{"id":3403,"date":"2010-03-16T16:05:44","date_gmt":"2010-03-16T16:05:44","guid":{"rendered":""},"modified":"2015-03-16T17:25:31","modified_gmt":"2015-03-16T20:25:31","slug":"recuperacion-y-reconstruccion","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/recuperacion-y-reconstruccion\/","title":{"rendered":"<!--:es-->Recuperaci\u00f3n y Reconstrucci\u00f3n <!--:--><!--:en-->Recovery and Reconstruction<!--:-->"},"content":{"rendered":"<p><!--:es--><P style=\"TEXT-ALIGN: justify\">Hubo im\u00e1genes que se transmitieron a todo el mundo y dieron alguna idea de la devastaci\u00f3n causada por el mayor terremoto que ha azotado a Chile en los \u00faltimos 50 a\u00f1os: edificios de departamentos que se cayeron de lado, caminos que cedieron y se partieron en dos, puentes colapsados y villas pesqueras en la costa que se borraron de golpe por las enormes olas producidas por el terremoto.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La atenci\u00f3n inmediata estuvo puesta, por supuesto, en la preocupaci\u00f3n por el costo humano de la tragedia: identificar a las personas fallecidas y ayudar a los sobrevivientes. Pero a medida que el pa\u00eds comienza a recuperarse, ese enfoque cambiar\u00e1 gradualmente hacia c\u00f3mo reconstruir mejor la destrozada infraestructura en las \u00e1reas afectadas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">A\u00fan es demasiado pronto para saber exactamente qu\u00e9 se necesita hacer para lograr que las \u00e1reas devastadas vuelvan a algo parecido a la normalidad o cu\u00e1nto costar\u00e1 eso.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Afortunadamente, las normas de construcci\u00f3n s\u00edsmica de Chile introducidas por el Gobierno tras el enorme terremoto de 1960 minimizaron el da\u00f1o y la p\u00e9rdida de vidas. Cerca de 30 edificios en Santiago sufrieron da\u00f1os estructurales, pero esas fueron las excepciones a la regla.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El terremoto de 8,8 grados de magnitud que azol\u00f3 a Chile fue mucho m\u00e1s poderoso que el reciente sismo de Hait\u00ed, pero -a diferencia de Hait\u00ed donde la mayor parte de las casas se construyen en adobe o calicanto- los nuevos edificios chilenos usan concreto reforzado, que es la raz\u00f3n por la que a\u00fan est\u00e1n de pie.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La mayor\u00eda de las personas que fallecieron murieron ahogados por el consiguiente tsunami en lugar de aplastados y la cifra total, si bien a\u00fan no es clara, es una fracci\u00f3n respecto de la estimaci\u00f3n de 250.000 fallecidos en Hait\u00ed. Sin embargo, el da\u00f1o a la infraestructura y las viviendas ha sido enorme y el presidente Sebasti\u00e1n Pi\u00f1era, quien asumi\u00f3 el mando de la naci\u00f3n este mes, enfrenta la primera prueba importante de su per\u00edodo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Cerca de 1,5 millones de hogares resultaron da\u00f1adas, incluidas alrededor de 500.000 viviendas que est\u00e1n inhabitables y Pi\u00f1era ha proyectado que el costo s\u00f3lo en viviendas nuevas se ubicar\u00e1 en torno a los US$ 20.000 millones.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Una firma estadounidense de asesor\u00eda de riesgos, Eqecat, estim\u00f3 el valor de los da\u00f1os entre US$ 15.000 millones y US$ 30.000 millones o entre un 10% y un 20% del producto interno bruto.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El terremoto presenta a la industria chilena de la construcci\u00f3n un monumental desaf\u00edo, pero tambi\u00e9n una gran oportunidad tras un a\u00f1o en el que el sector se contrajo debido a la crisis econ\u00f3mica y a que muchos proyectos nuevos de construcci\u00f3n se detuvieron.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>De la Crisis a la Oportunidad<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Antes de que el terremoto lo remeciera, el sector de la construcci\u00f3n en Chile estaba mostrando se\u00f1ales de recuperaci\u00f3n despu\u00e9s de la crisis econ\u00f3mica. Quiz\u00e1s el s\u00edmbolo m\u00e1s potente de su recuperaci\u00f3n es el Costanera Center: un complejo de torres de oficina y centro comercial de US$ 600 millones en la comuna de Las Condes, en Santiago.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Los trabajos en el Costanera Center se reiniciaron el 17 de diciembre, lo que puso fin simb\u00f3licamente a la crisis en Chile. Por m\u00e1s de un a\u00f1o, el edificio hab\u00eda permanecido abandonado en la ribera del R\u00edo Mapocho, una torre de concreto de 23 pisos que molestaba mirar y que era un recordatorio diario para los chilenos del impacto de la crisis econ\u00f3mica.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No obstante, la decisi\u00f3n del due\u00f1o de Costanera Center, el holding chileno de comercio minorista Cencosud, de reiniciar las obras suger\u00eda que estaban a punto de llegar tiempos mejores, no s\u00f3lo para Cencosud, sino para el agobiado sector de la construcci\u00f3n en Chile.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: right; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"http:\/\/amchamchile.cl\/sites\/default\/files\/LorenzoConstans-E_SP3_10.jpg\" width=250 height=200>\u201cEl emblem\u00e1tico Costanera Center fue el icono de la recesi\u00f3n\u201d, se\u00f1ala Rodolfo Bambach, jefe de investigaci\u00f3n de la oficina chilena de la consultora de bienes ra\u00edces Colliers International. \u201cParad\u00f3jicamente, hoy en d\u00eda se ha convertido en el icono de la reactivaci\u00f3n del sector de la construcci\u00f3n\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Si el proyecto se termina a tiempo, hacia comienzos del 2012, ser\u00e1 digno de ver con cuatro rascacielos construidos sobre un centro comercial. La torre principal ser\u00e1 la m\u00e1s alta de Am\u00e9rica Latina -con m\u00e1s de 300 metros de altura- e igual de grande que la Torre Eiffel.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cCostanera Center es importante en t\u00e9rminos de inversi\u00f3n y empleo, pero el mayor impacto de su reactivaci\u00f3n se ha dado en la moral general\u201d, indica Lorenzo Constans, presidente de la C\u00e1mara Chilena de la Construcci\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Otros proyectos -entre los que se incluye la expansi\u00f3n del Metro de Santiago, la culminaci\u00f3n de varios edificios emblem\u00e1ticos como parte de las celebraciones del Bicentenario de Chile y la continua inversi\u00f3n del Estado tanto en obras viales como en aeropuertos- est\u00e1n ayudando a impulsar una recuperaci\u00f3n en el sector.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Antes el terremoto del mes pasado, Constans estimaba que la inversi\u00f3n en el sector, incluyendo infraestructura y bienes ra\u00edces comerciales, crecer\u00eda un 7,7% este a\u00f1o. Ahora, obviamente, esa cifra ser\u00e1 mucho m\u00e1s alta debido a los necesarios trabajos de reconstrucci\u00f3n tras el terremoto.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Una Luz al Final del T\u00fanel<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En medio de la devastaci\u00f3n habr\u00e1 muchas oportunidades para que los constructores ayuden en los esfuerzos de reconstrucci\u00f3n, en especial en el sur del pa\u00eds en ciudades como Concepci\u00f3n, donde se produjo la mayor parte del da\u00f1o.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Esta es una buena noticia para los constructores despu\u00e9s de un a\u00f1o en que muchos proyectos se estancaron o cancelaron. Las estad\u00edsticas compiladas por la<IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: left; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"http:\/\/amchamchile.cl\/sites\/default\/files\/torta-ESP3_10.jpg\" width=250 height=200> Corporaci\u00f3n de Bienes de Capital (CBC), organizaci\u00f3n que realiza sondeos de los planes de inversi\u00f3n de las empresas, muestran cu\u00e1n dif\u00edcil fue el 2009 para el sector de la construcci\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Entre octubre del 2008, mes en que se inici\u00f3 la crisis econ\u00f3mica, y fines del 2009, un total de 105 proyectos se postergaron, suspendieron de manera indefinida o se abandonaron debido a la crisis, seg\u00fan CBC. De esos, casi la mitad correspond\u00eda al sector de bienes ra\u00edces.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, 28 proyectos \u2013incluidos edificios de oficinas y de departamentos, cuyo valor combinado asciende a US$ 2.090 millones- se han reactivado desde entonces. Algunos proyectos a\u00fan est\u00e1n en pausa, pero Orlando Castillo, gerente general de la CBC, est\u00e1 optimista en cuanto a que muchos de estos volver\u00e1n a estar en marcha pronto.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cSi bien el sector de bienes ra\u00edces fue sin lugar a dudas uno de los m\u00e1s golpeados por la crisis financiera tambi\u00e9n es uno de los sectores que ha repuntado con la mayor fuerza\u201d, afirma Castillo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Seg\u00fan CBC, la inversi\u00f3n en bienes ra\u00edces sum\u00f3 un total de US$ 2.430 millones en el 2009 y la cifra de seguro subir\u00e1 este a\u00f1o. A\u00fan antes del terremoto, se esperaba que m\u00e1s de US$ 10.700 millones se inyectaran en el sector durante los pr\u00f3ximos cuatro a\u00f1os, convirti\u00e9ndolo en el tercer mayor sector en Chile en t\u00e9rminos de inversi\u00f3n, detr\u00e1s de la miner\u00eda y la energ\u00eda.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Gran parte de la nueva actividad de la construcci\u00f3n se concentra en el \u00e1rea en torno al Costanera Center en lo que se ha hecho conocido como Sanhattan, el siempre creciente grupo de torres de edificios y hoteles en el extremo occidental de Las Condes.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: right; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"http:\/\/amchamchile.cl\/sites\/default\/files\/Abraham-Senerman-E_SP3_10.jpg\" width=250 height=200>La torre Titanium, que actualmente es la m\u00e1s alta de Chile con 192 metros, se termin\u00f3 a fines del a\u00f1o pasado y su inauguraci\u00f3n est\u00e1 prevista para este mes. La torre que ostenta 56 pisos y 72.000 m2 de espacio de oficinas es el proyecto insignia del empresario y arquitecto Abraham Senerman.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Como otros edificios en Sanhattan, Titanium se tambale\u00f3, pero no colaps\u00f3 con el terremoto gracias a las normas de construcci\u00f3n s\u00edsmica y Senerman planea otras tres torres de oficina en las proximidades. \u201cEl Parque Titanium se iniciar\u00e1 pronto y esperamos terminar un edificio por a\u00f1o, cada uno de los cuales tendr\u00e1 23 pisos de altura con 20.000 m2 de espacio\u201d, sostuvo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Mientras Senerman est\u00e1 trabajando sobre el suelo para cambiar el panorama urbano de Santiago, un ej\u00e9rcito de trabajadores de la construcci\u00f3n laboran bajo \u00e9l para mejorar el Metro de la ciudad, y esto tambi\u00e9n deber\u00eda dar mucho trabajo al sector de la construcci\u00f3n en los a\u00f1os que est\u00e1n por venir.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">De acuerdo con el Metro de Santiago, la construcci\u00f3n de nuevas estaciones gener\u00f3 6.500 empleos en el 2009, mientras que los nuevos proyectos generar\u00e1n varios miles m\u00e1s de puestos de trabajo en los pr\u00f3ximos a\u00f1os.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El plan es expandir la L\u00ednea 5 desde Pudahuel hacia el sur a la vasta comuna de Maip\u00fa en Santiago, a un costo de m\u00e1s de US$ 700 millones. Esa obra ya est\u00e1 en marcha y deber\u00eda estar terminada para fines de 2010. Despu\u00e9s de eso, el pr\u00f3ximo gran proyecto es una nueva l\u00ednea hacia el suroeste de la ciudad a un costo de US$ 960 millones.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Infraestructura P\u00fablica<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No es s\u00f3lo el sector privado el que ha ayudado a que las cosas comiencen a moverse de nuevo. A\u00fan antes de que el terremoto azolara al pa\u00eds, el Ministerio de Obras P\u00fablicas (MOP) hab\u00eda se\u00f1alado que el 2010 marcar\u00eda un nuevo r\u00e9cord en la inversi\u00f3n del sector p\u00fablico en infraestructura.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El MOP fue uno de los principales beneficiarios del paquete de est\u00edmulo fiscal anunciado por el Gobierno en enero del 2009 en la c\u00faspide de la crisis econ\u00f3mica. Del paquete de US$ 4.000 millones, el ministerio recibi\u00f3 unos US$ 700 millones, la mayor parte de los cuales se emple\u00f3 en proyectos de vivienda social, lo que resguard\u00f3 a las empresas constructoras de lo peor de la recesi\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: left; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"http:\/\/amchamchile.cl\/sites\/default\/files\/SergioBitar-E_SP3_10.jpg\" width=250 height=200>El incremento en el presupuesto del ministerio gener\u00f3 cerca de un 10% m\u00e1s de empleo el a\u00f1o pasado de lo que habr\u00eda sido posible de otra forma, sostiene Sergio Bitar, ministro de Obras P\u00fablicas del Gobierno de Michelle Bachelet.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cLa inversi\u00f3n en obras p\u00fablicas, en vivienda, ayud\u00f3 en gran medida a compensar la fuerte ca\u00edda que experiment\u00f3 la inversi\u00f3n privada durante la crisis\u201d, comenta Bitar a <STRONG>bUSiness CHILE<\/STRONG>. \u201cY ese alto nivel de inversi\u00f3n en infraestructura continuar\u00e1 hasta el 2010\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Uno de los pocos aspectos positivos del terremoto es que generar\u00e1 trabajo. En el trimestre m\u00f3vil comprendido entre noviembre y enero, el desempleo en el sector de la construcci\u00f3n era del 14,4%, lo que se compara con el 8,7% de la econom\u00eda en su conjunto. Y el empleo en el sector cay\u00f3 un 4,3% a 556.940 trabajadores respecto del mismo per\u00edodo de un a\u00f1o antes.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pero los primeros indicios apuntan a que los nuevos proyectos y las reparaciones a la infraestructura p\u00fablica requerir\u00e1n miles de trabajadores m\u00e1s. Antes del terremoto, Constans estimaba que el desempleo promediar\u00eda el 15% en el 2010, pero debiera ser mucho menor a medida que el esfuerzo de recuperaci\u00f3n se pone en marcha.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Entre los grandes proyectos iniciados antes del terremoto estaba una importante modernizaci\u00f3n de la red de estadios de Chile. En total, se supone que 12 estadios se construir\u00e1n o se mejorar\u00e1n en el 2010. El mayor proyecto de renovaci\u00f3n es el del Estadio Nacional en Santiago, que la ex presidenta Bachelet prometi\u00f3 ser\u00e1 el mejor escenario deportivo de la regi\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El MOP tambi\u00e9n est\u00e1 supervisando una importante expansi\u00f3n de la red de carreteras de Chile. El plan era construir cerca de 1.100 km de nuevas carreteras para el 2014 y expandir la red existente en cerca del 50%, pero ello probablemente se retrasar\u00e1 a medida que el Gobierno se concentra en la reconstrucci\u00f3n de carreteras gravemente da\u00f1adas, incluida la Ruta 5 Sur que conecta Santiago con Concepci\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El ministerio tambi\u00e9n ten\u00eda planeado modernizar los aeropuertos y construir una serie de nuevos embalses. No obstante, la primera prioridad ser\u00e1 reparar el aeropuerto internacional Arturo Merino Ben\u00edtez en Santiago, que se vio seriamente da\u00f1ado por el terremoto.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Construir para el Bicentenario<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Como parte de las celebraciones del Bicentenario este a\u00f1o, la Comisi\u00f3n Bicentenario del Gobierno est\u00e1 supervisando 230 proyectos de patrimonio cultural y de infraestructura, incluidos el recientemente inaugurado Museo de la Memoria y los Derechos Humanos y el Centro Cultural Gabriela Mistral, que est\u00e1 en construcci\u00f3n en Santiago.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cCerca del 70% de los proyectos del Bicentenario est\u00e1n terminados y para fines de este a\u00f1o la cifra llegar\u00e1 al 75%\u201d, se\u00f1al\u00f3 Omer Novoa, director de obras de la<IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: right; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"http:\/\/amchamchile.cl\/sites\/default\/files\/investmentespanol-SP-3_10.jpg\" width=250 height=200> Comisi\u00f3n Bicentenario.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Muchos de los proyectos restantes debieran considerarse \u201cobras en curso\u201d que generar\u00e1n empleo para el sector de la construcci\u00f3n por varios a\u00f1os m\u00e1s, indic\u00f3 Novoa.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Un ejemplo de ello es la red de ciclov\u00edas de Santiago que se termin\u00f3 a tiempo, pero se expandir\u00e1 en los pr\u00f3ximos ocho a\u00f1os, manifest\u00f3 Novoa.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pese a estos proyectos del Bicentenario, ha habido temores sobre el ritmo de la recuperaci\u00f3n de Chile. M\u00e1s de dos meses despu\u00e9s de la reactivaci\u00f3n del Costanera Center, el edificio sigue siendo una c\u00e1scara de concreto y l\u00edderes sindicales se han quejado de que la cantidad de empleos ofrecidos es menor a la que se prometi\u00f3.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Las obras en el Estadios Nacional tambi\u00e9n avanzan m\u00e1s lento de lo esperado, lo que significa que no estar\u00e1n listas para su uso hasta comienzos del 2011, sostuvo Gonzalo Mardones, arquitecto y asesor de obras p\u00fablicas del presidente Pi\u00f1era.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pero el ritmo debiera repuntar al tiempo que el Gobierno de Pi\u00f1era organiza el esfuerzo de reconstrucci\u00f3n, lo que beneficiar\u00e1 al sector de la construcci\u00f3n. Hern\u00e1n de Solminihac, el nuevo ministro de Obras P\u00fablicas, supervisar\u00e1 las reparaciones a la infraestructura p\u00fablica da\u00f1ada, las cuales podr\u00edan tardar a\u00f1os, pero crear\u00e1n miles de empleos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Y se espera que el sector privado tambi\u00e9n participe en el esfuerzo de la reconstrucci\u00f3n. Tras un dif\u00edcil 2009 y un lento comienzo este a\u00f1o, la recuperaci\u00f3n de Chile desde lo que ha sido el mayor desastre natural que haya enfrentado en los \u00faltimos 50 a\u00f1os depender\u00e1 en gran medida de la fortaleza del sector de la construcci\u00f3n. Invitamos a nuestros lectores a revisar nuestra edici\u00f3n de abril, que incluir\u00e1 un completo informe respecto del impacto del terremoto en la econom\u00eda de Chile. <\/STRONG><\/P><!--:--><!--:en--><P style=\"TEXT-ALIGN: justify\">They were images that were beamed around the world and gave some idea of the devastation caused by Chile&#8217;s biggest earthquake in 50 years: apartment blocks that had toppled over backwards, roads that had buckled and split in two, collapsed bridges and coastal fishing villages that were obliterated by huge waves triggered by the quake.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The immediate focus of concern was, of course, on the human cost of the tragedy \u2013 identifying the dead and helping the survivors. But as the country starts to recover, that focus will gradually shift to how best to rebuild the shattered infrastructure in the affected areas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">It&#8217;s still too early to know exactly what needs to be done to get the devastated areas back to anything like normal, or how much it will cost.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Fortunately, Chile&#8217;s seismic building codes introduced by the government after the massive 1960 earthquake minimized the damage and loss of life. Around 30 buildings in Santiago suffered structural damage, but those were the exceptions to the rule.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chile&#8217;s 8.8 quake was much more powerful than Haiti&#8217;s recent tremor but, unlike Haiti where most of the houses are built of adobe or masonry, new Chilean buildings use reinforced concrete which is the reason they are still standing.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Most of those who died drowned in the ensuing tsunami rather than being crushed to death, and the toll, though still unclear, is a fraction of the estimated 250,000 fatalities in Haiti. But the damage to infrastructure and housing has been enormous and President Sebastian Pi\u00f1era, who took office this month, faces the first major test of his presidency.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Around 1.5 million homes have been damaged, including around 500,000 that are uninhabitable, and Pi\u00f1era has predicted the cost of new housing alone will be around US$ 20 billion.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">One U.S. risk assessor, Eqecat, estimated the value of the damage at between US$ 15 billion and US$ 30 billion or 10-20% of gross domestic product.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The earthquake presents the Chilean construction industry with a monumental challenge, but also a huge opportunity following a year in which the industry slumped due to the global economic crisis and many new building projects ground to a halt.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>From crisis to opportunity<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Before the earthquake struck, Chile&#8217;s construction sector was showing signs of recovery from the economic crisis. Perhaps the most potent symbol of this recovery is the Costanera Center \u2013 a US$ 600 million shopping and office tower complex in the Santiago neighborhood of Las Condes.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Work restarted at the Costanera Center on December 17, which put a symbolic end to the crisis in Chile. For almost a year, the building had stood abandoned on the banks of the River Mapocho &#8211; a 23-story concrete eyesore and a daily reminder to Chileans of the impact of the economic crisis.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But the decision by Costanera&#8217;s owner, Chilean retail holding company Cencosud, to restart work suggested that better times were just around the corner, not just for Cencosud but for Chile&#8217;s beleaguered construction industry.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">&#8220;The emblematic Costanera Center was the icon of the recession,&#8221; said Rodolfo Bambach, head of research at the Chilean office of real estate consultants Colliers International. &#8220;Paradoxically, nowadays it has become the icon of the construction sector&#8217;s reactivation.&#8221;<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">If the protect is finished on schedule, by early 2012, it should be quite a sight, consisting of four skyscrapers built over a shopping mall. The main tower will be the tallest in Latin America &#8211; over 300 meters high \u2013 and as big as the Eiffel Tower.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">&#8220;Costanera Center is important in terms of investment and jobs, but the biggest impact of its reactivation has been on the general morale,&#8221; said Lorenzo Constans, president of the Chilean Chamber of Construction.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Other projects including the expansion of the Santiago Metro, the completion of several emblematic buildings as part of Chile&#8217;s Bicentenary celebrations, and the state&#8217;s continuing investment in roads and airports are helping to fuel a recovery in the sector.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Before last month&#8217;s quake, Constans estimated that investment in the sector, including infrastructure and commercial real estate would grow 7.7% this year. Now, obviously, that figure will be much higher due to the reconstruction work needed because of the earthquake.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>A light at the end of the tunnel<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Amid the devastation there will be plenty of opportunities for builders to help in the reconstruction effort, especially in the south of the country in cities like Concepci\u00f3n where most of the damage occurred.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">This is good news for builders after a year when many projects were stalled or cancelled. Statistics compiled by the Corporaci\u00f3n de Bienes de Capital (CBC), an organization that surveys company investment plans, show just how difficult 2009 was for the construction industry.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Between October 2008, when the economic crisis began, and the end of 2009, a total 105 projects were delayed, suspended indefinitely or abandoned due to the crisis, the CBC reports. Of those, around half were in the real estate sector.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But 28 projects, including office buildings and apartment blocks, worth a combined US$ 2.09 billion have since been reactivated. Some projects are still on hold but Orlando Castillo, the CBC&#8217;s general manager, is optimistic that many of these will be back on track soon.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">&#8220;While the real estate sector was undoubtedly one of the worst hit by the financial crisis it&#8217;s also one of the sectors that bounced back most strongly,&#8221; Castillo said.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">According to the CBC, real estate investment totaled US$ 2.43 billion in 2009 and the figure is sure to rise this year. Even before the quake, it expected more than US$ 10.7 billion to be ploughed into the sector over the next four years, making it the third biggest sector in Chile in terms of investment, behind mining and energy.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Much of the new construction activity is centered in the area around the Costanera Center in what has become known as Sanhattan \u2013 the ever-expanding cluster of tower blocks and hotels on the western fringe of Las Condes.<BR>&nbsp;<BR><br \/>\nThe Titanium Tower, currently the tallest in Chile at 192 meters, was completed late last year and is due to be inaugurated this month. Boasting 56 stories and 72,000m2 of office space, it is the flagship project of businessman and architect, Abraham Senerman.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Like other buildings in Sanhattan, it swayed but did not buckle in the earthquake thanks to seismic building codes, and Senerman plans another three office blocks nearby. &#8220;The Titanium Park will be started soon and we hope to complete one building each year, each of which will be 23 stories high with 20,000 m2 of space,&#8221; he said.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">While Senerman is working above ground to change Santiago&#8217;s skyline, an army of construction workers are laboring below it to improve the city&#8217;s Metro, and this too should provide plenty of work for the construction industry in the years to come.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">According to the Santiago Metro, construction of new stations generated 6,500 jobs in 2009, while new projects will generate several thousand more jobs over the coming years.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The plan is to expand Line 5 from Pudahuel southwards to the far-flung Santiago suburb of Maip\u00fa, at a cost of over US$ 700 million. That work is underway and should be finished by the end of 2010. After that, the next big project is a new line to the southwest of the city at a cost of US$ 960 million.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Public infrastructure<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">It&#8217;s not just the private sector that has helped to get things moving again. Even before the earthquake struck, the Ministry of Public Works (MOP) said that 2010 would mark a new record for public sector investment in infrastructure.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The MOP was one of the main beneficiaries of the fiscal stimulus package announced by the government in January 2009 at the height of the economic crisis. Of the US$ 4 billion package, the ministry received some US$700 million, most of which was used for social housing projects, which cushioned construction companies from the worst of the recession.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The increase in the ministry&#8217;s budget generated around 10% more employment last year than would have been possible otherwise, said Sergio Bitar, Public Works Minister in the Bachelet government.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">&#8220;Investment in public works, in housing, helped to a large extent to compensate for the sharp fall in private investment during the crisis,&#8221; Bitar told <STRONG>bUSiness CHILE<\/STRONG>. &#8220;And that high level of investment in infrastructure will continue through 2010.&#8221;<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">One of the few positive aspects of the earthquake is that it will generate work. In the period November to January, unemployment in the construction sector was 14.4%, compared to 8.7% for the economy as a whole. And employment in the sector fell 4.3% to 556,940 workers compared to the same period a year ago.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But early signs are that new projects and public infrastructure repairs will require thousands more workers. Before the quake, Constans estimated unemployment would average around 15% in 2010, but it should be much lower as the recovery effort gets underway.<BR>&nbsp;<BR>Among the major projects started before the quake was a major upgrade to Chile&#8217;s network of sports stadiums. In all, 12 stadiums are supposed to be built from scratch or improved in 2010. The biggest renovation project is at the National Stadium in Santiago, which former president Michelle Bachelet promised will be the best sports arena in the region.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The MOP is also overseeing a major expansion of Chile&#8217;s highway network. The plan was to build around 1,100km of new highways by 2014, expanding the existing network by 50%, but that will likely be delayed as the government focuses on rebuilding badly damaged highways, including the Ruta 5 Sur that links Santiago with Concepci\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The ministry had also planned to modernize airports and build a series of new reservoirs. But the first priority will be repairing Santiago&#8217;s international Arturo Merino Ben\u00edtez airport, which was badly damaged by the quake.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Building for the Bicentenary<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">As part of its Bicentenary celebrations this year, the government&#8217;s Bicentenary Commission is overseeing 230 infrastructure and cultural heritage projects, including the recently inaugurated Museum of Memory and Human Rights and the Gabriela Mistral Cultural Center under construction in Santiago.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">&#8220;Around 70% of the Bicentennial projects are finished and, by the end of this year that will be up to 75%,&#8221; said Omer Novoa, Director of Works at the Bicentenary Commission.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Many of the remaining projects should be considered &#8220;works in progress&#8221; that will generate jobs for the construction industry for several years to come, said Novoa.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">One example is Santiago&#8217;s network of bike lanes that were completed on time but will be expanded in the next eight years, said Novoa.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Despite these Bicentenary projects, there have been concerns about the pace of Chile&#8217;s recovery. More than two months after the reactivation of the Costanera Center the building is still a concrete shell, and union leaders have complained that the number of jobs on offer is lower then promised.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Work on the National Stadium is also going slower than expected, which means it will not be ready for use until early 2011, said Gonzalo Mardones, an architect and public works advisor to President Pi\u00f1era.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But the pace should pick up as the Pi\u00f1era government organizes the reconstruction effort, which will benefit the construction sector.&nbsp; Hern\u00e1n de Solminihac, the new Public Works Minister, will oversee repairs to damaged public infrastructure that may take years, but will create thousands of jobs.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">And the private sector will also be expected to play its part in the reconstruction effort. After a difficult 2009 and a slow start to this year, Chile&#8217;s recovery from its biggest natural disaster in over 50 years will depend to a large extent on the strength of its construction sector.
