Al pasar de negociador comercial a un cargo en el centro pol\u00edtico neur\u00e1lgico del gobierno, Lagos Weber es un v\u00ednculo tangible entre la presidenta Bachelet y su antecesor -Ricardo Lagos, su padre-, al tiempo que es, adem\u00e1s, un s\u00edmbolo del nuevo enfoque respecto de las comunicaciones que ha elegido la nueva presidenta de Chile: m\u00e1s directo y menos formal.<\/p>\n<p><B>\u00bfQu\u00e9 significa formar parte del equipo de la primera presidenta de Chile?<\/B><\/p>\n<p>En la d\u00e9cada del \u201840, las mujeres no pod\u00edan votar en Chile y ahora, transcurridos apenas sesenta a\u00f1os, tenemos una presidenta; esto representa un importante cambio cultural y buenas nuevas para la equidad entre los g\u00e9neros; mire el gabinete: la mitad son mujeres. Creo que durante los pr\u00f3ximos meses, los chilenos se van a sentir cada vez m\u00e1s orgullosos de su primera presidenta. <\/p>\n<p><B>El per\u00edodo es de s\u00f3lo cuatro a\u00f1os&#8230;<\/B><\/p>\n<p>Eso es verdad, pero lo que es importante es que estamos trabajando dentro de ese marco. Ciertamente, implica presi\u00f3n, pero, por ejemplo, usted vio como en su primera semana al mando del pa\u00eds, la presidenta Bachelet ya hab\u00eda designado -tal como prometi\u00f3- una comisi\u00f3n para analizar la reforma a las pensiones, que es una de sus prioridades.<\/p>\n<p><B>\u00bfC\u00f3mo resumir\u00eda las prioridades del gobierno?<\/B><\/p>\n<p>En las 36 medidas definidas para los primeros 100 d\u00edas de gobierno, los temas sociales son preponderantes -educaci\u00f3n, salud y empleo, as\u00ed como tambi\u00e9n la previsi\u00f3n social- y seguir\u00e1 siendo as\u00ed. Y en temas sociales, incluyo la no discriminaci\u00f3n, no s\u00f3lo en lo relativo al g\u00e9nero sino tambi\u00e9n a las clases sociales y las regiones. Vamos a poner mucho \u00e9nfasis en la descentralizaci\u00f3n. Pretendemos, por ejemplo, crear agencias regionales de desarrollo que agrupen programas, como los del Fosis e Indap, que ahora operan desde Santiago, con el fin de responder mejor a las necesidades regionales.<\/p>\n<p>Tambi\u00e9n hay un tema m\u00e1s pol\u00edtico: la reforma al sistema electoral binominal. No tiene una prioridad tan alta como, por ejemplo, la educaci\u00f3n preescolar, pero es importante. Es obsceno -e incompatible con el cambio que representa el tener por primera vez una presidenta- tener un sistema que se supone es democr\u00e1tico, pero en el que el 10% de los chilenos no est\u00e1n representados. Queremos avanzar hacia un sistema m\u00e1s proporcional. <\/p>\n<p><B>M\u00e1s all\u00e1 de la ret\u00f3rica sobre la participaci\u00f3n ciudadana, \u00bfqu\u00e9 significa esto en la pr\u00e1ctica?<\/B><\/p>\n<p>Puede entenderse de distintas maneras: desde hacer que los ministros salgan de sus oficinas y entren en contacto con los ciudadanos del pa\u00eds  hasta cambios m\u00e1s sutiles, tales como nuevas formas de comunicaci\u00f3n. La forma en que la presidenta Bachelet interact\u00faa con los ciudadanos, incluso en los discursos formales, es signo de una mayor cercan\u00eda.<\/p>\n<p>Y no tienen que ser s\u00f3lo los partidos pol\u00edticos los que entreguen sus impresiones sobre las decisiones del gobierno. Los partidos son importantes y necesarios, la presidenta Bachelet lo tiene bastante claro, pero tambi\u00e9n hay otras fuentes que pueden entregar comentarios. Chile tiene muchas organizaciones ciudadanas y, aunque a veces podamos no estar de acuerdo con sus puntos de vista, es importante escucharlas.<\/p>\n<p><B>Mucho se ha dicho en cuanto a que los partidos pol\u00edticos se sintieron pasados a llevar por el gobierno&#8230;<\/B><\/p>\n<p>Los medios de comunicaci\u00f3n han tratado de crear un falso dilema entre un gobierno ciudadano y uno controlado por los partidos pol\u00edticos, cuando ambos elementos son necesarios. Chile tiene un sistema altamente presidencial, pero es dif\u00edcil tener un gobierno eficaz sin el respaldo de los partidos en el Congreso. <\/p>\n<p><B>\u00bfQu\u00e9 pasa con las relaciones entre el gobierno y la oposici\u00f3n?<\/B> <\/p>\n<p>La oposici\u00f3n inicialmente manifest\u00f3 que ser\u00eda una oposici\u00f3n \u201cdura\u201d y, posteriormente, que ser\u00eda constructiva. Prefiero creer lo segundo. En la campa\u00f1a electoral, vimos muchas similitudes en los distintos candidatos, no s\u00f3lo en el diagn\u00f3stico de lo que Chile necesita, sino que tambi\u00e9n en las formas de abordarlo, y eso es bueno para nuestra agenda.<!--:--><!--:en--><br \/>\n<!--break--><br \/>\nLike President Michelle Bachelet herself, Ricardo Lagos Weber, the new government\u2019s spokesperson, represents both continuity and change. Switching from trade negotiator to a post in the political nerve center of government, Lagos Weber is at once a tangible link between President Bachelet and her predecessor, Ricardo Lagos &#8211; his father &#8211; and a symbol of the new approach to communications &#8211; more direct and less formal &#8211; favored by Chile\u2019s new president.  <\/p>\n<p><B>What does it mean to serve under Chile\u2019s first woman president?<\/B> <\/p>\n<p>In the 1940s, women couldn\u2019t vote in Chile and now, just sixty years later, we have a woman president; that\u2019s an important cultural change and good news for gender equality &#8211; look at the cabinet, half men, half women. It\u2019s my belief that, over the coming months, Chileans are going to grow increasingly proud of their first woman president. <\/p>\n<p><B>You have only a four-year term&#8230;<\/B><\/p>\n<p>That\u2019s true, but what\u2019s important is that we\u2019re working within that framework. Certainly, it means pressure but, for example, you saw that within her first week in office, President Bachelet had &#8211; as she promised &#8211; already appointed a commission to study the pension reform that is one of her priorities.  <\/p>\n<p><B>How would you summarize the government\u2019s priorities?<\/B><\/p>\n<p>In the 36 measures defined for the government\u2019s first 100 days, social issues are very important &#8211; education, healthcare and employment as well as social security &#8211; and that will continue to be the case. And on social issues, I include non-discrimination not only as regards gender, but also socially and regionally. We\u2019re going to be putting a lot of emphasis on decentralization. We plan, for instance, to create regional development agencies grouping together programs, like those of Fosis and Indap, that now operate from Santiago, in order to respond better to regional needs.<\/p>\n<p>There\u2019s also a more political issue &#8211; reform of the binominal electoral system. That isn\u2019t as high a priority as, for example, pre-school education but it\u2019s important. It\u2019s obscene &#8211; and incompatible with the change represented by a woman president &#8211; to have a system that\u2019s supposed to be democratic, but in which 10% of Chileans aren\u2019t represented. We want to move towards a more proportional system. <\/p>\n<p><B>Beyond the rhetoric about citizen participation, what does it mean in practice?<\/B><\/p>\n<p>It can be understood in different ways &#8211; from the classic strategy of getting ministers out of their offices and into contact with the country\u2019s citizens, to more subtle changes such as new forms of communication. The way in which President Bachelet interacts with citizens, even in formal speeches, is one sign of a greater closeness.  <\/p>\n<p>And it doesn\u2019t have to be only the political parties that provide input for government decisions. The parties are necessary and important &#8211; President Bachelet is quite clear about that &#8211; but there are also other sources of input. Chile has many citizen organizations and, although we may sometimes disagree with their points of view, it\u2019s important to listen to them.  <\/p>\n<p><B>A lot has been said about the political parties feeling overlooked by the government&#8230;<\/B><\/p>\n<p>The media have tried to establish a false dilemma between a citizen government and one that\u2019s controlled by the political parties, when both elements are necessary. Chile has a highly presidential system, but effective government is difficult without the support of the parties in Congress. <\/p>\n<p><B>And what about the government\u2019s relations with the opposition?<\/B> <\/p>\n<p>The opposition initially said that it would be a \u201chard\u201d opposition and, then, that it would be constructive. I prefer to believe the latter.
