\nEl segundo hombre m\u00e1s importante de la administraci\u00f3n del Presidente de Estados Unidos, Donald Trump, asisti\u00f3 a la primera actividad oficial del centenario de AmCham Chile, el cual se celebra en 2018. Durante su visita al pa\u00eds, el Vicepresidente Mike Pence destac\u00f3 el positivo clima de negocios entre Chile y Estados Unidos desde la firma del Tratado de Libre Comercio en 2003, lo que ha incentivado las inversiones y el desarrollo de nuevas oportunidades comerciales.<\/strong><\/p>\n

Con una cena empresarial que cont\u00f3 con la presencia del Vicepresidente de los Estados Unidos de Am\u00e9rica, Mike Pence, como orador principal, la C\u00e1mara Chileno Norteamericana de Comercio, AmCham Chile, inici\u00f3 la celebraci\u00f3n de su centenario. En el encuentro, Pence destac\u00f3 el clima de negocios entre Chile y EE.UU. desde la firma del Tratado de Libre Comercio en 2003, lo que ha beneficiado al intercambio comercial, adem\u00e1s de impulsar la materializaci\u00f3n de nuevos negocios entre ambos mercados.<\/p>\n

\u201cEstamos llamando a los pa\u00edses de Am\u00e9rica Latina a hacer mucho m\u00e1s para ampliar las oportunidades de inversi\u00f3n a trav\u00e9s de la libertad econ\u00f3mica. Cada naci\u00f3n de nuestro hemisferio debe seguir siendo audaz en reducir la carga de los impuestos excesivos y en disminuir las regulaciones, as\u00ed como en romper las barreras al comercio y la inversi\u00f3n. Y cada naci\u00f3n debe continuar siendo atrevida al enfrentar el flagelo de la corrupci\u00f3n (…) No se equivoquen: m\u00e1s progresos, m\u00e1s reformas y m\u00e1s transparencia lograr\u00e1n crear m\u00e1s inversi\u00f3n y oportunidades\u201d, enfatiz\u00f3 el personero en la actividad final de su visita, que inici\u00f3 con una reuni\u00f3n con la Presidenta Michelle Bachelet.<\/p>\n

El Vicepresidente Pence, cuya gira tambi\u00e9n incluy\u00f3 Colombia y Argentina, valor\u00f3 la consolidaci\u00f3n del libre comercio en la relaci\u00f3n bilateral, y tambi\u00e9n con la regi\u00f3n. Durante su intervenci\u00f3n, subray\u00f3 que el intercambio comercial con la regi\u00f3n ha alcanzado montos por US$ 1,6 billones \u2013duplicando al generado con China\u2013 y destac\u00f3 al TLC con Chile como un \u201cacuerdo ejemplar\u201d que increment\u00f3 las operaciones entre ambas naciones en 350% desde su entrada en r\u00e9gimen, para totalizar US$ 30 mil millones a la fecha, adem\u00e1s de valorar su fuerte impacto sobre las inversiones y oportunidades para las personas.<\/p>\n

Enfatizando el mensaje de la administraci\u00f3n del Presidente Donald Trump en orden a \u201ctener m\u00e1s comercio con Am\u00e9rica Latina\u201d, el discurso del Vicepresidente de EE.UU. valor\u00f3 la estrategia econ\u00f3mica seguida por Chile en las \u00faltimas cuatro d\u00e9cadas, as\u00ed como las pol\u00edticas y reformas pro crecimiento implementadas por los gobiernos de Brasil, de las tres naciones de El Tri\u00e1ngulo del Norte (Guatemala, Honduras y El Salvador), Argentina y Colombia.<\/p>\n

Al encuentro \u2013auspiciado por AES Gener, American Airlines, Citi, DIRECTV, Freeport-McMoRan y Walmart Chile\u2013 asistieron diversas personalidades, entre ellas, Thomas Kenna, presidente de la Asociaci\u00f3n de C\u00e1maras Norteamericanas de Comercio de Am\u00e9rica Latina y el Caribe (AACCLA) \u2013organismo que re\u00fane a 24 entidades, m\u00e1s de 20.000 empresas y que celebr\u00f3 su 50 aniversario\u2013, el vicepresidente de International Affairs del U.S. Chamber of Commerce, Neil Herrington; adem\u00e1s de representantes de AmCham de Argentina, Brasil, Panam\u00e1 y Per\u00fa.<\/p>\n

En la actividad, el presidente de AmCham Chile, Guillermo Carey, valor\u00f3 la elaci\u00f3n con el principal socio comercial de Chile: \u201cCon la presencia del Vicepresidente Pence, sentimos tambi\u00e9n el compromiso de Estados Unidos con nuestro pa\u00eds y la relaci\u00f3n bilateral futura, que tiene una base tremendamente s\u00f3lida (\u2026) Chile ha sabido, con el tiempo, fortalecer sus bases e instituciones, acogiendo sin discriminaci\u00f3n y con estabilidad a nuestros socios extranjeros, y donde la estabilidad pol\u00edtica y econ\u00f3mica ha ayudado a consolidar estas relaciones bilaterales\u201d.<\/p>\n

La past president y directora de AmCham Chile y de AACCLA, Kathleen arclay, puso de manifiesto el papel que est\u00e1n jugando otros mecanismos de integraci\u00f3n \u201cbasados en el libre comercio, el libre mercado y el free enterprise\u201d, como es el caso de la Alianza del Pac\u00edfico, acuerdo conformado por Chile, Colombia, M\u00e9xico y Per\u00fa, y que con sus 220 millones de habitantes se ha posicionado como la octava econom\u00eda mundial. \u201cContamos con los cimientos para que se convierta en una poderosa plataforma para la integraci\u00f3n de los pa\u00edses de la Cuenca del Pac\u00edfico, y hacer realidad el compromiso con la integraci\u00f3n regional y proyecci\u00f3n hacia el Asia-Pac\u00edfico\u201d, puntualiz\u00f3 Barclay.<\/p>\n

Los avances comerciales y empresariales<\/strong><\/p>\n

En el balance de la relaci\u00f3n bilateral y el efecto del TLC que entr\u00f3 en vigencia en 2004, Carey se\u00f1al\u00f3 que el comercio bilateral ha crecido a un promedio anual de 11,8%, \u201ctriplicando el comercio total, doblando las exportaciones desde Chile y aumentando las importaciones desde Estados Unidos en cuatro veces\u201d. Como resultado, puntualiz\u00f3, los exportadores chilenos incrementaron significativamente su n\u00famero y diversificaci\u00f3n de productos enviados al pa\u00eds del norte.<\/p>\n

En este marco, el Vicepresidente Pence resalt\u00f3 la creciente incursi\u00f3n de empresarios chilenos en su pa\u00eds, \u201cinvirtiendo US$ 2.100 millones en industrias como la minera, bancaria y en toda nuestra econom\u00eda\u201d, y subray\u00f3 que las exportaciones estadounidenses a Chile \u201chan impactado positivamente en alrededor de 93.000 empleos\u201d en el pa\u00eds del norte.<\/p>\n

La constataci\u00f3n de la progresiva llegada de capitales chilenos a diversas industrias en Estados Unidos, entre ellas la vitivin\u00edcola y la irrupci\u00f3n de nuevos sectores como la exportaci\u00f3n de servicios, fue un aspecto destacado en la oportunidad, donde se cit\u00f3 como ejemplo a diversas empresas chilenas. \u201cArauco posee varias plantas de paneles de madera en Norteam\u00e9rica y est\u00e1 desarrollando una inversi\u00f3n de US$ 400 millones para construir una nueva instalaci\u00f3n para elaborar paneles aglomerados en Grayling, Michigan; tambi\u00e9n es destacable el trabajo que ha realizado Crystal Lagoons que, desde su oficina en Miami, ha dirigido m\u00faltiples proyectos con lagunas cristalinas, y la compra del City National Bank de Florida por Bci en 2015, transform\u00e1ndose as\u00ed en el primer y \u00fanico banco chileno en pasar a controlar una entidad financiera en Estados Unidos\u201d, detall\u00f3 Carey.<\/p>\n

Desaf\u00edos pendientes de la relaci\u00f3n bilateral<\/strong><\/p>\n

El Vicepresidente estadounidense remarc\u00f3 en su intervenci\u00f3n los puntos tratados con la Presidenta Bachelet relativos a los aspectos pendientes del acuerdo comercial entre EE.UU. y nuestro pa\u00eds. \u201cEs importante que Chile cumpla con los compromisos en materia de derechos de propiedad intelectual establecidos en nuestro tratado de libre comercio, ya que es necesario asegurar un campo equitativo para las compa\u00f1\u00edas estadounidenses\u201d, se\u00f1al\u00f3 Pence. En concreto, subray\u00f3 el \u00e9nfasis en la necesidad de que nuestro pa\u00eds \u201cconvierta a la pirater\u00eda televisiva en un delito penal y con reglamentos que operen de manera agradecimiento a la Mandataria chilena por su \u201capertura a considerar medidas\u201d. Sobre este punto, el presidente de AmCham agreg\u00f3 que \u201cen la C\u00e1mara somos muy optimistas en cuanto a poder seguir incentivando el crecimiento de las inversiones entre los dos pa\u00edses y, en este sentido, ambas naciones tenemos el desaf\u00edo de sacar adelante el Acuerdo para Evitar la Doble Tributaci\u00f3n\u201d.<\/p>\n

Al t\u00e9rmino de su discurso, el Vicepresidente Pence tambi\u00e9n valor\u00f3 el trabajo realizado por AmCham Chile: \u201cAmCham ha realizado un extraordinario trabajo en la promoci\u00f3n de las relaciones comerciales entre Chile y Estados Unidos, incentivando las inversiones y nuevas oportunidades\u201d.<\/p>\n

\nThe second most powerful man in the office of the President of the Unites States has attended the first official activity to mark the centenary of AmCham Chile, due in 2018. During his visit to the country, Vice President Mike Pence praised the positive business relationship between Chile and the US following the entrance into force of the Free Trade Agreement in 2004<\/strong>, which has boosted investment and generated new commercial opportunities. <\/strong><\/p>\n

The Chilean American Chamber of Commerce, AmCham Chile, has launched its centenary celebrations with a business dinner in which the main speaker was US Vice President Mike Pence. During the event, President Donald Trump\u2019s second-in-command highlighted the positive business climate between Chile and the United States since the passage of their Free Trade Agreement (FTA) in 2003. This treaty is helping to drive increasingly frequent commerce and new business between the two markets.<\/p>\n

Having begun his local tour by visiting President Michelle Bachelet, the business dinner was Vice President Pence\u2019s final official engagement. During his keynote speech, he emphasized the following: \u201cWe are calling on all Latin American countries to do far more to boost investment opportunities through increased economic freedoms. Every nation in our hemisphere should continue to be bold in reducing excessive tax burdens and easing regulations, as well as in breaking down barriers to trade and investment. And every nation should continue to be daring in their efforts to confront the scourge of corruption (\u2026) Make no mistake: more progress, more reforms and more transparency will create increased investment and greater opportunities\u201d.<\/p>\n

Vice President Pence, whose tour also included visits to Colombia and Argentina, praised the consolidation of free trade relations with both Chile and the wider region. During his speech, he stressed that trade with the region has grown to US$1.6 billion, doubling the amount generated with China. He also labelled the FTA with Chile an \u201cexemplary agreement\u201d that has led to the number of transactions between the two countries rising by 350% since entering into force, with a total of US$30 billion generated to date. He also commended the strong impact of the treaty on investment and its generation of new opportunities for large numbers of people.<\/p>\n

In addition, the vice president reiterated the message of President Donald Trump\u2019s administration to \u201cdo more business with Latin America\u201d. Moreover, he paid tribute to the economic strategy applied by Chile over the last four decades, in conjunction with the pro-growth policies and reforms implemented by the governments of Brazil, Argentina, Colombia and the three nations that make up the Northern Triangle (Guatemala, Honduras and El Salvador).<\/p>\n

A number of diverse personalities participated in the business dinner, which was sponsored by AES Gener, American Airlines, Citi, DIRECTV, Freeport-McMoRan and Walmart Chile. Among those in attendance was Thomas Kenna, President of the Association of American Chambers of Commerce in Latin America and the Caribbean (AACCLA), a body that brings together 24 entities, more than 20,000 companies, and which recently celebrated its 50th<\/sup> anniversary. The Vice President of International Affairs of the US Chamber of Commerce, Neil Herrington, was also present, as well as distinct representatives of AmChams from Argentina, Brazil, Panama and Peru.<\/p>\n

In his speech to the gathering, Guillermo Carey, President of AmCham Chile, praised Chile\u2019s relationship with its largest trading partner: \u201cWith Vice President Pence in attendance today, we are able to feel the commitment of the United States to Chile and future bilateral relations between the two countries, which are already built on extremely solid foundations (\u2026) Over time, Chile has been able to strengthen its standing and institutions, providing a welcoming, non-discriminatory and stable environment to our foreign partners and in which political and economic stability have helped to consolidate a range of bilateral relations\u201d.<\/p>\n

In turn, former President and director of AmCham Chile and AACCLA, Kathleen Barclay, emphasized the role played by other integration mechanisms \u201cbased on free trade, the free market and free enterprise\u201d, including the Pacific Alliance. That agreement was formed between Chile, Colombia, Mexico and Peru and has now become, due to its collective population of 220 million people, the eighth largest economy in the world in terms of GDP. With regard to the Pacific Alliance, Barclay stated, \u201cwe have laid the foundations for it to become a powerful platform from which to build Pacific Rim integration, as well as a means through which to realize the commitment to regional integration and projection to Asia-Pacific\u201d.<\/p>\n

Trade and business developments<\/strong><\/p>\n

In terms of the bilateral relationship and the impact of the FTA, Carey explained how trade between Chile and the United States has grown by an annual average of 11.8% since the agreement entered into force in 2004, \u201ctripling overall trade, doubling Chilean exports and increasing US imports by a factor of four\u201d. As a result, he stressed that both the number of Chilean exporters and the diversity of the products that they are shipping to America have grown considerably over this period.<\/p>\n

Similarly, Vice President Pence highlighted the growing arrival of Chilean entrepreneurs in the US, \u201cinvesting US$2.1 billion in industries such as mining, banking and across the entire economy\u201d. He also underscored that US exports to Chile \u201chave had the positive impact of creating around 93,000 jobs\u201d in the United States.<\/p>\n

Recognition of the growing amounts of Chilean capital invested in diverse sectors throughout the United States, including, for example, in winemaking and the boom of new industries such as the export of services, formed one of the notable themes of the business dinner. Accordingly, Carey singled out several Chilean companies for praise: \u201cArauco has a number of wood panel plants in the US and is preparing to invest US$400 million in the construction of a new facility for making particleboards in Grayling, Michigan. In addition, the work undertaken by Crystal Lagoons is noteworthy, having overseen multiple lagoon projects from its office in Miami. Also worthy of note is the 2015 purchase of City National Bank of Florida by Bci, which is the first and only Chilean bank, to date, to control a financial institution in the United States\u201d.<\/p>\n

Pending challenges in the bilateral relationship<\/strong><\/p>\n

In his speech, the US Vice President made reference to certain points raised during his meeting with President Bachelet concerning pending areas of the trade agreement between the two bilateral partners. \u201cIt important that Chile fulfils its commitment on intellectual property rights outlined in our free trade agreement because we must ensure a level playing field for American companies\u201d, he noted. In particular, he reaffirmed the need for Chile \u201cto make television piracy a criminal offense, including the design of related regulations\u201d, and for these to function in such a way as to reflect gratitude to President Bachelet for her \u201copenness to consider taking the necessary measures\u201d. Regarding the latter point, the President of AmCham Chile added that \u201cwe at the Chamber are very optimistic about our ability to continue to incentivize the growth of investment between the two countries and, in this sense, both nations have the task of pushing ahead with the Avoidance of Double Taxation Treaty\u201d.<\/p>\n
