{"id":10246,"date":"2017-09-15T09:40:08","date_gmt":"2017-09-15T12:40:08","guid":{"rendered":"https:\/\/www.amchamchile.cl\/?p=154128"},"modified":"2017-09-25T18:05:30","modified_gmt":"2017-09-25T21:05:30","slug":"entrevista-al-vicepresidente-ejecutivo-de-corfo-eduardo-bitran","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/entrevista-al-vicepresidente-ejecutivo-de-corfo-eduardo-bitran\/","title":{"rendered":"[:es]Entrevista al vicepresidente ejecutivo de Corfo, Eduardo Bitran[:en]Interview to Executive Vice President of Corfo, Eduardo Bitran[:]"},"content":{"rendered":"<p>[:es]<img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-154129 \" src=\"https:\/\/amchamchile.cl\/wp-content\/uploads\/2017\/09\/Bitran_1-704x1024.jpg\" alt=\"\" width=\"343\" height=\"499\" \/><\/p>\n<p><strong>\u201cEstamos haciendo una contribuci\u00f3n importante en el largo plazo\u201d<\/strong><\/p>\n<p>Tras lanzar un Comit\u00e9 de Transformaci\u00f3n Digital que impulsar\u00e1 una ambiciosa agenda en distintas industrias para \u201cimpact ar de verdad a la econom\u00eda real\u201d, destaca el aporte de la corporaci\u00f3n al desaf\u00edo de subir a Chile al carro de las tecnolog\u00edas disruptivas, as\u00ed como las metas de crecimiento del pa\u00eds en el largo plazo y los avances en el fortalecimiento del v\u00ednculo con Estados Unidos.<\/p>\n<p><strong><em>Por Jorge Isla<\/em><\/strong><\/p>\n<p>A principios de septiembre, el vicepresidente ejecutivo de la Corporaci\u00f3n de Fomento de la Producci\u00f3n (Corfo), Eduardo Bitran, hizo uno de los anuncios m\u00e1s importantes en el cargo que asumi\u00f3 al inicio del actual gobierno y que, al mismo tiempo, representa tanto una confirmaci\u00f3n del sello que ha impuesto durante su gesti\u00f3n, como un eje central del legado que esa corporaci\u00f3n busca proyectar en el mediano y largo plazo. Ante m\u00e1s de mil asistentes al 5to. Summit de la Fundaci\u00f3n Pa\u00eds Digital, dio el vamos al Comit\u00e9 de Transformaci\u00f3n Digital (CTD), cuyo objetivo es mejorar la productividad, modernizaci\u00f3n y crecimiento de la industria y la econom\u00eda en general, a trav\u00e9s de las tecnolog\u00edas de informaci\u00f3n, comunicaciones y digitalizaci\u00f3n.<\/p>\n<p>\u201cHay dos revoluciones tecnol\u00f3gicas ocurriendo en el mundo: la digital o de Internet industrial, y la transformaci\u00f3n de la mano de las energ\u00edas renovables y la electromovilidad, con un enorme impacto en muchas econom\u00edas. El pa\u00eds tiene que prepararse, y para que sea capaz de subirse a las transformaciones tecnol\u00f3gicas disruptivas, se requiere impulsar la innovaci\u00f3n sist\u00e9mica con participaci\u00f3n de actores de la educaci\u00f3n, servicios p\u00fablicos, empresas y la academia. Si esto no se hace de forma sist\u00e9mica, es muy dif\u00edcil avanzar\u201d, enfatiza Bitran sobre los grandes objetivos del CTD. Este es resultado de una preparaci\u00f3n de m\u00e1s de tres a\u00f1os y que parti\u00f3 con una cartera de iniciativas vinculadas a la miner\u00eda, agricultura, ciudades inteligentes, astroinform\u00e1tica, manufactura avanzada, industrias inteligentes, construcci\u00f3n y salud.<\/p>\n<p>Un proyecto cuya materializaci\u00f3n consolida el gran papel que ha buscado jugar Corfo en este per\u00edodo, en el sentido de \u201cgenerar una visi\u00f3n estrat\u00e9gica compartida entre la academia, el sector privado y p\u00fablico en relaci\u00f3n a las grandes revoluciones tecnol\u00f3gicas del mundo y las oportunidades para crear capital social\u201d, se\u00f1ala Bitran, quien remarca la importancia de esta perspectiva como un objetivo \u201csumamente valioso en momentos en que la confianza en las instituciones es baja\u201d.<\/p>\n<p>El vicepresidente ejecutivo de Corfo destaca estos grandes lineamientos cuando la instituci\u00f3n est\u00e1 llevando a cabo un proceso de evaluaci\u00f3n a fondo en conjunto con la Organizaci\u00f3n para la Cooperaci\u00f3n y el Desarrollo Econ\u00f3micos (OCDE) y el Banco Interamericano de Desarrollo (BID), el cual tendr\u00e1 sus conclusiones en enero pr\u00f3ximo. \u201cPodremos entregar esos resultados al gobierno electo, de modo de que ellos tambi\u00e9n puedan acompa\u00f1ar y acelerar sus procesos de inversi\u00f3n con evaluaciones independientes\u201d, indica Bitran, quien pasa revista al debate sobre el crecimiento econ\u00f3mico, las pol\u00edticas del Estado para los recursos naturales estrat\u00e9gicos y el fomento de desarrollos empresariales enfocados en la irrupci\u00f3n tecnol\u00f3gica, y los pasos que vienen en el apoyo al emprendimiento e innovaci\u00f3n impulsados en conjunto por entidades de Chile y Estados Unidos.<\/p>\n<p><strong>\u2013\u00bfDe qu\u00e9 manera quisiera que las pr\u00f3ximas autoridades juzguen lo realizado por Corfo durante su administraci\u00f3n?<\/strong><\/p>\n<p>\u2013Cualquiera sea el pr\u00f3ximo gobierno, hago un llamado a que se d\u00e9 el tiempo de analizar lo que ocurri\u00f3 con Corfo en este per\u00edodo, lo que se cre\u00f3 en capital social e iniciativas de impacto real, para que le den continuidad y fortalezcan aquellas cosas que efectivamente est\u00e1n creando valor. Estamos hablando de impactar de verdad a la econom\u00eda real con las llamadas \u201cindustrias 4.0\u201d, que irrumpen en muchas partes del mundo. Ac\u00e1 estamos dejando un legado para cualquier gobierno que venga, en t\u00e9rminos de un equipo profesional, una serie de proyectos con recursos y enfocados en la transformaci\u00f3n digital del pa\u00eds, junto a la vinculaci\u00f3n p\u00fablico-privada. Estamos haciendo una contribuci\u00f3n importante al pa\u00eds m\u00e1s all\u00e1 del gobierno, pensando en el largo plazo.<\/p>\n<p><strong>\u2013Ahora que el crecimiento se ha instalado como el gran tema del pa\u00eds, \u00bfcu\u00e1l deber\u00eda ser el \u00e9nfasis correcto para avanzar en este \u00e1mbito?<\/strong><\/p>\n<p>\u2013Es interesante que nos preocupemos del crecimiento. Sacando a Corfo de la discusi\u00f3n coyuntural pol\u00edtica, nosotros estamos en eso desde una perspectiva de m\u00e1s largo plazo, en l\u00ednea con lo que el Premio Nobel Paul Krugman dijo en una c\u00e9lebre frase: \u201ccuando hablamos de crecimiento la productividad no lo es todo, pero el largo plazo es casi todo\u201d. O sea, m\u00e1s all\u00e1 de los vaivenes del precio del cobre, lo fundamental es la capacidad de generar m\u00e1s valor con los recursos que se tienen, tema en el que centramos nuestra acci\u00f3n.<\/p>\n<p><strong>\u2013A su juicio, \u00bfsobr\u00e9 qu\u00e9 ejes se debe centrar la discusi\u00f3n de largo plazo?<\/strong><\/p>\n<p>\u2013En el largo plazo, la productividad total de factores influye tambi\u00e9n en el comportamiento de la inversi\u00f3n, y como pa\u00eds tenemos un problema. La Comisi\u00f3n Nacional de Productividad acaba de sacar un estudio que concluye que durante los \u201890, la productividad total de factores crec\u00eda al 2,3%, y que entre los a\u00f1os 2000 y 2010 baja dram\u00e1ticamente a 0,3%, y hasta el a\u00f1o 2015 cae, al menos, a 0,2%. Entonces, se trata de un fen\u00f3meno de crisis de productividad \u00a1que lleva 17 a\u00f1os!, sin ning\u00fan par\u00e9ntesis a lo largo de todos los gobiernos. Y en el actual contexto de transformaciones tecnol\u00f3gicas disruptivas, existe el riesgo de que se profundice este problema de productividad.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-154130\" src=\"https:\/\/amchamchile.cl\/wp-content\/uploads\/2017\/09\/Bitran_2-176x300.jpg\" alt=\"\" width=\"176\" height=\"300\" \/><\/p>\n<p><strong>\u2013\u00bfCu\u00e1l es la manera de revertir eso?<\/strong><\/p>\n<p>\u2013Estamos s\u00faper atrasados. El pa\u00eds debe entender que la incorporaci\u00f3n de estas tecnolog\u00edas a la econom\u00eda requiere un enfoque sist\u00e9mico en todos los \u00e1mbitos \u2013desde el capital humano, regulaciones, infraestructura, capacidades de absorci\u00f3n de la peque\u00f1a y la mediana empresa\u2013 todo lo cual requiere un consenso y un nuevo estilo de pol\u00edtica. Eso es lo que he estado tratando de hacer en Corfo, rompiendo los silos dentro del aparato p\u00fablico y trabajando con muchos de los ministerios y tambi\u00e9n con m\u00faltiples sectores privados.<\/p>\n<p><strong>La pol\u00edtica hacia los recursos estrat\u00e9gicos<\/strong><\/p>\n<p><strong>\u2013En cuanto al litio, Ud. ha sido enf\u00e1tico sobre la misi\u00f3n del Estado en relaci\u00f3n a recursos cuyo valor est\u00e1 asociado a la revoluci\u00f3n tecnol\u00f3gica mundial. \u00bfCu\u00e1les son los objetivos?<\/strong><\/p>\n<p>\u2013En el mundo habr\u00e1 40 millones de autos el\u00e9ctricos a 2035, una extraordinaria noticia que genera una demanda gigantesca por minerales que tenemos, pero que tienen que ser producidos de forma limpia y tenemos la mejor radiaci\u00f3n solar del mundo. Tenemos la posibilidad de hacer una transformaci\u00f3n de la econom\u00eda minera industrial chilena de la mano de la energ\u00eda solar para satisfacer una demanda mundial por litio, por cobre bajo en emisiones, y eventualmente por cobalto y por tierras raras que est\u00e1n en los relaves.<\/p>\n<p><strong>\u2013Ud. tambi\u00e9n ha sido enf\u00e1tico en la defensa de los intereses del Estado sobre la explotaci\u00f3n del litio. \u00bfC\u00f3mo proyecta esa misi\u00f3n?<\/strong><\/p>\n<p>\u2013En cosas bien concretas. Calculo que el acuerdo con Albemarle permitir\u00e1 aumentar la producci\u00f3n de esa compa\u00f1\u00eda de 30 mil toneladas a sobre 100 mil toneladas de carbonato de litio en los pr\u00f3ximos tres a\u00f1os, en un mercado mundial de 200 mil toneladas. Y esa empresa concord\u00f3 con nosotros en vender localmente sin subsidio al precio de exportaci\u00f3n un porcentaje de su producci\u00f3n, y estamos convocando al sector privado a aprovechar esto. El solo hecho de tener energ\u00eda limpia solar, ha hecho que vengan empresas que nunca hubi\u00e9ramos pensado, como el l\u00edder de veh\u00edculos chinos (Baic Group, una las 15 mayores automotrices del mundo y entre las principales en autos el\u00e9ctricos) que se nos acerc\u00f3 hace pocos d\u00edas.<\/p>\n<p><strong>\u2013\u00bfHasta qu\u00e9 punto llega el rol de fomento del Estado?<\/strong><\/p>\n<p>\u2013Van a ser las propias empresas las que van a definir, y no nosotros, lo que van a hacer eventualmente con este litio, cobalto o cobre bajo en emisiones o con la energ\u00eda el\u00e9ctrica solar. Desde el Estado, el rol es de ir al mundo a visibilizar las oportunidades en Chile.<\/p>\n<p><strong>Fortalecimiento de la relaci\u00f3n entre Chile y EE.UU.<\/strong><\/p>\n<p><strong>\u2013\u00bfCu\u00e1l es su balance de las relaciones que se han establecido con Estados Unidos en el \u00e1mbito de Corfo y que se han materializado en acciones de apoyo a los emprendedores como el caso de las distintas versiones del programa Look North de la C\u00e1mara Chileno Norteamericana de Comercio?<\/strong><\/p>\n<p>\u2013Hemos tenido un rol bien importante en colaboraci\u00f3n con AmCham Chile. Partimos en el tema biotecnolog\u00eda, en el cual el profesor chileno Fernando Mart\u00ednez \u2013que dirige un centro de la Universidad de Arizona que cumple un rol clave en hacer transiciones desde la investigaci\u00f3n a los negocios\u2013, fue el l\u00edder a cargo de armar una estrategia p\u00fablico-privada en dicho \u00e1mbito. Y, en ese contexto, nos vinculamos much\u00edsimo con AmCham en este trabajo con toda la industria biotecnol\u00f3gica nacional hacia los centros y l\u00edderes mundiales.<\/p>\n<p><strong>\u2013El acuerdo entre Chile y Massachussetts gener\u00f3 recientemente el ChileMass Tech Bridge con alianzas y cofinanciamiento de proyectos conjuntos. \u00bfC\u00f3mo se implementar\u00e1 este trabajo?<\/strong><\/p>\n<p>\u2013Establecida como una corporaci\u00f3n sin fines de lucro, el proyecto ChileMass Tech Bridge est\u00e1 inspirado, en parte, desde la biotecnolog\u00eda, porque la primera instituci\u00f3n que se ha vinculado con nosotros en forma significativa es el Massachusetts Life Science Center. Este puente nos va a permitir pensar en un gran escalamiento de los negocios en biotecnolog\u00eda y, adem\u00e1s, aplicarla a temas locales. Pero no s\u00f3lo eso, ya que queremos concretar v\u00ednculos espec\u00edficos con las tres agencias \u2013digital, biotecnolog\u00eda y tecnolog\u00edas limpias\u2013, para promover la colaboraci\u00f3n entre empresas chilenas y de Massachusetts en innovaciones relevantes para nuestro pa\u00eds.<\/p>\n<p><strong>\u2013\u00bfEl proyecto Chile-Mass abrir\u00e1 una oficina en Massachusetts?<\/strong><\/p>\n<p>\u2013Obviamente. La corporaci\u00f3n va a tener en enero una oficina, cuya presidenta ejecutiva es Yuly Fuentes, biotecn\u00f3loga chilena radicada hace m\u00e1s de 15 a\u00f1os en Estados Unidos, quien tiene muchos v\u00ednculos con el Gobierno y todo el ecosistema, y va a liderar el matchmaking de negocios de ambas partes.<\/p>\n<p><strong>\u2013\u00bfCu\u00e1l ha sido el desarrollo de otros acuerdos como el establecido entre Chile y California?<\/strong><\/p>\n<p>\u2013Al respecto, estamos tratando de reorientar el tema de California hacia la innovaci\u00f3n. Y se nos han acercado otros estados que tambi\u00e9n tienen inter\u00e9s en hacer v\u00ednculos con nosotros, y los estamos explorando. Los estados tienen un rol muy importante y el apoyo del embajador Juan Gabriel Vald\u00e9s, como de la Canciller\u00eda en general, han sido claves, y esperamos fortalecer los v\u00ednculos con Estados Unidos en los temas de innovaci\u00f3n y tecnolog\u00eda.<\/p>\n<p><strong>Los pasos de la transformaci\u00f3n digital<\/strong><\/p>\n<p>\u201cEn los \u00faltimos diez a\u00f1os, el \u00fanico sector exportador que ha tenido un crecimiento de dos d\u00edgitos es el de servicios vinculados a la tecnolog\u00eda, pasando de US$ 300 millones en 2000 a US$ 3 mil millones en 2015\u201d, enfatiza Eduardo Bitran sobre otra de las razones que llevaron al lanzamiento del Comit\u00e9 de Transformaci\u00f3n Digital.<\/p>\n<p>La estrategia de esta entidad se funda en un enfoque de \u201ccu\u00e1druple h\u00e9lice\u201d, al a\u00f1adir la sociedad a los esfuerzos conjuntos del Gobierno, universidades y empresas. Entre sus primeras iniciativas destaca el Programa de Becas para Mil Programadores, que tras su primera edici\u00f3n ampliar\u00e1 su cobertura a tres mil cupos. \u201cEn vista de los excelentes resultados, en una alianza entre Corfo, Sence, Sofofa y ACTI afinamos los est\u00e1ndares y ahora lo lanzamos ampliamente\u201d, detalla. Otro caso destacado ha sido la incorporaci\u00f3n de la herramienta digital BIM (Building Information Modeling) \u2013que mejora la gesti\u00f3n de los procesos de construcci\u00f3n\u2013 por parte del Ministerio de Obras P\u00fablicas, aplic\u00e1ndola en el desarrollo de una cartera de proyectos cuyo monto representa 70% de su presupuesto de este a\u00f1o.<\/p>\n<p>En tanto en el \u00e1mbito de la salud, al desarrollo de la receta electr\u00f3nica interoperable seguir\u00e1 el lanzamiento de una ficha m\u00e9dica que cada persona podr\u00e1 tener independiente del establecimiento donde se atienda, iniciativa cuya partida est\u00e1 prevista para fines de 2017.<\/p>\n<p>\u201cEstos son temas de un impacto notable en la productividad y calidad de los servicios p\u00fablicos\u201d, destaca.[:en]<img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-154129 \" src=\"https:\/\/amchamchile.cl\/wp-content\/uploads\/2017\/09\/Bitran_1-704x1024.jpg\" alt=\"\" width=\"343\" height=\"499\" \/><\/p>\n<p>Having launched a Digital Transformation Committee that will foster an ambitious agenda across several industries to \u201cgenuinely impact the real economy\u201d, Corfo is supporting the challenge of transforming Chile into a leading player in disruptive technology, as well as playing an important role in achieving long-term national growth and strengthening ties with the United States.<\/p>\n<p><strong><em>By Jorge Isla<\/em><\/strong><\/p>\n<p>In early September, Eduardo Bitran, Vice President of the Corporaci\u00f3n de Fomento de la Producci\u00f3n (Chilean Economic Development Agency), or Corfo, made one of his most important announcements since taking up his post at the beginning of the incumbent government. His declaration is both confirmation of the approach he has adopted during his time in the role, and a fundamental component of the legacy Corfo seeks to project over the medium and long term. Before an audience of a thousand business representatives at the Fifth Fundaci\u00f3n Pa\u00eds Digital Summit, Bitran gave the green light to the Comit\u00e9 de Transformaci\u00f3n Digital (Digital Transformation Committee), or CTD. The objective of the CTD is to enhance the productivity, modernization and growth of industry, and the economy in general, by means of information, communication and digitalization technologies.<\/p>\n<p>\u201cThere are two technological revolutions taking place in the world: the one related to digital or industrial internet, and the one regarding transformation of renewable energy and electromobility; both of which are significantly impacting a number of economies. In response, Chile must prepare itself to play a role in disruptive technology transformations and so it is essential to encourage systemic innovation that includes the participation of distinct actors from the educational, public services, business and academic sectors. If this is not achieved systematically, progress will be very difficult\u201d emphasizes Bitran in relation to the primary objectives of the CTD. This Committee is the result of more than three years of work which began with a portfolio of initiatives linked to mining, agriculture, smart cities, astronomical information technology, advanced manufacturing, smart industries, construction and health.<\/p>\n<p>The successful realization of this project helps to consolidate the important role sought by Corfo over this period, in relation to \u201cgenerating a strategic outlook shared between academia and the public and private sector concerning large-scale technological revolutions taking place around the world, as well as the related opportunities to create social capital\u201d, says Bitran. He also stresses the importance of this kind of perspective, calling its objective \u201chighly valuable during times in which trust in institutions is low\u201d.<\/p>\n<p>The Vice President of Corfo highlights these guidelines at a time in which the Corporation is conducting an in-depth evaluation process in conjunction with the Organisation for Economic Co-operation and Development and the Inter-American Development Bank, which will submit its findings in January 2018. He explains that Corfo \u201cwill be able to deliver these results to the next government so they can also share and accelerate their investment procedures according to independent assessments\u201d.<\/p>\n<p>During his discussion with AmCham Chile, Bitran also reviews the ongoing debate on economic growth, State policy concerning natural resource strategies and the promotion of business developments focused on disruptive technologies, and what to expect in terms of joint support for entrepreneurship and innovation between institutions from both Chile and the United States.<\/p>\n<p><strong>\u2013 How would you like the next government to judge what Corfo has achieved during your administration? <\/strong><\/p>\n<p>\u2013 Whoever the next government is, I would say time is needed to analyse Corfo\u2019s achievements, which have been created based on social capital and real-impact initiatives over this period. This will help to ensure continuity and to strengthen those aspects that are creating value; and here I am talking about genuine impacts on the real economy via the so-called \u2018industry 4.0\u2019, which is causing disruptions all over the world. We are creating a legacy at Corfo to leave any subsequent government which consists of a professional team, a series of projects and required resources with a focus on securing the digital transformation of the country, and ongoing links between the public and private sector. We are also making a valuable contribution to the country beyond the government sphere, based on the concept of long-term thinking.<\/p>\n<p><strong>\u2013 Now that growth has become a prominent topic on the national agenda, where should the emphasis be placed to ensure progress in this area? <\/strong><\/p>\n<p>\u2013 It is interesting that we are concerned about growth. Removing Corfo from the political discussion, we focus on this issue from the longer term perspective in line with what the Nobel Prize winner Paul Krugman said in his famous quote: \u201cwhen we speak of growth, productivity is not everything, but, in the long run, it is almost everything\u201d. So beyond the fluctuations of the price of copper, the key point is the ability to generate more value with the resources at your disposal, and that forms the basis of our work.<\/p>\n<p><strong>\u2013 In your opinion, what are the central aspects on which this discussion should focus in the long term? <\/strong><\/p>\n<p>\u2013 In the long term, total factor productivity also influences investment behavior, and as a country we have a problem in this regard. The Comisi\u00f3n Nacional de Productividad (National Productivity Commission) has recently compiled a study which concludes that during the 1990s the total factor productivity grew by 2.3%, while between 2000 and 2010 it fell sharply by 0.3%, and to 2015 it dropped by at least a further 0.2%. These findings indicate a productivity crisis that has lasted for 17 years, with no respite during any of the governments over this period! And in the current context of transformational disruptive technology, there is a risk that this productivity problem will deepen.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-154130\" src=\"https:\/\/amchamchile.cl\/wp-content\/uploads\/2017\/09\/Bitran_2-176x300.jpg\" alt=\"\" width=\"176\" height=\"300\" \/><\/p>\n<p><strong>\u2013 How can this trend be reversed?<\/strong><\/p>\n<p>\u2013 We are leaving it rather late. The country must understand that the incorporation of these technologies into the economy needs a systemic focus across all areas, from human capital, regulations and infrastructure to the absorption capacity of small and medium-sized enterprises, all of which require consensus and a new style of politics. That is precisely what I have been trying to do at Corfo, breaking the silos within the public apparatus and working with a range of ministers and multiple private sector actors.<\/p>\n<p><strong>Strategic resource policy<\/strong><\/p>\n<p><strong>\u2013 Regarding lithium, you have been emphatic about the mission of the State in relation to resources whose value is associated with the global technological revolution. With that in mind, what are the objectives? <\/strong><\/p>\n<p>\u2013 There will be about 40 million electric cars in the world by 2035; an extraordinary development that is generating a huge demand for minerals that can be found in Chilean soils, but that must be produced cleanly. In addition, the country is home to the best solar radiation on the planet. We therefore have the chance to transform the industrial mining economy in Chile with solar energy in order to satisfy the global demand for lithium, as well as for low-emission copper and, eventually, cobalt and rare earth metals found in tailings.<\/p>\n<p><strong>\u2013 You have also emphatically defended the interests of the State regarding the exploitation of lithium. How do you foresee this endeavor?\u00a0 <\/strong><\/p>\n<p>\u2013 In concrete terms. I believe that the agreement with Albemarle Corporation will increase the company\u2019s production from 30,000 tons to over 100,000 tons of lithium carbonate over the next three years, in a global market of 200,000 tons. And this company agreed with Corfo to sell a percentage of its production locally without a subsidy on the export price, and we are calling for the private sector to make the most of this opportunity. The mere fact of having clean solar energy has attracted new and unexpected businesses to these shores, such as the Chinese vehicle leader (Baic Group, one the 15 largest automotive companies in the world and a significant player in the electric car sector) who approached us just a short time ago.<\/p>\n<p><strong>\u2013 Up to what point does the developmental role of the State play a part?<\/strong><\/p>\n<p>\u2013 It will be the private companies and not us who will decide what to do with the lithium, cobalt or low-emission copper that is mined or the solar power that is produced. From the State perspective, the role is merely to showcase the opportunities that exist in Chile.<strong>\u00a0<\/strong><\/p>\n<p><strong>Strengthening relations between Chile and the United States<\/strong><\/p>\n<p><strong>\u2013 What is your assessment of the relationship with the United States in Corfo\u2019s sphere of influence? And what kind of support mechanisms have arisen for entrepreneurs such as the case of the different versions of the Look North program implemented by AmCham Chile? \u00a0\u00a0\u00a0<\/strong><\/p>\n<p>\u2013 We have played an important collaborative role with AmCham Chile. We began in the field of biotechnology, in which the Chilean professor Fernando Mart\u00ednez, who is director of a center at the University of Arizona that works towards transitioning research findings to business-world applications, was responsible for devising a public-private strategy in this area. And so in this context, we frequently collaborate with AmCham Chile in work aimed at the entire national biotechnology industry and the distinct global centers and leaders in this field.<\/p>\n<p><strong>\u2013 The agreement between Chile and Massachusetts recently gave rise to Chile-Mass Tech Bridge, with alliances and co-financing of joint projects. How will this scheme be implemented? <\/strong><\/p>\n<p>\u2013 The Chile-Mass Tech Bridge was established as a non-profit corporation and inspired, in part, by biotechnology, since the first institution to have linked up with us in a significant manner was Massachusetts Life Sciences Center. This bridge allows us to contemplate the extensive scaling up of biotechnology businesses and, moreover, apply this field to the local Chilean reality. In addition, we want to form specific links with the three agencies working on digital, biotechnology and clean energy to promote collaboration between Chilean companies and those from Massachusetts on innovative programs that are relevant to our country.<\/p>\n<p><strong>\u2013 Will the Chile-Mass project open an office in Massachusetts?<\/strong><\/p>\n<p>\u2013Absolutely. The corporation will have an office as of January 2018 and the executive president will be Yuly Fuentes, a Chilean biotechnologist who has lived and worked in the United States for 15 years. Yuly has wide ranging contacts across the government sector and the entire ecosystem as a whole, and she will lead the business matchmaking between both parties.<\/p>\n<p><strong>\u2013 To what extent have other agreements been formulated, such as the one between Chile and California?<\/strong><\/p>\n<p>\u2013 In regard to that agreement, we are trying to refocus the California relationship towards innovation. Other states are also reaching out to us having shown an interest in forming ties, so we will continue to assess our options. Indeed, the states play a very important role and the support provided by the Chilean Ambassador to the United States, Juan Gabriel Vald\u00e9s, as well as that of the Canciller\u00eda (Ministry of Foreign Affairs) in general, have been critical. Moving forward, we hope to strengthen our relationship with the U.S. further on the issues of innovation and technology.<\/p>\n<p><strong>The progress of digital transformation <\/strong><\/p>\n<p>\u201cIn the last decade, the only export sector to have experienced double digit growth is technology services, which has grown from US$300 million in 2000 to US$3 billion in 2015\u201d, states Eduardo Bitran, in reference to another one of the reasons behind the launch of the Digital Transformation Committee.<\/p>\n<p>The strategy of this Committee is based on a \u201cquadruple helix\u201d approach, which as well as the entity itself includes the joint efforts of government, universities and businesses. One of the Committee\u2019s most notable early initiatives is the Programa de Becas para Mil Programadores (Grants Initiative for a Thousand Programmers), which, following its first edition, will expand its reach to provide 3,000 places. \u201cIn view of the highly positive results so far, a partnership between Corfo, Sence, Sofafa and ACTI has refined the standards and now we are able to broaden our scope\u201d adds Bitran. Another significant aspect has been the incorporation of the digital Building Information Modeling (BIM) tool, which improves management processes in the construction industry, by the Ministerio de Obras P\u00fablicas (Ministry of Public Works).
