very clear mandate. \u201cSince 1990, relations with the United States have been a very high priority for the Chilean government and we\u2019re going to do all that\u2019s necessary to expand, diversify and deepen that relation,\u201d he promised. <\/p>\n
That includes not only trade, he said, but also political aspects of the relationship. Of course, free trade agreements, such as that which Chile has with the United States, have primarily economic objectives, he noted, but they also reflect a shared belief in liberty, democracy, respect for human rights and economic freedom. \u201cIn the post-Cold War world\u2026so marked by uncertainty, Chile needs to be anchored to countries that share our values,\u201d he said. <\/p>\n
There are issues in the relationship between Chile and the United States that are complex, he recognized. These are principally the upcoming election of a Latin American country to fill one of the non-permanent seats on the UN Security Council, Chile\u2019s plan to accept the jurisdiction of the International Criminal Court and protection of intellectual property rights, said Ambassador Fern\u00e1ndez. <\/p>\n
But such issues, which exist in any relationship, do not prevent the two countries from deepening their relationship, said Fern\u00e1ndez. \u201cAnd that\u2019s especially the case when we have an active Chamber like AmCham,\u201d he added. <\/p>\n
Highlighting the rapid growth of trade in goods between Chile and the United States, he pointed out that, in per capita terms, Chile is a more important market for the U.S. than Spain or Italy. And half those exports come from Texas and Florida, which makes Chile a very important market for these states. <\/p>\n
However, in attracting the attention of U.S. companies, Chile has a challenge as regards investment. Over the last two years, the U.S. has dropped from its traditional first place to fifth position as a source of foreign direct investment, noted Ambassador Fern\u00e1ndez. \u201cTrue, annual figures vary a lot depending on a few large projects\u2026but there\u2019s a task there for the Chilean government and AmCham,\u201d he insisted. <\/p>\n
According to Fern\u00e1ndez, there are also areas in which Chile could make greater use of its FTA with the United States. Under the Agreement, 1,400 visas are available each year for Chilean professionals to travel to the U.S. but only 73 were used last year and, so far this year, the total reaches just 89, he reported. \u201cOf course, we\u2019re not obliged to use them all, but there\u2019s an opportunity there\u2026that we\u2019re not using.\u201d <\/p>\n
As Chile\u2019s Ambassador in Washington, he said that one of his prime objectives would be to strengthen Chile\u2019s country image. Chilean wine has a role to play there, he argued. \u201cIt\u2019s Chile\u2019s emblematic product, the one with identity\u2026it\u2019s what Mercedes Benz is to Germany.\u201d But other industries, such as salmon production and fruit farming, could also do more to position their products as \u2018made in Chile\u2019, rather than commodities, he argued. <\/p>\n
In response to a question about the possible expansion of the Chile-U.S. FTA, Ambassador Fern\u00e1ndez said that, on this point, his instructions from Foreign Minister Alejandro Foxley refer to a shortening of the period for tariff reductions on some products, deepening free trade in services and incorporating new sectors. \u201cOn the basis of the Agreement\u2019s results so far, Chile\u2019s interest is clearly in deepening and diversifying the FTA,\u201d he stated.<\/p>\n","protected":false},"excerpt":{"rendered":"
