{"id":3644,"date":"2006-05-01T01:00:00","date_gmt":"2006-05-01T04:00:00","guid":{"rendered":""},"modified":"2015-02-02T09:11:12","modified_gmt":"2015-02-02T12:11:12","slug":"las-ongs-ambientales-de-chile","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/las-ongs-ambientales-de-chile\/","title":{"rendered":"<!--:es-->Las ONGs Ambientales de Chile<!--:--><!--:en-->Chile\u2019s Environmental NGOs<!--:-->"},"content":{"rendered":"<p><!--:es--><br \/>\n<!--break--><br \/>\n<B><I>\u00bfQui\u00e9nes son? \u00bfCu\u00e1l es su estrategia? \u00bfQui\u00e9nes las financian? \u00c9sas son algunas de las preguntas que bUSiness CHILE analiza en este informe sobre las ONGs ambientales del pa\u00eds.<\/B><\/I><\/p>\n<p>Para los forasteros, no es f\u00e1cil seguir el historial del lobby verde en Chile. Distintos grupos ininterrumpidamente aparecen y desaparecen a medida que los conflictos explotan y despu\u00e9s se reducen, al tiempo que abundan los mitos que hacen dif\u00edcil entender los objetivos e influencia del movimiento.<\/p>\n<p>\u201cSomos una consecuencia de la globalizaci\u00f3n\u201d, dice Juan Carlos C\u00e1rdenas, director ejecutivo de Ecoceanos, organizaci\u00f3n que promueve la participaci\u00f3n ciudadana en temas que involucran los recursos marinos. La globalizaci\u00f3n no s\u00f3lo ha perpetuado la dependencia de Chile de los recursos naturales, sostiene, sino que adem\u00e1s ha expuesto al pa\u00eds a las tendencias sociales internacionales y, al menos incipientemente, ha hecho que la ciudadan\u00eda exija una mayor voz sobre el futuro del pa\u00eds.  <\/p>\n<p>La liberalizaci\u00f3n comercial fue el impulso inicial en 1987, cuando Manuel Baquedano fund\u00f3 el Instituto de Ecolog\u00eda Pol\u00edtica (IEP), una de las primeras ONG ambientales de Chile. \u201cLo que los mercados internacionales quer\u00edan de Chile eran materias primas; vimos que eso no era sustentable y que el pa\u00eds s\u00f3lo iba a devorar su capital natural\u201d, se\u00f1ala.<\/p>\n<p>En ese entonces, recuerda, Chile ten\u00eda s\u00f3lo dos ONG ambientales: el Comit\u00e9 Nacional Pro Defensa de la Flora y Fauna (CODEFF), grupo de conservaci\u00f3n fundado a fines de la d\u00e9cada de los \u201860, que afirma es el grupo ambiental m\u00e1s antiguo del pa\u00eds, y el Instituto de Ecolog\u00eda de Chile, fundado en 1974 por el Dr. Juan Grau, quien posteriormente encabez\u00f3 la autoridad ambiental chilena en el \u00faltimo per\u00edodo del gobierno militar de Pinochet.<\/p>\n<p>A fines de los a\u00f1os \u201880, Chile tambi\u00e9n comenz\u00f3 a atraer el inter\u00e9s de los conservacionistas estadounidenses. Fue en ese entonces cuando se fund\u00f3 Ancient Forest International (AFI), organismo de conservaci\u00f3n, con el objetivo inicial de traer visitantes de Estados Unidos para que vieran el alerce, especie arb\u00f3rea \u00fanica del sur de Chile y Argentina que puede vivir m\u00e1s de 3.000 a\u00f1os.<\/p>\n<p>AFI despu\u00e9s encabez\u00f3 la creaci\u00f3n del Santuario del Ca\u00f1i, la primera reserva privada de bosque nativo de Chile, recuerda Rick Klein, su director ejecutivo. Ese emprendimiento fue financiado por tres hombre que desde entonces han desempe\u00f1ado un rol clave en el financiamiento del movimiento ambientalista del pa\u00eds: Douglas Tompkins, fundador de las tiendas de vestuario North Face y Esprit; Yvon Chouinard, fundador de la cadena de equipos y vestuario deportivo Patagonia; y Alan Weeden, hijo del fundador de Weeden &#038; Co., una importante corredora estadounidense de seguros. <\/p>\n<p>Posteriormente, en la d\u00e9cada de los \u201890, luego de que se reinstaur\u00f3 la democracia y que la integraci\u00f3n internacional de Chile cobr\u00f3 impulso, otras ONG ambientalistas fueron apareciendo gradualmente. Adem\u00e1s de Ecoceanos, fundado en 1998, despu\u00e9s de que C\u00e1rdenas abandonara Greenpeace, \u00e9stas inclu\u00edan a Defensores del Bosque Chileno, entidad de conservaci\u00f3n del bosque; Fundaci\u00f3n Terram, que promueve la participaci\u00f3n ciudadana en temas ambientales; la Fiscal\u00eda del Medio Ambiente (FIMA), estudio jur\u00eddico ambiental de inter\u00e9s p\u00fablico; y Chile Sustentable, programa dirigido por Sara Larra\u00edn -quien fuera candidata presidencial en 1999- que busca influir en el dise\u00f1o de ciertas pol\u00edticas e impulsar la participaci\u00f3n ciudadana.  <\/p>\n<p>En la d\u00e9cada de los \u201890, tambi\u00e9n aparecieron grupos abocados a temas espec\u00edficos, incluidos el Grupo de Acci\u00f3n por el Biob\u00edo, encabezado por Juan Pablo Orrego. \u00c9ste se creo en una apuesta (que no tuvo \u00e9xito) por impedir que la el\u00e9ctrica Endesa construyera las centrales hidroel\u00e9ctricas Pangue y Ralco; hoy en d\u00eda, Orrego coordina Ecosistemas, grupo que apunta a evitar que Endesa construya cuatro centrales hidroel\u00e9ctricas en los r\u00edos Baker y Pascua de la regi\u00f3n de Ays\u00e9n, en el extremo sur del pa\u00eds (lea el Reportaje Principal de esta edici\u00f3n de bUSiness CHILE).<\/p>\n<p><B><font color=\"#FF9900\">INCOMPRENSI\u00d3N MUTUA<\/font><\/B><\/p>\n<p>\u201cTodos somos comunistas y estamos financiados por los competidores internacionales de las industrias locales; eso es lo que los empresarios dicen de nosotros\u201d, afirma Baquedano. \u201cO somos miembros de la izquierda \u2018rosada\u2019, que tenemos un estilo de vida acomodado y s\u00f3lo hacemos esto por diversi\u00f3n\u201d. <\/p>\n<p>\u00c9sa es una caricatura de la visi\u00f3n que tiene el mundo empresarial de las ONG ambientales, pero ilustra una profunda brecha de mutua incomprensi\u00f3n. Y las mismas ONG tienen una visi\u00f3n nada prometedora sobre los empresarios del pa\u00eds. <\/p>\n<p>\u201cLos llamo empresaurios. Se encuentran en la etapa pionera de los \u2018cowboy\u2019; est\u00e1n demasiado ocupados haciendo dinero como para pensar que tienen que preocuparse del medio ambiente\u201d, dice C\u00e1rdenas. <\/p>\n<p>Marcel Claude -director ejecutivo de la oficina sudamericana con sede en Santiago de Oceana, organismo internacional para la conservaci\u00f3n de los recursos marinos- tiene una visi\u00f3n similar. \u201cLos empresarios chilenos funcionan por ideolog\u00eda, algunos ni siquiera son pragm\u00e1ticos; creen que el crecimiento econ\u00f3mico es la respuesta para todo\u201d, se\u00f1ala. Y acusa a la prensa local de actuar como c\u00f3mplice al intentar desacreditar constantemente al movimiento ambientalista. <\/p>\n<p>Claude -en una postura que de seguro causar\u00e1 molestia y revuelo en el sector empresarial- cree que, por ejemplo, debiera aplicarse una regal\u00eda a toda explotaci\u00f3n de los recursos naturales. \u201c\u00c9sa es la manera de lograr una menor explotaci\u00f3n que sea m\u00e1s eficiente\u201d, sostiene.<\/p>\n<p>Algunos ambientalistas, como Douglas Tompkins, el due\u00f1o de la extensa reserva Pumal\u00edn en el sur de Chile, desaf\u00edan incluso los principios de la pol\u00edtica econ\u00f3mica de libre mercado del pa\u00eds. Si se permite al mercado determinar el futuro del pa\u00eds, Chile est\u00e1 condenado, dice. \u201cNecesitamos modificar el modelo econ\u00f3mico y sacar al mundo de su vuelo en picada\u201d, asegura.<\/p>\n<p>No obstante, otros -aunque reticentes a criticar a Tompkins- tienen dudas sobre tal radicalismo. Ya sea por convicci\u00f3n o por estrategia, prefieren un enfoque m\u00e1s pragm\u00e1tico.<\/p>\n<p>\u201cTratamos de dialogar con empresarios m\u00e1s l\u00facidos, quienes comprenden que Chile tiene que cumplir con la letra chica de los tratados de libre comercio\u201d, dice C\u00e1rdenas. \u201cEl modelo de Chile ha sido eficiente en lo que respecta a producci\u00f3n y exportaciones (\u2026) es cuesti\u00f3n de lograr el equilibrio correcto\u201d, explica. <\/p>\n<p>Ejemplo de pragmatismo fue el acuerdo para proteger al bosque nativo, suscrito el 2003 por algunos grupos ambientalistas locales y estadounidenses con las principales empresas forestales de Chile: Arauco y CMPC. Los firmantes fueron criticados por otros grupos locales por llegar a un acuerdo, pero -con una auditor\u00eda pendiente sobre los resultados del acuerdo, que debe entregarse a fines de este a\u00f1o- sostienen que fue la decisi\u00f3n correcta. <\/p>\n<p>No obstante, el pragmatismo hasta ahora s\u00f3lo har\u00e1 un puente en el golfo de la incomprensi\u00f3n mientras se mantiene otra causa para la desconfianza empresarial sobre las ONGs: la sospecha sobre sus fuentes de financiamiento. Y en este punto, las ONGs quiz\u00e1s son su peor enemigo. <\/p>\n<p>Renace, organizaci\u00f3n que re\u00fane a varios organismos, publica una lista de donantes en su sitio web. Pero pocos siguen su ejemplo y la mayor\u00eda no publican informes de resultados financieros.<\/p>\n<p>\u00bfPor qu\u00e9 esta omisi\u00f3n cu\u00e1ndo uno de los objetivos de muchas ONGs es promover el acceso p\u00fablico a la informaci\u00f3n? \u201cQuiz\u00e1s es un error, pero no es m\u00e1s bien embarazoso publicarlos cuando tu presupuesto anual es tan diminuto?\u201d, se pregunta Klein.<\/p>\n<p>Una cosa clara es que, en este caso, la caridad no parte por casa. Las ONGs concuerdan en que no recaudan casi nada en Chile, ya sea en donaciones de empresas o de personas. \u201cTras a\u00f1os de promesas vac\u00edas, me cans\u00e9 de tratar\u201d, dice Klein. <\/p>\n<p>Pero la pregunta sigue siendo, \u00bfqui\u00e9nes entregan el financiamiento para las ONGs de Chile? <\/p>\n<p><B><font color=\"#FF9900\">\u00bfQUI\u00c9NES DONAN?<\/font><\/B><\/p>\n<p>El sospechoso de siempre es Douglas Tompkins. Su Foundation for Deep Ecology -que tiene sede en California y es uno de una serie de veh\u00edculos de donaciones que supuestamente emplea- ha respaldado no s\u00f3lo a AFI, sino que tambi\u00e9n a CODEFF, Defensores del Bosque y, en su momento, al Grupo de Acci\u00f3n por el Biob\u00edo, seg\u00fan consta en su sitio web. Adem\u00e1s, Ecoceanos y Renace informan que reciben donativos de esta fundaci\u00f3n. <\/p>\n<p>El propio Tompkins, aunque se niega a dar una cifra total sobre su contribuci\u00f3n, estima que representa entre un 5% y un 8% del financiamiento total de su movimiento. \u201cCuando tienen un buen proyecto, soy \u00fatil (\u2026) y a veces hago lobby ante otras fundaciones en su nombre; es bueno para ellos contar con un rango de financiamiento\u201d, dice.<\/p>\n<p>Sin embargo, seg\u00fan Baquedano, el aporte de Tompkins no debiera exagerarse. \u201cNo aporta dinero en parte, porque todo el mundo cree que lo hace\u201d, sostiene. <\/p>\n<p>Claude, en tanto, resta importancia a su rol financiero. \u201cCuando estuve en Terram, la mayor cantidad que nos dio fueron USD 20.000 cuando \u00e9se era nuestro gasto mensual\u201d, recuerda.<\/p>\n<p>La estadounidense Weeden Foundation tambi\u00e9n es un significativo contribuyente y, seg\u00fan informaci\u00f3n publicada en su sitio web, ahora se est\u00e1 concentrando principalmente en la campa\u00f1a en contra de las centrales hidroel\u00e9ctricas de Ays\u00e9n. Este a\u00f1o, ha entregado USD 20.000 a una ONG de Washington D.C., Resources for the Future, con el fin de preparar un estudio sobre los aspectos pol\u00edticos y legales del desarrollo de la hidroelectricidad en Chile. Este proyecto apunta a aumentar la capacidad de las ONGs locales para participar en el debate t\u00e9cnico y, mediante la publicaci\u00f3n del estudio en distintos medios, a aumentar la conciencia internacional sobre los asuntos en cuesti\u00f3n.<\/p>\n<p>Este a\u00f1o, la Weeden Foundation adem\u00e1s aport\u00f3 USD 20.000 a la californiana International Rivers Network, para su trabajo con una coalici\u00f3n de ONGs chilenas en contra del proyecto de Ays\u00e9n; USD 15.000 para que FIMA impugne los derechos de agua que tiene Endesa en Ays\u00e9n; USD 20.000 para Environmental Law Alliance Worldwide, entidad con sede en Oregon, que tendr\u00e1 como una de sus prioridades ayudar en la campa\u00f1a en contra de las represas de Ays\u00e9n. <\/p>\n<p>La cadena de tiendas Patagonia -que destina un porcentaje de sus ventas a causas ambientales- informa que sus donaciones incluyen a AFI, Defensores del Bosque y Oceana. Adem\u00e1s, de acuerdo a su sitio web, respalda a Friends of the River, organismo con sede en California que -seg\u00fan se ha informado- estar\u00eda ayudando a financiar la campa\u00f1a en contra de las centrales de Ays\u00e9n.<\/p>\n<p>Pew Charitable Trusts, fundaci\u00f3n l\u00edder en EE.UU. que distribuye unos USD 140 millones en donaciones cada a\u00f1o, es un colaborador clave de Oceana y, seg\u00fan C\u00e1rdenas, pronto podr\u00eda entregar a Ecoceanos un donativo para un nuevo proyecto. En la actualidad, las fuentes de financiamiento a las que Ecoceanos recurre incluyen a la Fundaci\u00f3n AVINA, creada por el empresario suizo Stephan Schmidheiny, con el objetivo de promover el desarrollo sustentable en Latinoam\u00e9rica.  <\/p>\n<p>Seg\u00fan se ha informado, la fundaci\u00f3n alemana Manfred Hermsen tambi\u00e9n ser\u00eda un donante significativo para una serie de ONGs ambientalistas de Chile. Otra organizaci\u00f3n alemana, la fundaci\u00f3n Heinrich B\u00f6ll, ha respaldado al IEP pr\u00e1cticamente desde su creaci\u00f3n, se\u00f1ala Baquedano. <\/p>\n<p>Pero, pese a esta gama de benefactores internacionales, la mayor\u00eda de las ONGs ambientales chilenas parecen operar con una aut\u00e9ntica escasez de dinero. La oficina sudamericana de Oceana, con un personal de 20 individuos y un presupuesto anual de operaci\u00f3n de USD 500.000, proporcionado por sus oficinas centrales en el extranjero, es \u201cla \u00fanica a la que las finanzas no le causan un dolor de cabeza\u201d, dice Claude, mientras que -seg\u00fan Baquedano- el IEP, con 12 miembros en su personal permanente, opera con unos USD 200.000.<\/p>\n<p><B><font color=\"#FF9900\">\u00bfNUEVOS TIEMPOS, NUEVA ESTRATEGIA?<\/font><\/B><\/p>\n<p>En general, las ONGs sostienen que conseguir financiamiento se est\u00e1 volviendo m\u00e1s dif\u00edcil, no m\u00e1s f\u00e1cil, y aunque muchas aumentan sus ingresos vendiendo servicios, se dice que varias est\u00e1n en serias dificultades financieras. \u00c9stas incluyen a Defensores del Bosque, fundada por la bi\u00f3loga y bot\u00e1nica Adriana Hoffmann, que es una de las ONGs medioambientales m\u00e1s ampliamente respetadas, y Greenpeace Chile, que aparentemente est\u00e1 luchando por mantenerse a flote, luego de que la organizaci\u00f3n internacional, que hab\u00eda respaldado a la rama local por una d\u00e9cada, decidiera que ten\u00eda edad suficiente como para sostenerse sola.  <\/p>\n<p>Los grandes donativos est\u00e1n disminuyendo debido a que los donadores internacionales est\u00e1n redefiniendo sus prioridades, dice C\u00e1rdenas. Otra teor\u00eda es que Tompkins ahora se est\u00e1 recogiendo financieramente para concentrar sus recursos en la campa\u00f1a de Ays\u00e9n. <\/p>\n<p>Particularmente esto es un problema porque, a medida que el movimiento madura y deja atr\u00e1s la primera y sencilla etapa de atraer la atenci\u00f3n sobre ciertos temas, las ONGs reconocen que necesitan aumentar su actividad investigativa, en parte por el bien de la educaci\u00f3n p\u00fablica y en parte para ser capaces de conversar en los mismos t\u00e9rminos con los empresarios sobre el impacto de sus actividades. <\/p>\n<p>\u00c9sa es la direcci\u00f3n a la que apunta el donativo de la Weeden Foundation para Resources for the Future, pero la mayor\u00eda de las ONGs sostienen que el dinero para hacer investigaci\u00f3n seria simplemente no est\u00e1 disponible. El IEP, por ejemplo, depende principalmente de estudiantes que hacen sus tesis o bien de la ayuda de sus adherentes. \u201cTenemos acceso a informaci\u00f3n y colaboraci\u00f3n voluntaria, pero no contamos con fondos\u201d, afirma Baquedano.<\/p>\n<p>En este contexto, algunas ONGs chilenas hicieron una apuesta en noviembre pasado cuando acordaron apoyar a Michelle Bachelet en la carrera por la presidencia. A cambio, ella comprometi\u00f3 una agenda de 10 puntos que incluye la creaci\u00f3n de un Ministerio del Medio Ambiente; una inspecci\u00f3n de las cuencas de los r\u00edos del pa\u00eds, a fin de determinar cu\u00e1les debieran usarse para generar hidroelectricidad y cu\u00e1les debieran destinarse a conservaci\u00f3n; un mayor uso de fuentes de energ\u00eda renovable; y nada de energ\u00eda nuclear durante sus cuatro a\u00f1os de mandato (lo que, de todas formas, nunca estuvo en discusi\u00f3n).<\/p>\n<p>Seg\u00fan Baquedano, quien fue uno de los firmantes, tres cuartas partes del movimiento ambientalista respald\u00f3 el acuerdo, pero otros no concuerdan con esa cifra. Marcel Claude y Juan Carlos C\u00e1rdenas estuvieron entre quienes se negaron a suscribirlo; Claude describe el acuerdo como \u201csuicida\u201d. <\/p>\n<p>No obstante, para Baquedano, el momento es el apropiado \u201cpara comenzar a operar desde el interior y no de afuera\u201d. Sostiene que esto se debe en parte a la crisis que enfrent\u00f3 el a\u00f1o pasado la empresa forestal Arauco, cuando tuvo que cerrar temporalmente su nueva planta de celulosa Valdivia, luego de que murieran cines en un pantano cercano a la instalaci\u00f3n.<\/p>\n<p>Baquedano cree que la crisis marc\u00f3 un punto decisivo en la actitud de las empresas respecto del medio ambiente, idea que muchos comparten. \u201cSer\u00eda absurdo no aprovechar eso para establecer cierto di\u00e1logo\u201d, asegura. <\/p>\n<p>Y la crisis de Arauco tambi\u00e9n presenci\u00f3 la aparici\u00f3n de un nuevo desaf\u00edo para el lobby verde. La campa\u00f1a en contra de la planta fue encabezada por una organizaci\u00f3n ciudadana local, fuera de la red tradicional delas ONGs ambientalistas y algunas de estas \u00faltimas tuvieron dudas sobre su postura. \u201cEllos quer\u00edan mantener la planta cerrada hasta que los problemas de las emisiones se hubieran corregido, mientras que nosotros cre\u00edamos que hab\u00eda una soluci\u00f3n tecnol\u00f3gica\u201d, indica Baquedano. <\/p>\n<p>Pero el tema de las alianzas divide al movimiento ambiental. Claude, por ejemplo, es muy cr\u00edtico sobre la incorporaci\u00f3n de un l\u00edder salmonicultor en la campa\u00f1a contra las centrales de Ays\u00e9n.<\/p>\n<p>\u201cNo puedes luchar durante a\u00f1os contra los salmonicultores y luego formar repentinamente una alianza con uno de ellos\u201d, argumenta. \u201c\u00c9sa no es la forma de construir un movimiento ambientalista\u201d. <\/p>\n<p>\u201cNo tienes que involucrarte en una pelea sobre la producci\u00f3n de salmones cuando est\u00e1s hablando de energ\u00eda\u201d, responde Tompkins. \u201cLa idea de que no puedes formar alianzas estrat\u00e9gicas es equ\u00edvoca\u201d, se\u00f1ala.<\/p>\n<p>\u201cLos objetivos son los mismos; son las estrategias las que difieren\u201d, resume C\u00e1rdenas. Y todo se reduce al momento oportuno. \u00bfDebiera el movimiento seguir concentr\u00e1ndose en conseguir un mayor respaldo p\u00fablico, en vez de involucrarse en riesgosas alianzas, como recomienda Claude? O como cree Baquedano, \u00bfest\u00e1 ahora en posici\u00f3n de lograr m\u00e1s entrando al ruedo, en vez de criticar meramente desde la galer\u00eda? <\/p>\n<p>Parte de las respuestas recaen en la Presidenta Michelle Bachelet y en la capacidad de su gobierno para lograr un equilibrio entre sus compromisos electorales con el lobby verde y el crecimiento econ\u00f3mico del pa\u00eds. Ello exigir\u00e1 pragmatismo de ambas partes, pero podr\u00eda aclarar ciertas aristas oscuras de incomprensi\u00f3n.<!--:--><!--:en--><br \/>\n<!--break--><br \/>\n<B><I>Who are they? What is their game plan? And who funds them? Those are some of the questions that bUSiness CHILE examines in this report on the country\u2019s environmental NGOs.<\/B><\/I> <\/p>\n<p>For the outsider, it\u2019s not easy to keep track of Chile\u2019s green lobby. Different groups seemingly appear and disappear as conflicts blow up and then subside, and myths abound, obscuring understanding of the movement\u2019s aims and influence.<\/p>\n<p>\u201cWe\u2019re a consequence of globalization,\u201d says Juan Carlos C\u00e1rdenas, executive director of Ecoceanos, an organization that promotes citizen participation in issues involving marine resources. Not only has globalization perpetuated Chile\u2019s dependence on natural resources, he argues, it has also exposed the country to international social trends and, incipiently at least, created citizen demand for a greater say in the country\u2019s future.  <\/p>\n<p>It was trade liberalization that was the spur back in 1987 when Manuel Baquedano founded the Instituto de Ecolog\u00eda Pol\u00edtica (IEP), one of Chile\u2019s earliest environmental NGOs. \u201cWhat international markets wanted from Chile was raw materials; we saw that wasn\u2019t sustainable and that the country was just going to eat up its natural capital,\u201d he says.  <\/p>\n<p>At that time, he recalls, Chile had only two environmental NGOs &#8211; the Comit\u00e9 Nacional Pro Defensa de la Flora y Fauna (CODEFF), a conservation group founded in the late 1960s, which claims to be the country\u2019s oldest environmental group, and the Instituto de Ecolog\u00eda de Chile, set up in 1974 by Dr. Juan Grau, who subsequently headed Chile\u2019s environmental authority in the latter part of the Pinochet military government.<\/p>\n<p>In the late 1980s, Chile also began to attract the interest of U.S. conservationists. It was then that Ancient Forest International (AFI), a conservation organization, was founded, initially to bring visitors from the U.S. to see the alerce, a tree unique to southern Chile and Argentina that can live over 3,000 years.  <\/p>\n<p>AFI went on to spearhead the creation of the Ca\u00f1i Forest Sanctuary, Chile\u2019s first private reserve, recalls Rick Klein, its executive director. That venture was financed by three men who have since played a key role in funding the country\u2019s environmental movement &#8211; Douglas Tompkins, founder of the North Face and Esprit clothing chains; Yvon Chouinard, founder of the Patagonia sports clothes and equipment chain; and Alan Weeden, son of the founder of Weeden &#038; Co., an important U.S. securities brokerage firm. <\/p>\n<p>Later on, in the 1990s, after democracy was restored and Chile\u2019s international integration gathered pace, other environmental NGOs gradually appeared. As well as Ecoceanos, founded in 1998 after C\u00e1rdenas left Greenpeace, these included Defensores del Bosque Chileno, a forest conservation organization; Fundaci\u00f3n Terram, which promotes citizen involvement in environmental issues; the Fiscal\u00eda del Medio Ambiente (FIMA), a public interest law firm; and Chile Sustentable, a program that, under the leadership of Sara Larra\u00edn &#8211; who ran for president in 1999 &#8211; seeks to influence policy design and foster citizen participation.  <\/p>\n<p>In the 1990s, issue-specific groups also appeared, including the Grupo de Acci\u00f3n por el Biob\u00edo led by Juan Pablo Orrego. This was created in an (unsuccessful) bid to stop the Endesa power company from building its Pangue and Ralco hydroelectric dams and, today, Orrego is coordinating Ecosistemas, a group that aims to prevent Endesa from building four hydroelectric dams on the Baker and Pascua rivers of the Ais\u00e9n region of the far south (see the cover story of this issue of bUSiness CHILE).<\/p>\n<p><B><font color=\"#FF9900\">MUTUAL INCOMPREHENSION<\/font><\/B><\/p>\n<p>\u201cWe\u2019re all communists and we\u2019re funded by the international competitors of local industries; that\u2019s what businesspeople say about us,\u201d observes Baquedano. \u201cOr we\u2019re pink lefties who have a rather nice lifestyle and are just out to enjoy ourselves.\u201d <\/p>\n<p>That is a caricature of the business view of environmental NGOs, but it illustrates a deep divide of mutual incomprehension. And the NGOs themselves take a pretty dim view of the country\u2019s businesspeople. <\/p>\n<p>\u201cI call them empresaurios,\u201d says C\u00e1rdenas, making a play on words that means, roughly, \u2018business dinosaurs\u2019. \u201cThey\u2019re still at the pioneering \u2018cowboy\u2019 stage; they\u2019re too busy making money to think they have to worry about the environment,\u201d he adds. <\/p>\n<p>Marcel Claude, executive director of the Santiago-based South America office of Oceana, an international organization for the conservation of marine resources, takes a similar view. \u201cChilean businesspeople run on ideology, some aren\u2019t even pragmatic; they think economic growth is the answer to everything,\u201d he says. And he accuses the local press of acting as their accomplice by constantly attempting to discredit the environmental movement. <\/p>\n<p>Claude &#8211; in a stance guaranteed to raise business hackles &#8211; believes, for example, that a royalty should be levied on all natural-resource exploitation. \u201cThat\u2019s the way to achieve less and more efficient exploitation,\u201d he argues.<\/p>\n<p>Some environmentalists, like Douglas Tompkins, the owner of the large Pumal\u00edn reserve in southern Chile, challenge the very foundations of the country\u2019s free-market economic policies. If the market is allowed to determine a country\u2019s future, it\u2019s doomed, he says. \u201cWe need to change the economic model and take the world out of its nose dive,\u201d he maintains.   <\/p>\n<p>However, others &#8211; although reluctant to criticize Tompkins &#8211; are wary of such radicalism. Whether out of conviction or strategy, they prefer a more pragmatic approach.   <\/p>\n<p>\u201cWe seek to enter into dialogue with more lucid businesspeople who understand that Chile has to comply with the small print of its free trade agreements,\u201d says C\u00e1rdenas. \u201cChile\u2019s model has been efficient as regards output and exports\u2026it\u2019s a question of achieving the right balance,\u201d he explains. <\/p>\n<p>One example of pragmatism was the accord to protect native forests, signed in 2003, by some local and U.S. environmental groups and Chile\u2019s leading forestry companies, Arauco and CMPC. The signatories were criticized by other local groups for \u201ccutting a deal\u201d but &#8211; pending an audit of the accord\u2019s results which is due later this year &#8211; maintain that it was the right decision. <\/p>\n<p>But pragmatism will only go so far to bridge the gulf of incomprehension while another cause for business mistrust of NGOs &#8211; suspicion about their sources of funding &#8211; remains. And here, the NGOs are perhaps their own worst enemy. <\/p>\n<p>Renace, an umbrella organization, publishes a list of donors on its web site. But few follow its example, and most don\u2019t publish financial statements.<\/p>\n<p>Why this omission when one of the stated objectives of many NGOs is to promote public access to information? \u201cMaybe it\u2019s a mistake, but isn\u2019t it rather embarrassing to go public when your annual budget is so minute?\u201d wonders Klein.<\/p>\n<p>One thing which is clear is that, in this case, charity doesn\u2019t begin at home. NGOs agree that they raise virtually nothing in Chile, either from businesses or individuals. \u201cAfter years of empty promises, I got fed up of trying,\u201d reports Klein. <\/p>\n<p>But the question remains. Who puts up the funding for Chile\u2019s environmental NGOs? <\/p>\n<p><B><font color=\"#FF9900\">DONORS<\/font><\/B><\/p>\n<p>The usual suspect is Douglas Tompkins. His California-based Foundation for Deep Ecology &#8211; one of a number of donor vehicles he reportedly uses &#8211; has, according to its web site, supported not only AFI, but also CODEFF, Defensores del Bosque and, in its time, the Grupo de Acci\u00f3n por el Biob\u00edo. In addition, Ecoceanos and Renace report receiving grants from this Foundation. <\/p>\n<p>Tompkins himself, although declining to put an overall figure to his contribution, estimates that it represents 5% to 8% of the movement\u2019s total funding. \u201cWhen they have a good project, I\u2019m helpful\u2026and sometimes I lobby other foundations on their behalf; it\u2019s good for them to have a range of funding,\u201d he says.<\/p>\n<p>But, according to Baquedano, the contribution of Tompkins shouldn\u2019t be exaggerated. \u201cHe doesn\u2019t put up money partly because everyone thinks he does,\u201d he argues. <\/p>\n<p>And Claude minimizes his financial role. \u201cWhen I was in Terram, the most he gave us was US$20,000 when that was our monthly running expenses,\u201d he recalls.  <\/p>\n<p>The U.S.-based Weeden Foundation is also a significant contributor and, according to information on its web site, is now focusing mainly on the campaign against the Ais\u00e9n hydroelectric dams. This year, it has awarded US$20,000 to a Washington D.C.-based non-profit organization, Resources for the Future, to prepare a paper on legal and policy aspects of the development of hydroelectricity in Chile. This project aims to increase the ability of local NGOs to participate in technical debate and, through the paper\u2019s publication in different journals, to raise international awareness of the issues involved.<\/p>\n<p>This year, the Weeden Foundation has also awarded US$20,000 to California-based International Rivers Network for its work with a coalition of Chilean NGOs against the Ais\u00e9n project; US$15,000 to FIMA to challenge Endesa\u2019s Ais\u00e9n water rights; US$20,000 to the Oregon-based Environmental Law Alliance Worldwide, one of whose priorities will be to assist in the campaign against the Ais\u00e9n dams. <\/p>\n<p>The Patagonia store chain &#8211; which pledges a percentage of its sales to environmental causes &#8211; reports that its grantees include AFI, Defensores del Bosque and Oceana. In addition, according to its web site, it supports Friends of the River, a California-based organization that is now reportedly helping to fund the campaign against the Ais\u00e9n dams. <\/p>\n<p>Pew Charitable Trusts, a leading U.S. foundation that distributes some US$140 million in grants each year, is a key contributor to Oceana and, according to C\u00e1rdenas, may soon provide Ecoceanos with a grant for a new project. At present, the sources of funding on which Ecoceanos draws include the AVINA Foundation created by Swiss businessman Stephan Schmidheiny to promote sustainable development in Latin America.  <\/p>\n<p>Germany\u2019s Manfred Hermsen Foundation is also reported to be a significant donor to a number of Chilean environmental NGOs. And another German organization, the Heinrich B\u00f6ll Foundation has, says Baquedano, supported the IEP virtually since its birth. <\/p>\n<p>But, despite this range of international benefactors, most of Chile\u2019s environmental NGOs appear to operate on a veritable shoestring. Oceana\u2019s South America office, with a 20-strong staff and an annual operating budget of US$500,000 provided through its international headquarters, is \u201cthe only one without a financial headache\u201d, says Claude while, according to Baquedano the IEP, with a permanent staff of 12, operates on around US$200,000.  <\/p>\n<p><B><font color=\"#FF9900\">NEW TIMES, NEW STRATEGY?<\/font><\/B><\/p>\n<p>In general, NGOs say that funding is getting harder, rather than easier, and although many boost their income by selling services, several are reported to be in serious financial difficulties. These include Defensores del Bosque, founded by biologist and botanist Adriana Hoffmann, which is one of Chile\u2019s most widely respected environmental NGOs, and Greenpeace Chile, which is apparently floundering after the international organization, which had supported the local branch for a decade, decided it was old enough to stand on its own feet.  <\/p>\n<p>Big grants are dropping off because international donors are redefining their priorities, says C\u00e1rdenas. Another theory is that Tompkins is now retrenching financially to concentrate his resources on the Ais\u00e9n campaign. <\/p>\n<p>That is a problem particularly because, as the movement matures and gets beyond the first easy stage of simply drawing attention to issues, NGOs recognize that they need to step up their research activity, partly for the sake of public education and partly to be able to talk on equal terms to businesses about the impact of their activities. <\/p>\n<p>That is a direction in which the Weeden Foundation grant to Resources for the Future points, but most NGOs say the money for serious research just isn\u2019t available. The IEP, for example, relies mainly on students doing their thesis or help from sympathizers. \u201cWe have access to information and voluntary collaboration, but we don\u2019t have funds,\u201d reports Baquedano.<\/p>\n<p>In this context, some Chilean NGOs took a gamble last November when they agreed to support Michelle Bachelet in her bid for president. In exchange, she committed to a ten-point agenda that includes the creation of a Ministry for the Environment, a survey of the country\u2019s river basins to determine which should be used to generate hydroelectricity and which should be set aside for conservation, increased use of renewable energy sources, and no nuclear power during her four-year term (which, in any case, was never on the cards). <\/p>\n<p>According to Baquedano, who was one of the signatories, three-quarters of the environmental movement supported the agreement, but others dispute that figure. Marcel Claude and Juan Carlos C\u00e1rdenas were among those who refused to sign, and Claude describes the deal as \u201csuicide\u201d. <\/p>\n<p>But, for Baquedano, the time is ripe \u201cfor starting to play on the inside, instead of from the outside\u201d. That is, he says, partly the result of the crisis faced last year by the Arauco forestry company when it had to temporarily close its new Valdivia pulp plant after swans died on a nearby wetland.<\/p>\n<p>He believes &#8211; and many others agree &#8211; that the crisis marked a turning point in business attitudes to the environment. \u201cIt would be absurd not to take advantage of that to establish some dialogue,\u201d maintains Baquedano. <\/p>\n<p>And the Arauco crisis also saw the appearance of a new challenge to the green lobby. The campaign against the plant was led by a local citizen organization, outside the traditional network of environmental NGOs, and some of the latter were wary of its stance. \u201cThey wanted to keep the plant closed until the emissions problems had been righted, whereas we believed there was a technological solution,\u201d says Baquedano. <\/p>\n<p>But the issue of alliances is one that divides the environmental movement. Claude, for example, is intensely critical of the incorporation of a leading salmon farmer into the campaign against the Ais\u00e9n dams.  <\/p>\n<p>\u201cYou can\u2019t fight salmon farmers for years and then suddenly form an alliance with one of them,\u201d he argues. \u201cThat\u2019s not the way to build an environmental movement.\u201d <\/p>\n<p>\u201cYou don\u2019t have to get into a wrangle over salmon farming when you\u2019re talking about energy,\u201d responds Tompkins. \u201cThe idea that you can\u2019t form strategic alliances is wrong,\u201d he states.<\/p>\n<p>\u201cThe objectives are the same; it\u2019s the strategies that differ,\u201d sums up C\u00e1rdenas. And it all comes down to timing. Should the movement continue to focus on building up greater public support rather than plunging into risky alliances, as Claude advocates? Or is it now, as Baquedano believes, in a position to achieve more by getting down in the ring, rather than just criticizing from the spectators\u2019 gallery? <\/p>\n<p>Part of the answers lies with President Michelle Bachelet and her government\u2019s ability to strike a balance between its election commitments to the green lobby and the country\u2019s economic growth.
