A medida que Chile se aproxima a su Bicentenario, es importante considerar el verdadero estado de la naci\u00f3n y, quiz\u00e1s de manera m\u00e1s importante en esta ocasi\u00f3n, preguntarse c\u00f3mo medimos nuestro estado o estatus. \u00bfSomos una naci\u00f3n desarrollada en lugar de un pa\u00eds del tercer mundo o uno en v\u00edas de desarrollo? \u00bfHemos escalado la monta\u00f1a? Con la incorporaci\u00f3n a la OCDE ahora confirmada podr\u00edamos decir simplemente que mediante el ingreso a este club hemos logrado el t\u00edtulo de \u201cnaci\u00f3n desarrollada\u201d. Sin embargo, hay muchos chilenos que gritar\u00edan \u201cun momento, no me siento desarrollado\u201d. Entonces, \u00bfd\u00f3nde estamos y c\u00f3mo lo sabemos?<\/P>

\u00bfPor medio del \u00cdndice BigMac? Un Big Mac cuesta cerca de US$ 3,50 en Chile -casi lo mismo que en Estados Unidos-, pero siempre me ha preocupado esta medici\u00f3n debido a que parece alentar tanto los mayores precios como una dieta deficiente.<\/P>

\u00bfA trav\u00e9s del uso del \u00cdndice de Obesidad? Una vez que el 30% de la poblaci\u00f3n tenga una cantidad significativa de sobrepeso y sufra de los consiguientes problemas de salud podemos decir \u201cS\u00ed, \u00a1desarrollado!\u201d<\/P>

\u00bfMediante la cantidad de autos por vivienda familiar? El coeficiente \u00f3ptimo es 1:1, a dos personas en una casa, dos autos en el garage. Sin embargo, hay un regreso al uso de las bicicletas en los pa\u00edses desarrollados , lo que yo creo ser\u00eda equivalente al suicidio en las calles de Santiago.<\/P>

\u00bfPor la medici\u00f3n de la cantidad de perros callejeros por kil\u00f3metro cuadrado de extensi\u00f3n urbana? M\u00e1s no es mejor y, por definici\u00f3n, Chile ocupa un lugar muy rezagado en este \u00edndice.<\/P>

\u00bfPor la cantidad de computadores por hogar, acceso a Internet, WiFi, propiedad de tel\u00e9fonos m\u00f3viles (cada uno debe tener dos tel\u00e9fonos m\u00f3viles, uno de los cuales tiene que ser un berry…)? Chile est\u00e1 avanzando bien en este aspecto.<\/P>

\u00bfPor acceso a un reemplazo de cadera en el sistema p\u00fablico de salud? Tendr\u00eda que esperar una vida entera y luego no hay ninguna garant\u00eda de que la cadera correcta ser\u00e1 la reemplazada…<\/P>

\u00bfDerechos de propiedad intelectual? Ahora este s\u00ed es un temazo. Chile quiere \u201ccumplir con los est\u00e1ndares internacionales\u201d, pero simplemente no tenemos lo que se requiere. Siempre me entretiene o\u00edr a personas discutiendo las virtudes de una pel\u00edcula reci\u00e9n estrenada cuando \u00a1s\u00e9 que a\u00fan tiene que estrenarse en Chile! \u00bfYo? \u00a1Nunca! \u00a1El mercado negro a\u00fan tiene mucha aceptaci\u00f3n! No obstante, ver con subt\u00edtulos en chino no es mi idea de un d\u00eda de pel\u00edculas…

Bueno, le dir\u00e9: Chile es un \u201cpa\u00eds en evoluci\u00f3n, en proceso de avanzar, comprometido con los est\u00e1ndares m\u00e1s altos (si es que podemos alcanzarlos)\u201d.<\/P>

Y \u00bfd\u00f3nde est\u00e1 la evidencia de esto? \u00a1En las urnas electorales! Puede que no tengamos votaci\u00f3n electr\u00f3nica (la que parece confundir a muchos ciudadanos estadounidenses) pero s\u00ed tenemos un sistema manual \u2013l\u00e1piz y papel\u2013 operado por \u201cvoluntarios obligados\u201d, que entrega los resultado nacionales apenas unas horas despu\u00e9s del cierre de las votaciones. \u00a1Bastante impresionante! Los ciudadanos mandan, quienquiera que gane. En este aspecto, Chile verdaderamente logra ser un desarrollado y como residente extranjero voto y dejo mi huella dactilar en el registro…<\/P>

As Chile approaches its Bicentenary it\u2019s important to consider the true state of the nation and, perhaps more importantly at this time, to ask how we measure our state or status. Are we a developed nation as opposed to a third world country or one in the process of development? Have we climbed the mountain?<\/p>\n
With OECD membership now confirmed we might simply say that by joining this club we have secured the title of \u201cdeveloped nation state.\u201d However, there are plenty of Chileans who would scream \u201cwait a minute, I don\u2019t feel developed.\u201d So, where are we and how do we know?<\/p>\n
By the Big Mac Index? A Big Mac costs around US$ 3.50 in Chile – about the same as in the United States – but I have always been troubled by this as it seems to encourage both higher prices and poor diet.<\/p>\n
By using the Obesity Index? Once 30% of the population is significantly overweight and suffering the subsequent health problems we can say \u201cYes, developed!\u201d<\/p>\n
By the number of cars per family home? The optimum ratio is 1:1, as in two people at home and two cars in the garage. However there is a move back to bicycles in developed countries, which I believe would be tantamount to suicide on Santiago\u2019s roads.<\/p>\n
By measuring the number of stray dogs per square kilometer of urban sprawl? More is not better and, by definition, Chile rates very poorly on this index.<\/p>\n
By the number of computers per home, access to the Internet, WiFi, mobile phone ownership (everyone must own two mobile phones, one of which must be a Raspberry…)? Chile is moving along well here.<\/p>\n
By access to a hip replacement in the public health service? You would have to wait a lifetime and then there\u2019s no guarantee the right (as in correct) hip would be replaced…<\/p>\n
Intellectual Property Rights? Now this is a biggy. Chile wants to \u201ccomply with international standards,\u201d but we just don\u2019t have what it takes. I am always amused to hear people discussing the virtues of a recently released movie when I know it has yet to be released in Chile! Me? Never! The black market is still very hot! However, watching Avatar with Chinese subtitles is not my idea of a day at the movies…<\/p>\n
So, what else can we measure or be measured by?<\/p>\n
Percentage of babies born IN wedlock? An ever falling number and probably irrelevant.<\/p>\n
Number of families who choose to holiday abroad? Useless because it is simply cheaper to do so!<\/p>\n
Number of young people who complete their secondary education? Not doing very well here… Perhaps by Chile\u2019s Tercentenary (2110) we will have reached the level Japan has today\u2026<\/p>\n
Per Capita Income? No good, at the lower end of the income scale I wouldn\u2019t be able to keep myself \u201cfed and watered,\u201d but there is ongoing improvement which could allow me one bottle of Sauvignon Blanc a month; what a simply ghastly thought!<\/p>\n
Then there is the Happy Planet Index; do we have everything we need just to be \u201chappy.\u201d No, we do not! Apparently, Costa Rica truly does (#1) and Zimbabwe most definitely does not (143 out of 143) and Chile is 46 but lagging behind 14 continental \u201cbrother or sister nations\u201d including Venezuela and Haiti!! Now that really sucks!<\/p>\n
Ecological footprint? Progressing, perhaps, but as Chile is currently investing heavily in coal burning power plants we are probably headed in the wrong direction. Yes, investment in wind energy is growing to compensate…<\/p>\n
Tough assignment this one: Is Chile a \u201cdeveloping country\u201d or sitting at the lower end of the \u201cdeveloped\u201d list? Well, I will tell you: Chile is an \u201cevolving, in process of advancing country, committed to the highest standards (if we can attain these).\u201d<\/p>\n
And where is the evidence for this? At the ballot box! We may not have electronic voting (which seems to confuse many U.S. citizens) but we do have a manual system \u2013 paper & pencil \u2013 run by \u201cobligated volunteers,\u201d which delivers the national results just a few hours after voting closes. Quite amazing! Citizens\u2019 Rule \u2013 whoever wins. In this, Chile truly manages to be developed and as a foreign resident I get to vote and leave my thumbprint in the registry…<\/p>\n
