Etapas iniciales

Use of public-access Wi-Fi is expanding rapidly in Chile. But is it good business for service providers or, indeed, for the restaurants, hotels and other establishments that make it available to their customers?

The Hacienda Santa Martina is a social club so exclusive that it has no public telephones because its clientele simply wouldn’t use them. But from the swimming pool, golf course, tennis courts, restaurants or anywhere else on the 900-hectare club in Santiago’s La Dehesa neighborhood, anyone can check their e-mail, surf the web or use instant messaging. And there isn’t a single cable in sight.

That’s thanks to wireless Internet access. More commonly known as Wi-Fi -short for “wireless fidelity”- this allows users to access the Internet from a laptop or handheld device within a range of some 100 meters around a connection point or “hotspot”.

Although public-access hotspots are still relatively new in Chile, Wi-Fi itself is not. For the past two years, the technology has been in increasing demand from residential clients who, by combining Wi-Fi with their existing broadband Internet connection, can surf on more than one computer at the same time, or use a laptop in the garden.

This has bred familiarity with the concept of Wi-Fi, at least in higher income groups. And, according to Ricardo Dorado, broadband business product manager at Telefónica CTC Chile, the typical user of public-access hotspots is a 25-40 year-old male of a high socioeconomic and educational background, who connects for up to 30 minutes to check e-mails and visit corporate websites.

This user profile dictates where service providers locate their hotspots, and they are very careful that a location meets their criteria. “The question you have to ask is where do people need to connect to access data?” Dorado points out.

Classic sites on the Santiago business circuit, such as the World Trade Center and the CasaPiedra convention center, are therefore “illuminated” with hotspots, as are Santiago’s principal hotels and the airport. But, as the concept of Wi-Fi is to offer the client access wherever he or she may be, “you have to follow the client,” says Pedro Assael, Internet manager at the VTR telecommunications company.

It is VTR that has illuminated a large part of the bar and restaurant cluster of the El Bosque Norte-Isidora Goyenechea business district of eastern Santiago. This is, after all, where businesspeople are likely to make pauses during the day, checking e-mails and the latest developments before going into the next meeting.

Early stages

But demand for Wi-Fi does not come only from businesspeople. In fact, Latin America’s largest outdoor hotspot is to be found in Santiago in the downtown República university neighborhood, where it allows students to connect without having to take a seat in the university computer room.

And service stations the length of the country also offer Wi-Fi access, providing a fitting complement to Chile’s modern high-speed roads. Such is the case of ArcoPrime, which owns the 60 Pronto restaurant and convenience stores at Copec service stations, and will open a further ten Pronto locations this year.

“Our business is one of convenience,” says ArcoPrime CEO, Leonardo Ljubetic. “The concept behind the industry of wireless Internet access is one of convenience, so there is a perfect match.”

Like other hosts, Pronto wants its clients to associate its brand with convenience and vanguard technologies which, at this low-demand stage of an incipient business, is a goal shared by the Internet service providers themselves. “We’re in a stage of image creation and investment,” says Rafael Corvalán, development director at the Entel telecommunications company. “It is rather a bet on the future…there’s still a long way to go before it constitutes a business.”

Mario Subiabre, commercial development manager at Manquehue Net, another Internet service provider, echoes the point. His company “does not look at Wi-Fi from the point of view of the revenue it generates, it’s more about brand-name positioning and customer service…we’re obviously concerned about revenues, but they’re not the only indicator,” he notes.

It is generally the Internet service provider that puts up the US$5,000 typically required to install a hotspot. Only in the event that a business is particularly keen to host a hotspot and not much traffic is anticipated would the provider and the host split investment costs.

In some cases, a hotspot is concessioned to the host, which pays the provider a fee and does not charge the end-user. However, generally it is the client that pays to use the service, either by paying the provider a flat monthly fee or acquiring one of its pre-paid cards.

Growth prospects

But as part of the industry-wide advertising and promotional drive to familiarize clients with Wi-Fi and the possibilities it offers, free access is relatively easy to find. Entel, for one, is not charging for the service, while other providers are still distributing free pre-paid cards to generate interest.

If maintained, this free use could end up with the client not recognizing the value of the service, warns Manquehue Net’s Subiabre. But it is a necessary first step in establishing the industry’s foothold. It’s also a successful first step, as Ricardo Dorado illustrates by pointing out that the number of Telefónica clients using public hotspots is growing at a rate of 20% a month.

Security is not the issue it once was, perhaps because people are now used to the Internet and have seen demonstrations of Wi-Fi access. “[Consumer] comments regarding such fears are not heard much any more and I’d say the level of security is the same as wired Internet,” says Entel’s Corvalán.

There was, he recognizes, a tendency to believe that as the connection goes through the air, the signal could be intervened and decoded. “But if I had the technology to do that, I could do it both through wired and unwired [access],” he adds.

By all accounts, demand growth will continue to boom. As the price of technology falls, laptops and handheld devices will become more accessible, contributing to a greater number of potential users. But possessing a Wi-Fi equipped device does not necessarily mean that a person will use the service, points out Corvalán.

Habit -and incentives to connect- are also important. Despite advertising campaigns, there are, at present, only 50-100 potential users per hotspot in Chile, estimates Corvalán, as compared to 400-500 in the United States or Europe. And part of the reason for this lower number is “the lack of content applications that generate the necessity to be permanently connected,” says Subiabre.

In an industry that changes and innovates as fast as telecommunications, this lack of applications is not likely to last long. By the end of this year, “we’ll be looking at a much wider spectrum” of applications, predicts Ricardo Dorado, detailing possibilities such as offering hotspot users the ability to control their home computer remotely.

At the very least, companies plan to double the number of hotspots this year, which is crucial in an industry where the number of outlets has a direct bearing on the use of the service. A possible, if still distant, industry milestone would be to reach a roaming agreement allowing the clients of one company to use the hotspots of another, increasing exponentially the value of the service and contributing to a snowball effect that could see client growth rates soar.

Use of public-access Wi-Fi is expanding rapidly in Chile.
