En la pr\u00e1ctica, la oposici\u00f3n ambiental a nuevos proyectos, tambi\u00e9n ha pasado a ser un canal para muchas otras demandas: mayor autonom\u00eda regional o, por ejemplo, mejores instalaciones para el cuidado de la salud.Since its launch just over ten years ago, Chile\u2019s environmental regulation has by most accounts worked pretty well, but it now faces a new challenge - increasing public scrutiny.  There is a perception within the country - fuelled by the recent difficulties of the Arauco forestry company\u2019s Valdivia pulp plant - that regulation is not being effective in protecting the environment. The system is, in other words, failing in one key area - it has not achieved full public legitimacy.  Environmental opposition to new projects has also, in practice, become a channel for many other demands - greater regional autonomy or, for example, better healthcare facilities."}
