Pero la cuesti\u00f3n no es as\u00ed de simple.<\/p>\n<p>Lo que realmente distingue al software libre de los \u201ctradicionales\u201d o con licencia es que el denominado c\u00f3digo fuente -el coraz\u00f3n del programa- se hace p\u00fablico, permitiendo que el software sea desarrollado y personalizado de acuerdo a las necesidades particulares de cada usuario. Eso ocurre a menudo producto de la colaboraci\u00f3n entre distintos usuarios, pero tambi\u00e9n es un servicio que las empresas de softwares libres proveen junto con la capacitaci\u00f3n, lo que explica c\u00f3mo generan sus ingresos y por qu\u00e9 el software a menudo no es estrictamente \u201cgratuito\u201d. <\/p>\n<p>Linux, el software libre m\u00e1s usado y un conocido rival de Windows, est\u00e1 teniendo un fuerte impacto en el mercado de servidores o de back-end y se convertir\u00e1 en el modelo de negocios predominante, proyecta Tim Delhaes de Humano2, empresa que desarrolla softwares libres, ubicada en Santiago. \u201cEl c\u00f3digo fuente abierto La fuente abierta hoy en d\u00eda es como era Internet cuando Jeff Bezos de Amazon coloc\u00f3 libros en la web\u201d, sostiene. <\/p>\n<p>Las empresas que optan por el software de c\u00f3digo abierto est\u00e1n en buena compa\u00f1\u00eda, sostiene Delhaes. \u201cCerca del 70% de todos los sitios web -Google, Amazon, Hotmail- trabajan con softwares de c\u00f3digo fuente abierto\u2026 \u00bfpor qu\u00e9 pagar por una licencia de un paquete de comercio electr\u00f3nico si puedes tener el mismo software que usa Google gratis?\u201d, destaca.<\/p>\n<p>Sin embargo, Eduardo Pooley, gerente regional de negocios y aplicaciones de Microsoft Cono Sur, tiene una respuesta. El software de c\u00f3digo fuente abierto no es costo cero, se\u00f1ala, y de hecho puede ser m\u00e1s costoso si se toman en cuenta los costos de desarrollo, capacitaci\u00f3n, respaldo y otros que cobran las empresas que brindan servicios relacionados a los softwares libres de c\u00f3digo de fuente abierto. \u201cEn general, es m\u00e1s barato comprar softwares a una empresa como Microsoft\u201d, afirma.<\/p>\n<p>Paris.cl -la tienda online de comercio electr\u00f3nico de Almacenes Paris- es una de las empresas que emplea software de c\u00f3digo fuente abierto, trabajando con Netred, firma que desarrolla softwares de c\u00f3digo fuente abierto. \u201cNuestros desarrolladores usan mucho herramientas de c\u00f3digo fuente abierto como Eclipse (una serie de herramientas de desarrollo); es muy emocionante y nos permite hacer cosas que antes no pod\u00edamos hacer\u201d, afirma Patricio P\u00e9rez, jefe de proyectos de desarrollo de ventas online de la matriz de Paris, Cencosud.<\/p>\n<p>\u201cEl software libres de c\u00f3digo de fuente abierto no es una alternativa todo el tiempo, pero si una empresa no la est\u00e1 considerando como opci\u00f3n, definitivamente est\u00e1 cometiendo un error\u201d, advierte Delhaes. Si es o no apropiada para una compa\u00f1\u00eda en particular depende parcialmente de la naturaleza de su negocio y del nivel de riesgo que est\u00e9 dispuesta a aceptar.<\/p>\n<p>Si bien forma parte de un grupo m\u00e1s grande, las caracter\u00edsticas del negocio de Paris.cl le permiten aceptar cierto nivel de riesgo con el fin de explorar futuras tecnolog\u00edas. \u201cLas grandes empresas est\u00e1n atrapadas y no tienen libertad para cambiar (plataformas de software); no somos una compa\u00f1\u00eda tradicional, tenemos m\u00e1s flexibilidad\u2026 y podemos emprender iniciativas tecnol\u00f3gicas a trav\u00e9s del desarrollo de partes del negocio que no son sensibles al cambio\u201d, indica P\u00e9rez. <\/p>\n<p>No obstante, destaca que la flexibilidad tiene un costo. \u201cTenemos dos equipos de desarrollo y es costoso hacer desarrollos de manera paralela\u201d, comenta. \u201cEl 2006, vamos a analizar seriamente si podemos hacer cambios (con respecto al software de c\u00f3digo fuente abierto) en el coraz\u00f3n de la tienda online\u201d, a\u00f1ade.<\/p>\n<p><B><font color=\"#990000\">Ampliarse hasta el escritorio<\/B><\/font><\/p>\n<p>Potencialmente Microsoft tiene mucho que perder si el software de c\u00f3digo fuente abierto comienza a mermar su cartera de ingresos por concepto de licencias, pero la empresa parece confiada en que no va a perder en el mercado de servidores. La gente no cambia f\u00e1cilmente Windows por Linux, argumenta Pooley. \u201cLinux funciona bien, pero es s\u00f3lo para computines; un 90% de la gente s\u00f3lo quiere que el software funcione; \u00bfcu\u00e1ntas empresas realmente modifican el c\u00f3digo?\u201d, se pregunta. <\/p>\n<p>No obstante, el software de c\u00f3digo fuente abierto tambi\u00e9n est\u00e1 empezando a penetrar en los escritorios de los usuarios comunes de computadores. Seg\u00fan Delhaes, Firefox -navegador web de c\u00f3digo fuente abierto, que recientemente celebr\u00f3 su primer aniversario en Chile- es tan bueno o mejor que Internet Explorer de Microsoft en lo que a seguridad, velocidad y funcionalidad se refiere. Firefox demuestra que la producci\u00f3n mediante la colaboraci\u00f3n de distintos individuos puede conducir a productos de mayor calidad a un menor precio, se\u00f1ala. <\/p>\n<p>El fabricante finland\u00e9s de tel\u00e9fonos m\u00f3viles Nokia respalda de manera clave a Firefox, porque cada tel\u00e9fono celular pronto se conectar\u00e1 a Internet y -por lo tanto- necesitar\u00e1 un navegador, a\u00f1ade Delhaes. \u201cNokia tiene que elegir entre usar un navegador gratuito de c\u00f3digo fuente abierto como Firefox o bien pagar millones de d\u00f3lares en licencias a Microsoft\u201d, advierte. <\/p>\n<p>Paris.cl es una de las primeras empresas chilenas en haber respondido al crecimiento del uso de Firefox. El 2004, Internet Explorer correspondi\u00f3 al 99,6% del tr\u00e1fico del sitio web, pero este a\u00f1o, la cifra baj\u00f3 a 94,3% y Firefox aument\u00f3 de un 0,2% a un 4,9%, se\u00f1ala P\u00e9rez.<\/p>\n<p>Eso puede parecer poco, pero es suficiente para que Paris.cl vea una oportunidad para diferenciarse, asegur\u00e1ndose al mismo tiempo de no perder potenciales clientes y, desde octubre, su sitio web se ha adaptado para funcionar con Firefox as\u00ed como tambi\u00e9n con Internet Explorer. Mientras que en pa\u00edses como Alemania, donde la penetraci\u00f3n del Nuevo navegador llega a un 25%, las empresas web simplemente no pueden darse el lujo de ignorarlo. <\/p>\n<p>El crecimiento de Firefox es todo un tema, seg\u00fan Delhaes, quien considera que el navegador es el escritorio del futuro y la aplicaci\u00f3n mediante la cual la gente tendr\u00e1 acceso a todas las herramientas que necesitan, desde correo electr\u00f3nico hasta aplicaciones de oficina. \u201cQuienquiera que domine la interfaz con los clientes, de la cual el navegador es parte esencial, controla el acceso a la red y qu\u00e9 aplicaciones corren\u201d, afirma.<\/p>\n<p>En Paris.cl, P\u00e9rez dijo que Firefox compite bien con Internet Explorer. \u201cCreo que Firefox es m\u00e1s seguro y m\u00e1s r\u00e1pido que Internet Explorer, porque es menos popular y -por consiguiente- est\u00e1 menos sujeto a ataques\u201d, sostiene. <\/p>\n<p>Pero Pooley de Microsoft proyecta que a medida que la popularidad de Firefox aumente, los hackers comenzar\u00e1n a interesarse m\u00e1s por atacarlo, destruyendo as\u00ed su reputaci\u00f3n como una aplicaci\u00f3n segura. \u201cFirefox era seguro mientras era desconocido, pero los ataques y virus empiezan a aumentar\u201d, advierte. <\/p>\n<p>Delhaes rebate tal idea argumentando que el hecho de que el software se produzca usando metodolog\u00edas de c\u00f3digo fuente abierto no significa que est\u00e1 abierto a hackers y virus. \u201cTodos los software tienen fallas o vulnerabilidades pero mientras m\u00e1s y m\u00e1s gente est\u00e9 viendo el c\u00f3digo fuente, habr\u00e1 menos y menos errores\u201d, manifiesta.<\/p>\n<p><B><font color=\"#990000\">Estrechar la brecha digital<\/B><\/font><\/p>\n<p>Delhaes sostiene que, respecto del costo del software, Microsoft olvida el objetivo de fondo. \u201cHablan sobre el costo total de propiedad o TCO (por su sigla en ingl\u00e9s), pero no se trata de cu\u00e1nto dinero sino de a d\u00f3nde va a parar: \u00bfva a parar a Microsoft o se queda en tu pa\u00eds?\u201d, pregunta.<\/p>\n<p>De hecho, la cantidad de dinero gastado en licencias por los gobiernos de Latinoam\u00e9rica es asombrosa: m\u00e1s de USD 120 millones al a\u00f1o s\u00f3lo por parte del Gobierno Federal de Brasil y m\u00e1s de USD 100 millones anuales en Chile, seg\u00fan Delhaes. Los ahorros que se obtengan en licencias por el uso de software de c\u00f3digo fuente abierto pueden liberar fondos para otros usos, tales como salud y educaci\u00f3n, o bien para ayudar a acortar la brecha digital, agrega.<\/p>\n<p>El imperativo de cerrar la brecha digital ocupa cada vez m\u00e1s espacio en la agenda de los gobiernos latinoamericanos, que no quieren quedarse atr\u00e1s respecto del mundo industrializado. Y el tema ha estado ganando mayor fuerza este a\u00f1o con una iniciativa del fundador del Media Lab del MIT, Nicholas Negroponte, que planea fabricar un computador port\u00e1til de USD 100 con sistema operativo Linux. <\/p>\n<p>Argentina ha sacado ventaja respecto de sus vecinos y se comprometi\u00f3 a fabricar hasta un mill\u00f3n de estos computadores. Delhaes atribuye el hecho de que Chile a\u00fan tenga que avanzar en la iniciativa, al lobby de los software. \u201cEn vez de gastar USD 100 millones en licencias de software, el gobierno podr\u00eda entregar un mill\u00f3n de equipos de USD 100 a ni\u00f1os en las escuelas\u201d, indica.<\/p>\n<p>Sin embargo, Microsoft afirma que tambi\u00e9n est\u00e1 haciendo lo suyo, a trav\u00e9s de su participaci\u00f3n en la iniciativa Mi Primer PC, la cual -seg\u00fan Pooley- apunta a las tres barreras clave que impiden tener un computador: disponibilidad, precio y tecnofobia por parte de los consumidores.<\/p>\n<p>En los primeros tres meses de la iniciativa en Chile, se vendieron 60.000 PC a un costo de 249.000 pesos (unos USD 470) cada uno, los que se pod\u00edan pagar en 36 cuotas. Estos PC usan Windows, pero una versi\u00f3n simplificada y m\u00e1s barata que cuesta un tercio del precio tradicional de Windows. <\/p>\n<p>Pese a ello, estrechar la brecha digital no s\u00f3lo se refiere a computadores baratos, tambi\u00e9n tiene que ver con desarrollar f\u00e1bricas y capacidades de TI a nivel local. <\/p>\n<p>Y los defensores del software de c\u00f3digo fuente abierto sostienen que \u00e9ste tambi\u00e9n tiene que hacer su aporte en esta \u00e1rea permitiendo a las empresas locales desarrollar y modificar programas, en vez de depender simplemente de la instalaci\u00f3n de productos patentados. \u201cAl ofrecer la posibilidad de desarrollar y arreglar cosas por s\u00ed mismo, a trav\u00e9s del software de servidor Linux, los pa\u00edses pueden desarrollar sus propia capacidad para cerrar la brecha digital\u201d, insiste Delhaes.<\/p>\n<p>Sin embargo, informes de China, donde el gobierno ha respaldado iniciativas de c\u00f3digo fuente abierto, se\u00f1alan que el entusiasmo est\u00e1 disminuyendo. Zou Bian, investigador de la Asociaci\u00f3n China de la Industria de Software, culp\u00f3 al respaldo de un sistema operativo gratuito de haber perjudicado al desarrollo de productos de software en el pa\u00eds, debido a su negativo impacto en los flujos de ingreso, seg\u00fan lo cit\u00f3 recientemente el China Daily, peri\u00f3dico escrito en ingl\u00e9s.<\/p>\n<p>Pero, en esta etapa a\u00fan temprana, parece claro que el software de c\u00f3digo fuente abierto lleg\u00f3 para quedarse y se diseminar\u00e1 por Internet, creando nuevas oportunidades, no s\u00f3lo para las empresas sino tambi\u00e9n para los gobiernos y los consumidores. El truco va a estar en dise\u00f1ar el modelo para su uso -tal como el propio software- seg\u00fan las necesidades tanto de los distintos actores como de las empresas de TI.<!--:--><!--:en--><br \/>\n<!--break--><br \/>\n<B><I>What exactly is \u201copen source\u201d software? And why are companies like the Almacenes Paris department store chain and the LAN airline using it to power their websites? Is it just to save on license fees?<\/B><\/I><\/p>\n<p>The fact that no royalties or license fees are required has led to a popular belief that \u201copen source\u201d software is just \u201cfree\u201d software. But it\u2019s not as simple as that.<\/p>\n<p>What really distinguishes open source software from the \u201ctraditional\u201d or licensed variety is that the so-called source code &#8211; the heart of a program &#8211; is made public, enabling the software to be developed and tailored to a user\u2019s particular needs. That often happens collaboratively among different users, but is also a service &#8211; together with training &#8211; provided by open source software companies, explaining how they make their money and why the software is often not strictly \u201cfree\u201d. <\/p>\n<p>Open source software, mostly using Linux, the open source rival to Windows, is having a big impact on the server or back-end market and will become the dominant business model, predicts Tim Delhaes at Humano2, a Santiago-based open source company. \u201cOpen source today is like the Internet was the moment that Amazon\u2019s Jeff Bezos put books on the web,\u201d he says. <\/p>\n<p>Businesses that opt to use open source software for their websites are in good company, argues Delhaes. \u201cAbout 70% of all websites &#8211; Google, Amazon and Hotmail &#8211; run on open source software\u2026why pay a license for an e-commerce package when you can get for free the same software that Google uses?\u201d he asks.<\/p>\n<p>But Eduardo Pooley, Microsoft\u2019s regional business and applications manager, has an answer. Open source software is not zero cost, he argues, and can, indeed, be more expensive if the development, training, support and other costs charged by open source companies are taken into account. \u201cOverall, it is still cheaper to buy from a company like Microsoft,\u201d he says.  <\/p>\n<p>Paris.cl &#8211; the online e-commerce store of retailer Almacenes Paris &#8211; is one enterprise that uses open source software, working with Netred, a Santiago-based open source company. \u201cOur developers use open source tools such as [development toolset] Eclipse a lot; it\u2019s very exciting and allows us to do things we couldn\u2019t do before,\u201d says Patricio P\u00e9rez, head of development projects for online sales at Paris\u2019 parent company, Cencosud.<\/p>\n<p>\u201cOpen source is not an alternative all the time but if a business is not considering it as an option, it is definitely making a mistake,\u201d warns Delhaes. Whether it is suitable or not for a particular company depends partly on the nature of its business and the level of risk it is willing to accept.  <\/p>\n<p>Although part of a larger group, the characteristics of Paris.cl\u2019s business allow it to accept a certain degree of risk in order to explore future technologies. \u201cBig companies are trapped and have no liberty to change [software platforms]; we are not a traditional company, we have more flexibility\u2026and we can take technological initiatives through developing the parts of the business that are not sensitive to change,\u201d says P\u00e9rez. <\/p>\n<p>However, he notes that flexibility comes at a price. \u201cWe have two development teams and it is costly to develop in parallel,\u201d he says. \u201cIn 2006, we are going to seriously analyze whether we can make [open source] changes in the heart of the e-store,\u201d he adds.<\/p>\n<p><B><font color=\"#990000\">Expanding to the desktop<\/B><\/font><\/p>\n<p>Microsoft potentially has a lot to lose if open source software starts to erode its license revenue base, but the company appears confident that it is not going to lose out in the server market. People don\u2019t easily change Windows for Linux, argues Pooley. \u201cLinux does well, but it is only for techies; 90% of people just want software to function &#8211; how many companies really modify code?\u201d he asks. <\/p>\n<p>But open source software is also starting to penetrate the desktop of ordinary computer users. According to Delhaes, Firefox, an open source web browser, which recently celebrated its first anniversary in Chile, is as good as or better than Microsoft\u2019s Internet Explorer in terms of security, velocity and functionality. Firefox demonstrates, he argues, that collaborative production can lead to higher quality products at a lower price. <\/p>\n<p>Finnish cell phone producer Nokia is a key supporter of Firefox because every cell phone will soon connect to the Internet and therefore need a browser, adds Delhaes. \u201cNokia has a choice between shipping a free open source browser like Firefox or paying millions of dollars in license fees to Microsoft,\u201d he says. <\/p>\n<p>Paris.cl is one of the first Chilean companies to have responded to growth in the use of Firefox. In 2004, Internet Explorer accounted for 99.6% of the website\u2019s traffic, but this year, the figure has dropped to 94.3%, with Firefox increasing from 0.2% to 4.9%, reports P\u00e9rez.<\/p>\n<p>That may not sound much, but it is enough for Paris.cl to see an opportunity for differentiation while ensuring it does not lose potential customers and, since October, its website has been adapted to work with Firefox as well as Internet Explorer. And in countries like Germany, where the new browser\u2019s penetration reaches 25%, web businesses simply cannot afford to ignore it. <\/p>\n<p>The growth of Firefox is a big deal, according to Delhaes, who believes the browser is the desktop of the future and the application through which people will access all the tools they need, from e-mail to office applications. \u201cWhoever dominates the client interface, of which the browser is an essential part, controls access to the network and what applications run,\u201d he says.<\/p>\n<p>At Paris.cl, P\u00e9rez says that Firefox competes well with Internet Explorer. \u201cI think Firefox is more secure and quicker than Internet Explorer because it is less popular and so is less subject to attack,\u201d he maintains. <\/p>\n<p>But Microsoft\u2019s Pooley predicts that, as Firefox\u2019s popularity increases, hackers will take more interest in ransacking it, destroying its reputation as a secure application. \u201cFirefox was secure while it was unknown but attacks and viruses start with volume,\u201d he warns. <\/p>\n<p>Delhaes counters by arguing that the fact that software is produced using open source methodologies does not mean it is open to hackers and viruses. \u201cAll software has failures or vulnerabilities but, as more and more people are looking at the source code, there will be fewer and fewer errors,\u201d he says.<\/p>\n<p><B><font color=\"#990000\">Bridging the digital gap<\/B><\/font><\/p>\n<p>Delhaes argues that, on the cost of software, Microsoft misses the point. \u201cThey talk about total cost of ownership or TCO, but it is not a question of how much money but of where the money goes; does it go to Microsoft or stay in your country?\u201d he asks.<\/p>\n<p>Indeed, the money spent on license fees by Latin American governments is staggering: over US$120 million a year just by Brazil\u2019s federal government and more than US$100 million a year in Chile, according to Delhaes. Savings on license fees through open source software can release funds for other uses, such as health and education, or to help bridge the digital divide, he adds.<\/p>\n<p>The imperative of closing the digital gap is increasingly on the agenda of Latin American governments, which do not want to get left behind by the industrialized world. And the topic has been given added impetus this year with an initiative by MIT Media Lab founder Nicholas Negroponte, with a plan to build a US$100 Linux-operated laptop. <\/p>\n<p>Argentina has stolen a march on its neighbors and committed to manufacture up to one million of these laptops. Delhaes attributes the fact that Chile has yet to move on the initiative to the software lobby. \u201cInstead of spending US$100 million on software licenses, the government could give one million US$100 laptops to kids in schools,\u201d he says.<\/p>\n<p>But Microsoft says it is doing its part too, through its participation in the My First PC initiative which, according to Pooley, targets all three key barriers to computer ownership &#8211; availability, price and consumer technophobia.<\/p>\n<p>In the first three months of the initiative in Chile, 60,000 PCs have been sold at a cost of 249,000 pesos (some US$470) each, payable in 36 installments. These PCs use Windows, but a simplified, cut-down version that costs one third of the price of traditional Windows. <\/p>\n<p>But bridging the digital divide is not only about cheap computers. It is also about developing local IT skills and industries. <\/p>\n<p>And open source software advocates maintain that it also has a contribution to make in this area by allowing local firms to develop and modify programs, instead of simply relying on installing proprietary products. \u201cBy offering the possibility of developing and fixing things yourself through Linux server software, countries can develop their own capacity to fill the digital divide,\u201d insists Delhaes.<br \/>\nHowever, reports from China, where the government has supported open source initiatives, say that enthusiasm is waning. Zou Bian, a researcher at the Chinese Software Industry Association, was recently quoted by China Daily, an English-language newspaper, as blaming support for a free operating system for having hampered the development of software products in the country, due to its negative impact on income streams.<\/p>\n<p>But, at this still early stage, it seems clear that open source software is here to stay and will spread through the Internet, creating new opportunities, not only for businesses, but also for governments and consumers.
