\nLa Asociaci\u00f3n de C\u00e1maras de Comercio Americanas en Latinoam\u00e9rica (AACCLA), que re\u00fane a las 23 AmChams (C\u00e1maras de Comercio Americanas) de toda la regi\u00f3n, se reuni\u00f3 en Miami, durante los d\u00edas 27 y 28 de Enero, para efectuar su sesi\u00f3n de planificaci\u00f3n que normalmente realizan una vez al a\u00f1o y, tambi\u00e9n, para celebrar su conferencia anual sobre \u201cPerspectivas para Las Am\u00e9ricas\u201d.<\/B><\/I><\/p>\n
La delegaci\u00f3n de AmCham Chile, conformada por los m\u00e1ximos representantes de \u00e9sta, fue encabezada por su presidente, Richard Diego y cont\u00f3 con la participaci\u00f3n del gerente general de dicha entidad, Jaime Baz\u00e1n y a quien escribe esta nota. Tambi\u00e9n asisti\u00f3 el presidente de AACCLA, Jim Fendell, y el vicepresidente ejecutivo, John Murphy, adem\u00e1s del vicepresidente senior de la C\u00e1mara de Comercio de Estados Unidos, David Hirschman y de los vicepresidentes Leslie Schweitzer y Bill Morley.<\/p>\n
La delegaci\u00f3n de AmCham Chile tuvo la oportunidad de compartir personalmente con Jeb Bush, gobernador de Florida, los positivos resultados arrojados a la fecha por el TLC entre Chile y EE.UU., un tratado al cual \u00e9l brind\u00f3 un fuerte apoyo. El gobernador habl\u00f3 en la recepci\u00f3n de bienvenida de AACCLA, destacando la importancia de la futura Agenda Comercial estadounidense. Expres\u00f3 su firme respaldo para continuar con el proceso de integraci\u00f3n con Am\u00e9rica Latina, dada la importancia del comercio para el Estado de Florida<\/p>\n
En la reuni\u00f3n de planificaci\u00f3n, se desarrollo una agenda con las actividades de AACCLA para el presente a\u00f1o. Once AmChams de la regi\u00f3n est\u00e1n ya en proceso de obtener la aprobaci\u00f3n para concretar un TLC con los Estados Unidos de Norteam\u00e9rica (el Tratado de Libre Comercio entre Estados Unidos, Centroam\u00e9rica y la Rep\u00fablica Dominicana, DR-CAFTA), o est\u00e1n negociando con Estados Unidos (los Pa\u00edses Andinos y Panam\u00e1). Por supuesto que AACCLA estar\u00e1 concentrada en cumplir con su agenda, en conjunto con la Agenda de Desarrollo de DOHA de la Organizaci\u00f3n Mundial de Comercio (OMC) y con el \u00c1rea de Libre Comercio de las Am\u00e9ricas (ALCA). Estos esfuerzos son importantes para Amcham Chile, ya que est\u00e1n enfocados a reforzar, m\u00e1s a\u00fan, el progreso econ\u00f3mico en Am\u00e9rica Latina. <\/p>\n
Lo m\u00e1s importante ahora, para Amcham Chile, es la confirmaci\u00f3n del compromiso de AACCLA para ayudar a la comunidad comercial a obtener los m\u00e1ximos beneficios posibles de los TLCs existentes, incluyendo el Acuerdo de Libre Comercio entre Chile y EE.UU. Leslie Schweitzer y su equipo de TradeRoots en la C\u00e1mara de Comercio Norteamericana en Washington, en coordinaci\u00f3n con Amcham Chile, trabajar\u00e1n fuertemente para ayudar a las peque\u00f1as y medianas compa\u00f1\u00edas, del pa\u00eds del Norte, respecto de c\u00f3mo obtener ventajas del TLC. Sin duda, este compromiso fortalecer\u00e1 nuestros esfuerzos para promover el libre comercio y la inversi\u00f3n entre Chile y Estados Unidos.<\/p>\n
Este a\u00f1o, se incorpor\u00f3 a la agenda de AACCLA un nuevo objetivo, enfocado hacia las necesidades de las AmChams, m\u00e1s all\u00e1 de las negociaciones del TLC y del ALCA. Dicho prop\u00f3sito, recientemente definido, incluir\u00e1 la promoci\u00f3n de buenas pr\u00e1cticas en materia de propiedad intelectual, a trav\u00e9s de toda la regi\u00f3n -tomando como modelo el objetivo estrat\u00e9gico que tiene Amcham Chile sobre esta \u00e1rea, para el a\u00f1o 2005- y el apoyo a la adopci\u00f3n de medidas de facilitaci\u00f3n del comercio, para bajar el costo de hacer negocios, logrando que los procedimientos aduaneros sean abiertos, justos y transparentes. Ambos puntos constituyen \u00e1reas de oportunidad que estimulan enormemente el entusiasmo de las compa\u00f1\u00edas socias de Amcham Chile. <\/p>\n
Del mismo modo, discutimos sobre importantes \u00e1reas de cooperaci\u00f3n, relativas a la promoci\u00f3n de tratados tributarios entre Estados Unidos y la regi\u00f3n, as\u00ed como respecto de los esfuerzos comunes para apoyar a las peque\u00f1as y medianas empresas, que son miembros de las AmChams. AACCLA desarrollar\u00e1, tambi\u00e9n, lazos m\u00e1s fuertes con el Comit\u00e9 Hispano del Congreso de Estados Unidos… Nuestros miembros oir\u00e1n m\u00e1s sobre todos estos esfuerzos durante el 2005.<\/p>\n
En la conferencia sobre \u201cPerspectivas para las Am\u00e9ricas\u201d, la Oficina del Representante Comercial de Estados Unidos inform\u00f3, a los participantes, sobre el estado de la Agenda Comercial Norteamericana; el personal del Congreso y de la C\u00e1mara de Comercio de Estados Unidos dieron a conocer sus perspectivas parlamentarias y comerciales, respectivamente, en relaci\u00f3n a dicha agenda. Asimismo, Miembros del C\u00edrculo de Liderazgo de AACCLA, pertenecientes a General Motors y FedEx, se refirieron a la facilitaci\u00f3n comercial y a temas relacionados con la propiedad intelectual. <\/p>\n

\nThe Association of American Chambers of Commerce in Latin America (AACCLA), which brings together all the region\u2019s 23 AmChams, met in Miami on January 27 and 28 to conduct its yearly planning session and hold its annual “Outlook for the Americas” conference.<\/B><\/I><\/p>\n
The AmCham Chile delegation to these events was led by president Richard Diego and also included general manager Jaime Baz\u00e1n, as well as myself. AACCLA president Jim Fendell and executive vice president John Murphy were in attendance, along with the U.S. Chamber of Commerce\u2019s senior vice president David Hirschman and vice presidents Leslie Schweitzer and Bill Morley. <\/p>\n
The AmCham Chile delegation had the opportunity to share firsthand with Governor Jeb Bush of Florida the very positive results to date of the Chile-U.S. FTA, an agreement of which he was very supportive. The Governor spoke at the AACCLA welcoming reception, highlighting the importance of the upcoming U.S. Trade Agenda. He expressed firm support for continuing integration with Latin America, given the importance of trade to the State of Florida. <\/p>\n
At the planning meeting, an agenda was developed for AACCLA’s activities over the coming year. Eleven of the region\u2019s AmChams are either in the process of obtaining approval for an FTA with the U.S. (the DR-CAFTA Agreement) or are negotiating with the U.S. (the Andean countries and Panama). AACCLA will, of course, focus on moving this agenda forward along with the Doha Development Agenda of the World Trade Organization (WTO) and the Free Trade Area of the Americas (FTAA). These efforts are important to AmCham Chile to enhance further economic advancement in Latin America. <\/p>\n
More immediately important to AmCham Chile is the confirmation of AACCLA’s commitment to assisting the business community in obtaining the maximum possible benefit from existing FTAs – including the Chile-U.S. Agreement. Leslie Schweitzer and her TradeRoots team at the U.S. Chamber of Commerce in Washington, in coordination with AmCham Chile, will be forging ahead to educate small and medium-sized companies in the U.S. about how to take advantage of the FTA. This commitment will certainly serve to energize our efforts to promote free trade and investment between Chile and the United States. <\/p>\n
This year, a new dimension was added to the AACCLA agenda – targeting the needs of AmChams beyond the FTA and FTAA negotiations. The newly-defined focus will include promoting intellectual property best practices across the region, mirroring AmCham Chile’s strategic focus on this area for 2005, and on advocating the adoption of trade facilitation measures to lower the cost of doing business by making customs procedures open, fair and transparent. Both are exciting areas of opportunity for AmCham Chile companies. <\/p>\n
We also discussed important areas of cooperation regarding promotion of tax treaties between the U.S. and the region, as well as common efforts to support small and medium-sized businesses that are members of the AmChams. AACCLA will also be developing stronger ties with the Hispanic Caucus in the U.S. Congress. Our members will be hearing more about all of these efforts during the coming year. <\/p>\n
At the “Outlook for the Americas” conference, participants were updated by the U.S. Trade Representative’s Office on the status of the U.S. Trade Agenda; heard from Congressional staff and the U.S. Chamber on congressional and business perspectives with respect to this agenda; and were updated by AACCLA Leadership Circle Members, General Motors and FedEx, regarding trade facilitation and intellectual property matters. <\/p>\n
